On the consequences of the attempted coup for U.S. and European imperialism and the Ukraine War

The attempted coup d’état by Wagner boss Yevgeny Prigozhin on 24 June has been a historic event since it has major national and global consequences. It probably marks the beginning of the end of Putin regime. And as it is affecting the stability of the political superstructure of Russian imperialism, it will also influence the Kremlin’s war against the Ukraine as well as its relations with Western powers. At this place we shall focus on the latter of these questions.

If one looks at the reactions of American and Western European government to the stunning events of last Saturday, one could be baffled by a peculiar contradiction. On one hand, nearly every government was sparing with words and limited its comment to a few sentences. Basically, they all just said: “This is an internal affair of Russia.”

A superficial observer could think that this reflected a lack of interest of Western governments in the Prigozhin’s attempted coup. In fact, nothing could be further from truth. In nearly all capitals of North America and Europe – including the village state called Austria –, governments respectively their leading military or foreign policy bodies held emergency meetings.

The reason for such a huge gap between the governments’ official commentary on the events of 24 June and their real state of alarm is not difficult to discern. They are obviously deeply worried about the possibility of a power vacuum in Russia or even a civil war and collapse of the state. This is all the more the case as Russia has – apart from the U.S. – the largest nuclear arsenal in the world.

At the same time, the Western governments wanted to wait until the fog had been lifted so that it would become clear who is the master of the Kremlin. In other words, they didn’t want to alienate a possible successor of Putin.

 

Western imperialist strategists warn

 

Sir Mark Lyall, a former British ambassador to the UN, revealed such an approach in an interview with Sky News on 25 June. "What the West doesn't want is complete chaos and a breakdown of law and order or civil war in Russia because that has all sorts of potential, damaging consequences given the country is still the largest nuclear weapons holder in the world." [1]

It is not difficult to imagine the state of fear in Western capitals about a President Prigozhin – a Russian Trump with brain – with his hand on the red button!

However, American and European imperialists are not only worried that nuclear warheads could get in wrong hands. While there exist a rather small trend of hardcore aggressive imperialists among the ruling class of the U.S. and Europe which want to see Russia collapse and split in several smaller states, the overwhelming majority of those with power and brain does not wish so.

Why? Because they are aware that the Kremlin holds a large empire together with a rod of iron and, in addition, it guarantees relative stability in the Caucasus and – jointly with China – in Central Asia. In other words, a collapse of the Putin regime could provoke civil wars and national insurrections not only in Russia but also in Eastern Europe, Caucasus and Central Asia.

A few weeks ago, we pointed to such an approach of leading circles of Western imperialism. ^[2] We quoted from a recent interview with Henry Kissinger – an “wise old man” of U.S. imperialism in which he said: “Reintroducing Russia to Europe [is important]. If Russia isn’t in Central Asia as an operating great power, it will become open to a Syrian-type civil war; all these many conflicts that are now in part restrained because they’re inconvenient to Russia would then be open to some extent to Turkey, to Iran, certainly to China with great ambivalence on the part of India about all of this.” ^[3]

Hence, despite their rivalry and the undisputed desire of Washington and Brussels to weaken the Kremlin, they also share a common interest in subjugating the peoples of the so-called Global South, i.e. the capitalist semi-colonial countries which are super-exploited and oppressed by the imperialist monopolies. ^[4]

For all these reasons, Western powers fear a collapse of their Russian rival – they want to undermine but not to destroy the Kremlin (at least for now).

 

Consequences for the Western approach to the Ukraine War

 

What will be the consequences of the Prigozhin coup for the Western approach to the Ukraine War? Surely, on one hand, Washington and Brussels (correctly) view the Putin regime now as much weaker than before. They could feel encouraged to double their military support for the Ukraine in order to make a stronger, final push against the defence lines of the Russian army in Zaporizhia and Donbass.

On the other hand, it seems to us that the Western imperialists worry now even more than before about an ongoing war in the Ukraine because this could result in the destabilization of Russia with all the possible consequences for a collapse of the regime. They ask themselves – not without reason from their class point of view – what would the U.S. and the EU win if Putin is replaced by Prigozhin, Strelkov or a similar figure?

Hence, we think that the developments of 24 June could result in the acceleration of already existing tendencies in the approach of Western powers to the war – a trend to which we did point somewhere else. [5] They want to see the Ukraine making a final counteroffensive which leaves the Russian army weakened so that Putin agrees to negotiations and to make substantial concessions.

However, it seems to us that Washington and Brussels will rather look to find a “solution” on the negotiation table which will not result in the downfall of the regime. Hence, they would not want Russia being forced to make “too many concessions”. For Washington and Brussels, it is a much more important priority to keep a relative stable regime in Russia (with Putin or a successor at the top) than to liberate the Ukraine.

 

Socialist perspectives

 

The interests of socialists are contrary to those of the imperialists – Western as well as Russian. While the Kremlin wants to expand Russia’s global position as an imperialist power, we want to destroy it. While Putin and Prigozhin want to subjugate the Ukraine, we want to see it as an independent nation. While Western powers worry about instability and civil war in the regions of the former USSR, we welcome such developments since the weakness of the ruling class always increases the chances of the working class and the oppressed nations to advance their liberation struggles.

Such an approach informs the tactics of the RCIT. We therefore opposed both Putin and Prigozhin during the events on 24 June as we explained in a joint statement with our Russian comrades, published in the morning of that day. We characterised the attempted coup as a “reactionary rebellion against a reactionary regime” and as a “quarrel between thieves.” ^[6]

In the Ukraine War, we support Ukraine’s just war of national defence against Putin’s invasion. At the same time, we oppose both imperialist camps – NATO as well as Russia. We say: For a Popular War to defend the Ukraine against Putin’s invasion! No subordination of Ukraine to NATO and EU! Against Russian and against NATO imperialism! [7]

Socialists need to be clear that the new period which opened in Russia – the death agony of the Putin regime – will have massive consequences not only for the liberation struggle in the country itself but also for the Ukraine War and the world political situation.

Попытка государственного переворота 24 июня, совершенная главой "Вагнера" Евгением Пригожиным, стала историческим событием, поскольку имела серьезные национальные и глобальные последствия. Почти во всех столицах Северной Америки и Европы, включая деревенское государство под названием Австрия, правительства, соответственно, их ведущие военные или внешнеполитические органы проводили экстренные совещания.

Причину такого огромного разрыва между официальными комментариями правительств по поводу событий 24 июня и их реальным состоянием тревоги нетрудно разглядеть. Они явно глубоко обеспокоены возможностью вакуума власти в России или даже гражданской войны и распада государства. Это тем более верно, что Россия обладает, помимо США, самым большим ядерным арсеналом в мире.

В то же время западные правительства хотели дождаться, пока рассеется туман, чтобы стало ясно, кто хозяин Кремля. Другими словами, они не хотели оттолкнуть возможного преемника Путина.

 

Западные империалистические стратеги предупреждают

 

Сэр Марк Лайалл, бывший посол Великобритании в ООН, рассказал о таком подходе в интервью Sky News 25 июня. «Чего Запад не хочет, так это полного хаоса и нарушения закона и порядка или гражданской войны в России, потому что это чревато всевозможными разрушительными последствиями, учитывая, что страна по-прежнему является крупнейшим обладателем ядерного оружия в мире». [1]

Нетрудно представить состояние страха в западных столицах перед Президентом Пригожиным — российским Трампом — с рукой на красной кнопке!

Однако американские и европейские империалисты опасаются не только того, что ядерные боеголовки могут попасть не в те руки. В то время как среди правящего класса США и Европы существует довольно небольшая тенденция агрессивных империалистов, которые хотят, чтобы Россия развалилась и раскололась на несколько более мелких государств, подавляющее большинство обладающих властью и мозгами не желает этого.

Почему? Потому что они осознают, что Кремль железными прутьями держит большую империю и, кроме того, гарантирует относительную стабильность на Кавказе и — совместно с Китаем — в Средней Азии. Иными словами, крах путинского режима может спровоцировать гражданские войны и национальные восстания не только в России, но и в Восточной Европе, на Кавказе и в Средней Азии.

Несколько недель тому назад мы указывали на такой подход руководящих кругов западного империализма. [2] Мы цитировали недавнее интервью Генри Киссинджера — «мудрого старика» американского империализма, в котором он сказал: «Возвращение России в Европу важно. Если Россия не будет действовать в Средней Азии как действующая великая держава, то Средняя Азия станет открытой для гражданской войны сирийского типа; все эти многочисленные конфликты, которые в настоящее время частично сдерживаются, потому что они неудобны для России, были бы открыты в какой-то степени для Турции, Ирана, определенно для Китая и с большой амбивалентностью со стороны Индии в отношении всего этого». [3]

Следовательно, несмотря на их соперничество и неоспоримое стремление Вашингтона и Брюсселя ослабить Кремль, они также разделяют общий интерес в подчинении народов так называемого Глобального Юга, то есть сверхэксплуатируемых и угнетаемых капиталистических полуколониальных стран империалистическими монополиями. [4]

По всем этим причинам западные державы опасаются краха своего российского соперника — они хотят подорвать, а не разрушить Кремль (по крайней мере, пока).

 

Последствия для западного подхода к войне в Украине

 

Каковы будут последствия переворота Пригожина для подхода Запада к войне в Украине? Конечно, с одной стороны, Вашингтон и Брюссель (правильно) считают путинский режим сейчас гораздо более слабым, чем раньше. Они могли бы почувствовать побуждение удвоить свою военную поддержку Украины, чтобы нанести более сильный, последний удар по линиям обороны российской армии в Запорожье и Донбассе.

С другой стороны, нам кажется, что западных империалистов сейчас даже больше, чем раньше, беспокоит продолжающаяся война в Украине, поскольку это может привести к дестабилизации России со всеми возможными последствиями для краха режима. Они задаются вопросом — не без оснований с их классовой точки зрения — что выиграли бы США и ЕС, если бы Путина сменил Пригожин, Стрелков или подобная фигура?

Поэтому мы думаем, что события 24 июня могут привести к ускорению уже существующих тенденций в подходе западных держав к войне, тенденции, на которую мы указывали в другом месте. [5] Они хотят, чтобы Украина предприняла последнее контрнаступление, в результате чего российская армия ослабла бы, чтобы Путин согласился на переговоры и пошел на существенные уступки.

Однако нам кажется, что Вашингтон и Брюссель скорее будут искать «решение» за столом переговоров, которое не приведет к падению режима. Следовательно, они не хотели бы, чтобы Россию заставляли идти на «слишком много уступок». Для Вашингтона и Брюсселя гораздо более важным приоритетом является сохранение относительно стабильного режима в России (с Путиным или его преемником во главе), чем освобождение Украины.

 

Социалистические перспективы

 

Интересы социалистов противоречат интересам империалистов, как западных, так и русских. В то время как Кремль хочет расширить глобальные позиции России как империалистической державы, мы хотим ее разрушить. Пока Путин и Пригожин хотят подчинить себе Украину, мы хотим видеть ее независимым государством. В то время как западные державы обеспокоены нестабильностью и гражданской войной в регионах бывшего СССР, мы приветствуем такое развитие событий, поскольку слабость правящего класса всегда увеличивает шансы рабочего класса и угнетенных наций на продвижение своей освободительной борьбы.

Такой подход определяет тактику RCIT. Поэтому мы выступали против Путина и Пригожина во время событий 24 июня, как мы объяснили в совместном заявлении с нашими русскими товарищами, опубликованном утром того дня. Попытку переворота мы охарактеризовали как «реакционный мятеж против реакционного режима» и как «воровскую ссору». [6]

В российско-украинской войне мы поддерживаем справедливую войну Украины в целях национальной обороны против путинского вторжения. В то же время мы противостоим обоим империалистическим лагерям – НАТО и России. Мы говорим: За народную войну, чтобы защитить Украину от путинского вторжения! Никакого подчинения Украины НАТО и ЕС! Против русского и против натовского империализма! [7]

Социалистам необходимо четко понимать, что начавшийся в России новый период — предсмертная агония путинского режима — будет иметь огромные последствия не только для освободительной борьбы в самой стране, но и для российско-украинской войны и мировой политической ситуации.

Sobre as consequências da tentativa de golpe para o imperialismo americano e europeu e a Guerra da Ucrânia

A tentativa de golpe de Estado do chefe da Wagner, Yevgeny Prigozhin, em 24 de junho, foi um evento histórico, pois teve grandes consequências nacionais e globais. Provavelmente marca o início do fim do regime de Putin. E como está afetando a estabilidade da superestrutura política do imperialismo russo, também influenciará a guerra do Kremlin contra a Ucrânia, bem como suas relações com as potências ocidentais. Neste momento, vamos nos concentrar na última dessas questões.

Se observarmos as reações dos governos dos Estados Unidos e da Europa Ocidental aos acontecimentos impressionantes do último sábado, podemos ficar perplexos com uma contradição peculiar. Por um lado, quase todos os governos foram econômicos com as palavras e limitaram seus comentários a algumas frases. Basicamente, todos eles disseram apenas: "Esse é um assunto interno da Rússia."

Um observador superficial poderia pensar que isso refletia a falta de interesse dos governos ocidentais na tentativa de golpe de Prigozhin. De fato, nada poderia estar mais longe da verdade. Em quase todas as capitais da América do Norte e da Europa - incluindo o estado chamado Áustria -, os governos, respectivamente seus principais órgãos militares ou de política externa, realizaram reuniões de emergência.

Não é difícil discernir a razão para essa enorme lacuna entre o comentário oficial dos governos sobre os eventos de 24 de junho e seu estado real de alarme. Obviamente, eles estão profundamente preocupados com a possibilidade de um vácuo de poder na Rússia ou até mesmo uma guerra civil e o colapso do Estado. Isso é ainda mais verdadeiro pelo fato de a Rússia ter - além dos EUA - o maior arsenal nuclear do mundo.

Ao mesmo tempo, os governos ocidentais queriam esperar até que a névoa se dissipasse para que ficasse claro quem é o mestre do Kremlin. Em outras palavras, eles não queriam alienar um possível sucessor de Putin.

 

Os estrategistas imperialistas ocidentais alertam

 

Sir Mark Lyall, ex-embaixador britânico na ONU, revelou essa abordagem em uma entrevista à Sky News em 25 de junho. "O que o Ocidente não quer é o caos completo e um colapso da lei e da ordem ou uma guerra civil na Rússia, porque isso tem todos os tipos de consequências potenciais e prejudiciais, já que o país ainda é o maior detentor de armas nucleares do mundo." [1]

Não é difícil imaginar o estado de medo nas capitais ocidentais em relação a um presidente Prigozhin - um Trump russo com cérebro - com a mão no botão vermelho!

Entretanto, os imperialistas americanos e europeus não estão preocupados apenas com o fato de que as ogivas nucleares possam cair em mãos erradas. Embora exista uma tendência bastante pequena de imperialistas agressivos hardcore entre a classe dominante dos EUA e da Europa que deseja ver a Rússia entrar em colapso e se dividir em vários estados menores, a maioria esmagadora dos que têm poder e cérebro não deseja isso.

Por quê? Porque eles estão cientes de que o Kremlin mantém um grande império unido com uma barra de ferro e, além disso, garante relativa estabilidade no Cáucaso e - juntamente com a China - na Ásia Central. Em outras palavras, o colapso do regime de Putin poderia provocar guerras civis e insurreições nacionais não apenas na Rússia, mas também na Europa Oriental, no Cáucaso e na Ásia Central.

Há algumas semanas, apontamos para essa abordagem dos principais círculos do imperialismo ocidental. [2] Citamos uma entrevista recente com Henry Kissinger - um "velho sábio" do imperialismo dos EUA - na qual ele disse: "Reintroduzir a Rússia na Europa [é importante]. Se a Rússia não estiver na Ásia Central como uma grande potência em operação, ela se abrirá para uma guerra civil do tipo síria; todos esses muitos conflitos que agora são em parte contidos porque são inconvenientes para a Rússia estariam então abertos, até certo ponto, para a Turquia, para o Irã, certamente para a China, com grande ambivalência por parte da Índia em relação a tudo isso." [3]

Portanto, apesar de sua rivalidade e do desejo incontestável de Washington e Bruxelas de enfraquecer o Kremlin, eles também compartilham um interesse comum em subjugar os povos do chamado Sul Global, ou seja, os países semicoloniais capitalistas que são superexplorados e oprimidos pelos monopólios imperialistas. [4]

Por todos esses motivos, as potências ocidentais temem um colapso de seu rival russo - elas querem minar, mas não destruir o Kremlin (pelo menos por enquanto).

 

Consequências para a abordagem ocidental da Guerra da Ucrânia

 

Quais serão as consequências do golpe de Prigozhin para a abordagem ocidental da Guerra da Ucrânia? Certamente, por um lado, Washington e Bruxelas (corretamente) consideram o regime de Putin agora muito mais fraco do que antes. Eles poderiam se sentir encorajados a dobrar seu apoio militar à Ucrânia para dar um impulso final mais forte contra as linhas de defesa do exército russo em Zaporizhia e Donbass.

Por outro lado, parece-nos que os imperialistas ocidentais se preocupam agora ainda mais do que antes com uma guerra contínua na Ucrânia, porque isso poderia resultar na desestabilização da Rússia com todas as possíveis consequências para o colapso do regime. Eles se perguntam - não sem razão, do ponto de vista de sua classe - o que os EUA e a UE ganhariam se Putin fosse substituído por Prigozhin, Strelkov ou uma figura semelhante?

Portanto, acreditamos que os acontecimentos de 24 de junho podem resultar na aceleração das tendências já existentes na abordagem das potências ocidentais em relação à guerra - uma tendência que já apontamos em outro lugar. [5] Elas querem ver a Ucrânia fazendo uma contraofensiva final que deixe o exército russo enfraquecido para que Putin concorde com as negociações e faça concessões substanciais.

Entretanto, parece-nos que Washington e Bruxelas preferirão encontrar uma "solução" na mesa de negociações que não resulte na queda do regime. Portanto, eles não gostariam que a Rússia fosse forçada a fazer "muitas concessões". Para Washington e Bruxelas, é uma prioridade muito mais importante manter um regime relativamente estável na Rússia (com Putin ou um sucessor no topo) do que liberar a Ucrânia.

 

Perspectivas socialistas

 

Os interesses dos socialistas são contrários aos dos imperialistas, tanto ocidentais quanto russos. Enquanto o Kremlin quer expandir a posição global da Rússia como potência imperialista, nós queremos destruí-la. Enquanto Putin e Prigozhin querem subjugar a Ucrânia, nós queremos vê-la como uma nação independente. Enquanto as potências ocidentais se preocupam com a instabilidade e a guerra civil nas regiões da ex-URSS, nós saudamos esses acontecimentos, pois a fraqueza da classe dominante sempre aumenta as chances de a classe trabalhadora e as nações oprimidas avançarem em suas lutas de libertação.

Essa abordagem informa as táticas da CCRI/RCIT. Portanto, nós nos opusemos tanto a Putin quanto a Prigozhin durante os eventos de 24 de junho, conforme explicamos em uma declaração conjunta com nossos companheiros russos, publicada na manhã daquele dia. Caracterizamos a tentativa de golpe como uma "rebelião reacionária contra um regime reacionário" e como uma "briga entre ladrões." [6]

 

Na Guerra da Ucrânia, apoiamos a guerra justa de defesa nacional da Ucrânia contra a invasão de Putin. Ao mesmo tempo, nos opomos a ambos os campos imperialistas - a OTAN e a Rússia. Os socialistas precisam ter clareza de que o novo período que se abriu na Rússia - a agonia da morte do regime de Putin - terá consequências enormes não apenas para a luta de libertação no próprio país, mas também para a Guerra da Ucrânia e a situação política mundial.

6월 24일 바그너 그룹 회장 프리고진의 쿠데타 기도는 러시아 자체로나 전 세계적으로나 중대한 결과를 초래했다는 점에서 역사적인 사건이다. 아마도 푸틴 체제의 ‘종말의 시작’을 획하는 사건이 될 것 같다. 그리고 이 사건이 러시아 제국주의의 정치적 상부구조의 안정성에 타격을 미쳤다는 점에서 푸틴 정권의 대(對)우크라이나 전쟁 및 서방 열강과의 관계에도 영향을 미칠 것이다. 이 글에서는 이 문제들 중 후자, 즉 프리고진 쿠데타 기도가 푸틴 정권의 대 서방 열강과의 관계에 어떠한 영향을 미치는가에 초점을 맞출 것이다.

토요일의 이 아연 긴장할 사건에 대한 미국 및 서유럽 정부들의 반응을 보고는, 기이한 모순에 ‘이건 뭐지?’ 라며 많은 이들이 어리둥절했던 것 같다. 한편으로는, 서방 정부들 거의 모두가 하나 같이 말을 아끼고 몇 마디 말로 논평을 제한했다. 그냥, "러시아 내부 문제다"가 골자고 다다.

피상적인 관찰자는 이것이 서방 정부들의 프리고진의 쿠데타에 대한 이해관계 없음 내지 관심 결여를 반영하는 것으로 생각할 수도 있을 것이다. 그러나 이것만큼 진실과는 거리가 먼 것도 없다. 서방 정부들 거의 모두가, 그리고 군부 및 외교안보 기관들 거의 모두가 긴급회의를 열었다.

이 6월 24일 사건에 대한 공식 논평과는 딴판으로 서방 정부들이 실제로는 비상경보 상태에 들어간 그와 같은 모순된 모습은, 실은 그 이유가 아주 단순하다. 러시아의 권력 공백 가능성과 나아가 내전과 국가 붕괴 가능성에 대해 불안 근심스러워서다. 러시아가 (미국 빼면) 세계 최대 핵무기를 보유하고 있어서 더더욱 그렇다.

다른 한편으로, 서방 정부들은 안개가 걷혀 누가 크렘린궁의 주인인지 분명해질 때까지 기다리고자 했다. 다시 말해서, 그들은 푸틴의 혹시 모를 승계자를 소외시키고 싶지 않았다.

 

서방 제국주의 모사들이 경고를 발하다

전 유엔 주재 영국 대사 마크 라이올이 6월 25일 스카이 뉴스와의 인터뷰에서 바로 그와 같은 태도를 드러냈다. "서방은 러시아가 여전히 세계 최대 핵무기 보유국임을 감안할 때 러시아의 총체적 혼란과 법·질서 붕괴나 내전을 원치 않습니다. 잠재적으로 온갖 종류의 해로운 결과를 가져올 것이기 때문입니다."[1]

빨간 버튼에 손을 얹고 있는 러시아의 트럼프, 프리고진 대통령에 대한 서방 정부들의 공포 상태를 상상하는 것은 어렵지 않다!

그러나 미국·유럽 제국주의자들은 단지 핵탄두가 ‘잘못된 손에 들어갈’ 위험성만을 걱정하는 것이 아니다. 미국·유럽 지배계급 가운데는 러시아가 붕괴되어 여러 작은 국가들로 쪼개지길 원하는 강경파 공격적 제국주의자들의 작은 흐름이 존재하지만, 권력과 두뇌를 가진 압도적 다수파는 그렇게 되는 것을 원하지 않는다.

왜 원치 않는가? 서방 제국주의자들 다수파는 푸틴 정권이 대규모 제국을 보유하면서 동시에 이 제국을 엄하게 다스릴 철 채찍도 함께 가지고 있고, 게다가 카프카스와 중앙아시아에서 상대적인 안정을 푸틴 정권이 보장하고 있다는 것도 알고 있기 때문이다. 즉, 푸틴 체제의 붕괴는 러시아뿐 아니라 동유럽과 카프카스, 중앙아시아에서도 내전과 민족 반란을 촉발할 수 있다는 것이다.

몇 주 전, 우리는 서방 제국주의 주도층의 그러한 접근방식을 지적한 바 있다.[2] 우리는 미 제국주의 원로 모사 키신저가 최근 인터뷰에서 다음과 같이 말한 것을 인용했었다. "러시아를 유럽에 다시 끌어들이는 것이 중요합니다. 만약 러시아가 강대국으로서 중앙아시아에서 군림하고 있지 않다면, 중앙아시아는 시리아 형 내전에 문이 활짝 열릴 것입니다. 이들 많은 갈등들이 지금은 러시아 입장에서 마땅치 않기 때문에 부분적으로 억제되고 있지만 곧 일정 정도 튀르키예, 이란한테, 그리고 확실하게는 중국한테 번질 것입니다. 그리고 인도 측에는 이 모든 것이 큰 양면성을 가질 것입니다."[3]

이와 같이, 미국·EU가 러시아와 패권경쟁과 세력권 쟁탈전을 벌이며 러시아를 약화시키려고 혈안이지만, 그럼에도 그들 또한 이른바 글로벌 사우스 (남반구) ㅡ 즉 제국주의 독점체들에 의해 초과착취 당하고 억압받는 자본주의 반식민지 나라들 ㅡ 인민들을 예속시키는 데 러시아와 이해관계를 공유하고 있는 것이다.[4]

이 모든 이유로 서방 열강들은 경쟁자 러시아의 붕괴를 두려워한다. 그들은 러시아를 약화시키길 원하지만, 파괴하기를 (적어도 현재로는) 원치는 않는다.

 

프리고진 쿠데타: 서방의 우크라이나 전쟁 접근태도에는 어떠한 결과를 미치나

프리고진 쿠데타가 우크라이나 전쟁에 대한 서방의 접근태도에 미치는 결과는 무엇일까? 한편으로, 미국과 EU가 푸틴 정권을 이전보다 훨씬 더 약화된 것으로 보고 있는 것은 확실하다. 그들은 자포리자와 돈바스의 러시아 군 방어선에 대해 더 강한 최종 타격을 감행하기 위해 우크라이나에 대한 군사 지원을 두 배로 늘려야 되겠다는 자신감에 사로잡힐 수 있다.

다른 한편으로는, 서방 제국주의자들이 진행 중인 우크라이나 전쟁에 대해 이전보다 지금 훨씬 더 걱정 불안해하는 것으로 보인다. 우크라이나 전쟁이 러시아의 불안정화를 초래할 수 있고, 여기에는 그 결과로 정권의 붕괴를 야기할 요인들이 동반될 수 있기 때문이다. 그들은 ㅡ그들의 계급적 관점에서 볼 때 그럴 만하게도 ㅡ 다음과 같이 자문한다. 푸틴이 프리고진이나 스트렐코프 또는 그 비슷한 인물로 교체된다면, 우리가 건질 노획물은 무엇일까?

따라서 6.24 사태는 서방 열강의 우크라 전쟁 접근태도에서 이미 존재해온 경향의 가속화를 초래할 수 있다고 생각한다.[5] 즉 서방 열강은 푸틴이 협상에 동의하고 상당한 양보를 하도록 우크라이나가 러시아 군대를 약화시켜놓는 최종 반격을 하는 것을 보고 싶어 한다.

그러나 그 보다는, 미국과 EU는 협상 테이블에서 푸틴 정권의 몰락을 초래하지 않을 "해법"을 찾는 데 유의할 것이다. 따라서 그들은 러시아가 "너무 많은 양보"를 하지 않을 수 없게 되는 상태를 원하지 않을 것이다. 미국과 EU에게는, 우크라이나 해방보다 러시아에서 상대적으로 안정적인 체제 (푸틴 또는 승계자를 정점으로 한)가 유지되게 하는 것이 훨씬 더 중요한 우선순위다.

 

혁명적 프롤레타리아 관점

혁명적 노동자계급의 이익은 제국주의자들 ㅡ 서방과 러시아 모두 ㅡ 의 이익과 상반된다. 푸틴 정권은 제국주의 열강으로서 러시아의 글로벌 입지를 확대하길 원하지만, 혁명적 노동자계급은 그것을 파괴하길 원한다. 푸틴과 프리고진은 우크라이나를 예속시키길 원하지만, 혁명적 노동자계급은 독립국 우크라이나를 보기를 원한다. 서방 열강들이 구소련 지역들에서의 불안정과 내전에 대해 우려하고 있지만, 혁명적 프롤레타리아트는 그러한 사태발전을 환영한다. 언제나 지배계급의 약화는 노동자계급과 피억압 민족들이 해방투쟁을 밀어갈 기회를 증진시키기 때문이다.

RCIT의 전술도 이러한 관점에 기초해 있다. 그래서 6.24 사건에서 우리는 푸틴과 프리고진 모두에 반대했다. 그날 아침 발표한 성명에서 밝혔듯이 말이다. 우리는 쿠데타 기도를 "반동적 정권에 대한 반동적 반란"으로, 그리고 "도적들 간의 싸움"으로 성격규정 했다.[6]

우크라이나 전쟁에서 우리는 푸틴의 침략에 대항하여 우크라이나의 민족방위 정의전을 지지한다. 동시에, 우리는 양 제국주의 진영 모두에, 러시아 제국주의와 나토 제국주의 모두에 반대한다. 다시 천명한다. “푸틴의 침략에 맞서 우크라이나 방어를 위한 인민전쟁으로 나아가자! 우크라이나의 나토·EU 종속 반대! 러시아 제국주의와 서방 제국주의 모두에 맞서자!”[7]

러시아에서 뚜껑이 열린 새로운 시기 ㅡ 푸틴 정권의 사멸의 진통 ㅡ 는 러시아에서의 해방투쟁에 뿐만 아니라 우크라이나 전쟁과 세계 정치정세에도 거대한 결과를 초래할 것이다. 사회주의자들은 이 점을 명확히 할 필요가 있다.

Sur les conséquences de la tentative de coup d'État pour l'impérialisme américain et européen et la guerre en Ukraine

La tentative de coup d'État du chef de Wagner, Evgeniy Prigozhin, le 24 juin, a été un événement historique, car elle a eu des conséquences nationales et mondiales majeures. Elle marque probablement le début de la fin du régime de Poutine. Et comme il affecte la stabilité de la superstructure politique de l'impérialisme russe, il influencera également la guerre du Kremlin contre l'Ukraine ainsi que ses relations avec les puissances occidentales. À ce stade, nous nous concentrerons sur la dernière de ces questions.

Si l'on examine les réactions des gouvernements des États-Unis et de l'Europe occidentale aux événements stupéfiants de samedi dernier, on peut être déconcerté par une contradiction singulière. D'une part, presque tous les gouvernements ont été économes de leurs mots et ont limité leurs commentaires à quelques phrases. En gros, ils se sont tous contentés de dire : "C'est une affaire interne à la Russie".

Un observateur superficiel pourrait penser que cela reflète le manque d'intérêt des gouvernements occidentaux pour la tentative de coup d'État de Prigozhin. En fait, rien n'est plus faux. Dans presque toutes les capitales d'Amérique du Nord et d'Europe - y compris dans l'État appelé Autriche - les gouvernements, respectivement leurs principaux organes militaires ou de politique étrangère, ont tenu des réunions d'urgence.

Il n'est pas difficile de discerner la raison de cet énorme écart entre le commentaire officiel des gouvernements sur les événements du 24 juin et leur état d'alarme réel. Il est évident qu'ils sont profondément préoccupés par la possibilité d'une vacance du pouvoir en Russie, voire d'une guerre civile et de l'effondrement de l'État. Ceci est d'autant plus vrai que la Russie possède - après les Etats-Unis - le plus grand arsenal nucléaire du monde.

Dans le même temps, les gouvernements occidentaux ont voulu attendre que le brouillard se dissipe avant de savoir qui est le cerveau du Kremlin. En d'autres termes, ils ne voulaient pas s'aliéner un éventuel successeur de Poutine.

 

Les stratèges impérialistes occidentaux mettent en garde

 

Sir Mark Lyall, ancien ambassadeur britannique auprès des Nations unies, a révélé cette approche lors d'une interview accordée à Sky News le 25 juin. "Ce que l'Occident ne veut pas, c'est un chaos complet, un effondrement de l'ordre public ou une guerre civile en Russie, car cela pourrait avoir toutes sortes de conséquences néfastes, étant donné que le pays est toujours le plus grand détenteur d'armes nucléaires au monde. [1]

Il n'est pas difficile d'imaginer l'état de peur dans les capitales occidentales face à un président Prigozhin - un Trump russe avec un cerveau - qui aurait la main sur le bouton rouge !

Toutefois, les impérialistes américains et européens ne sont pas seulement préoccupés par le fait que des ogives nucléaires pourraient tomber entre de mauvaises mains. S'il existe, au sein de la classe dirigeante américaine et européenne, un petit groupe d'impérialistes agressifs et purs et durs qui souhaitent voir la Russie s'effondrer et se diviser en plusieurs petits États, l'écrasante majorité de ceux qui détiennent le pouvoir et les cerveaux ne le souhaitent pas.

Pourquoi ? Parce qu'ils sont conscients que le Kremlin tient un vaste empire d'une main de fer et qu'il garantit en outre une stabilité relative dans le Caucase et - avec la Chine - en Asie centrale. En d'autres termes, l'effondrement du régime de Poutine pourrait provoquer des guerres civiles et des insurrections nationales non seulement en Russie, mais aussi en Europe de l'Est, dans le Caucase et en Asie centrale.

Il y a quelques semaines, nous avons souligné cette approche des principaux cercles de l'impérialisme occidental. [2] [Nous avons cité une interview récente d'Henry Kissinger - un "vieux sage" de l'impérialisme américain - dans laquelle il déclarait : "Réintroduire la Russie en Europe [est important]. Si la Russie n'est pas en Asie centrale en tant que puissance majeure en activité, elle s'exposera à une guerre civile de type syrien ; tous ces nombreux conflits qui sont aujourd'hui partiellement contenus parce qu'ils sont gênants pour la Russie seraient alors ouverts dans une certaine mesure à la Turquie, à l'Iran, certainement à la Chine, avec une grande ambivalence de la part de l'Inde à l'égard de tout cela." [3]

Par conséquent, malgré leur rivalité et le désir incontestable de Washington et de Bruxelles d'affaiblir le Kremlin, ils partagent également un intérêt commun à soumettre les peuples de ce que l'on appelle le Sud global, c'est-à-dire les pays semi-coloniaux capitalistes qui sont surexploités et opprimés par les monopoles impérialistes. [4]

Pour toutes ces raisons, les puissances occidentales craignent un effondrement de leur rival russe - elles veulent miner mais non détruire le Kremlin (du moins pour l'instant).

 

Conséquences pour l'approche occidentale de la guerre en Ukraine

 

Quelles seront les conséquences du coup d'État de Prigozhin pour l'approche occidentale de la guerre en Ukraine ? D'une part, Washington et Bruxelles considèrent (à juste titre) que le régime de Poutine est désormais beaucoup plus faible qu'auparavant. Ils pourraient se sentir encouragés à doubler leur soutien militaire à l'Ukraine afin d'effectuer une dernière poussée plus forte contre les lignes de défense de l'armée russe à Zaporizhia et dans le Donbass.

D'autre part, il nous semble que les impérialistes occidentaux sont aujourd'hui encore plus préoccupés qu'auparavant par la poursuite de la guerre en Ukraine, car elle pourrait entraîner la déstabilisation de la Russie avec toutes les conséquences possibles pour l'effondrement du régime. Ils se demandent - non sans raison, de leur point de vue de classe - ce que les États-Unis et l'UE gagneraient si Poutine était remplacé par Prigozhin, Strelkov ou un personnage similaire.

Par conséquent, nous pensons que les événements du 24 juin peuvent entraîner une accélération des tendances déjà existantes dans l'approche de la guerre par les puissances occidentales - une tendance que nous avons déjà soulignée ailleurs. [5] Elles souhaitent que l'Ukraine mène une ultime contre-offensive qui affaiblisse l'armée russe afin que Poutine accepte de négocier et de faire des concessions substantielles.

Cependant, il nous semble que Washington et Bruxelles préfèreront trouver à la table des négociations une "solution" qui n'aboutisse pas à la chute du régime. Ils ne souhaitent donc pas que la Russie soit contrainte de faire "beaucoup de concessions". Pour Washington et Bruxelles, le maintien d'un régime relativement stable en Russie (avec Poutine ou un successeur au sommet) est une priorité bien plus importante que la libération de l'Ukraine.

 

Perspectives socialistes

 

Les intérêts des socialistes sont contraires à ceux des impérialistes, tant occidentaux que russes. Alors que le Kremlin veut étendre la position mondiale de la Russie en tant que puissance impérialiste, nous voulons la détruire. Alors que Poutine et Prigozhin veulent soumettre l'Ukraine, nous voulons la voir devenir une nation indépendante. Alors que les puissances occidentales s'inquiètent de l'instabilité et de la guerre civile dans les régions de l'ex-URSS, nous nous réjouissons de ces développements, car la faiblesse de la classe dirigeante augmente toujours les chances de la classe ouvrière et des nations opprimées de faire avancer leurs luttes de libération.

Cette approche informe les tactiques du CCRI/RCIT. Par conséquent, nous nous sommes opposés à la fois à Poutine et à Prigozhin lors des événements du 24 juin, comme nous l'avons expliqué dans une déclaration commune avec nos camarades russes, publiée le matin de ce jour. Nous avons qualifié la tentative de coup d'État de "rébellion réactionnaire contre un régime réactionnaire" et de "lutte entre voleurs." [6]

Dans la guerre d'Ukraine, nous soutenons la juste guerre de défense nationale de l'Ukraine contre l'invasion de Poutine. En même temps, nous nous opposons aux deux camps impérialistes - l'OTAN et la Russie. Nous disons : Pour une guerre populaire pour défendre l'Ukraine contre l'invasion de Poutine ! Non à la subordination de l'Ukraine à l'OTAN et à l'UE ! Contre l'impérialisme russe et contre l'impérialisme de l'OTAN ! [7]

Les socialistes doivent bien comprendre que la nouvelle période qui s'est ouverte en Russie - l'agonie du régime de Poutine - aura d'énormes conséquences non seulement pour la lutte de libération dans le pays lui-même, mais aussi pour la guerre d'Ukraine et la situation politique mondiale.

An addendum to our analysis based on a new report of the “Financial Times” about discussions among G7 powers

A few days ago, we published an article in which we discussed the consequences of the attempted coup on 24 June by Wagner Boss Yevgeny Prigozhin for the approach of Western powers to Russia and to the Ukraine War. ^[1]

We stated that American and European imperialists “are obviously deeply worried about the possibility of a power vacuum in Russia or even a civil war and collapse of the state. This is all the more the case as Russia has – apart from the U.S. – the largest nuclear arsenal in the world.”

We concluded: “For all these reasons, Western powers fear a collapse of their Russian rival – they want to undermine but not to destroy the Kremlin (at least for now).”

Furthermore, we explained: “it seems to us that the Western imperialists worry now even more than before about an ongoing war in the Ukraine because this could result in the destabilization of Russia with all the possible consequences for a collapse of the regime. They ask themselves – not without reason from their class point of view – what would the U.S. and the EU win if Putin is replaced by Prigozhin, Strelkov or a similar figure? Hence, we think that the developments of 24 June could result in the acceleration of already existing tendencies in the approach of Western powers to the war. (…) They want to see the Ukraine making a final counteroffensive which leaves the Russian army weakened so that Putin agrees to negotiations and to make substantial concessions. However, it seems to us that Washington and Brussels will rather look to find a “solution” on the negotiation table which will not result in the downfall of the regime. Hence, they would not want Russia being forced to make “too many concessions”. For Washington and Brussels, it is a much more important priority to keep a relative stable regime in Russia (with Putin or a successor at the top) than to liberate the Ukraine.”

 

“It is not in Europe’s interest to destabilise Russia”

 

After our article was written, the Financial Times – a prestigious newspaper of the Anglo-Saxon monopoly bourgeoisie – published an article which strongly confirms our assessment and reveals internal differences between NATO states. [2] It reports about the hectic discussions between Western leaders.

“Western nations have explored contingencies in the aftermath of Yevgeny Prigozhin’s attempted insurrection in Russia, including the threat to nuclear stockpiles from an unstable regime in Moscow. Talks led by G7 members have included how a weakening of Vladimir Putin’s control over security and military forces could affect the state’s stability, people briefed on the discussions told the Financial Times. Diplomats said alarm over possible negative outcomes from the rebellion against Putin’s regime laid bare the lack of consensus in the west on the ultimate goal of backing Ukraine’s fight against Russian aggression. “[The weekend’s events] made clear that we are not in agreement on the outcomes of what will happen if Ukraine wins this war and what that will do to Russia,” a western official said, on condition of anonymity. Some western nations, including G7 members, discussed the need for Ukraine not to take advantage of the current situation by, for example, launching attacks on Russian territory with the aim of increasing instability.”

The report continues: “Discussions between G7 officials over the weekend included the potential prospect of Wagner obtaining control of nuclear weapons, according to people briefed on the talks. “[Will] military failure destroy Russian political power or will the prior destruction of [Russia’s] political system lead to military disaster?” posed one senior western diplomat who said western countries needed contingency plans. (…) At a Monday meeting of EU foreign ministers in Luxembourg, some stated that it is not in Europe’s interest to destabilise Russia, according to people briefed on the conversations. “We are not in the business of regime change,” said one of those people. “The message to those getting carried away is that nobody wins from civil war in Russia,” said one EU diplomat briefed on the discussions between ministers. (…) While allies agree that they want Ukraine to win the war, there is no clear position on what that victory would look like and how it could affect Russia, although it is widely accepted that a catastrophic defeat of the Russian army would shatter Putin’s regime. “You could have someone more radical than Putin in Moscow; some might draw the conclusion that it could be quite worrying,” said a senior EU official. “What do we do if we have Prigozhin leading in Moscow, if it is a possible scenario or not?””

The Financial Times also reports that, given the Prigozhin coup, the Biden Administration could become more reluctant in their military support for the Ukraine. “In Congress, some proponents of sending more effective weapons systems to Ukraine, such as long-range ATACMS artillery, said they thought the Wagner insurrection could hinder the effort to convince the Biden administration, which is wary of destabilising Russia. Chris Murphy, a Democratic senator on the Senate foreign relations committee, told the FT there was no interest “in a Russian civil war”. He said: “You do not want political or military chaos inside a country that has a massive nuclear arsenal.””

 

Concluding words

 

Surely, this is an ongoing discussion among the leaders of Western imperialist powers. Some will argue for a more aggressive line against their Russian rival, other for some form of compromise. But there might be a certain shift underway in the approach of Western imperialism. Since it is not in their “interest to destabilise Russia”, they seem to be primarily focused on avoiding a collapse of the Russian state or a civil war in this country.

Surely, American and European imperialism want to see their rival weakened. But they still desire a stable regime in order to avoid a nuclear war or a wave of popular uprisings and civil wars in a region which encompasses a significant part of the Eurasian continent.

Contrary to bombastic claims about “international law”, “human rights” and “as long as it takes”, their military support for the Ukraine is a subordinated function to these considerations of Western powers.

All this reinforces the warning of the RCIT and other authentic socialists that the national liberation struggle of the Ukrainian people against Putin’s invasion must not become subordinated to the command of NATO. Only a Ukraine which is independent of Western imperialism, can avoid becoming a figure on the chessboard of Washington and Brussels!

Hence, we reiterate our slogan: For a Popular War to defend the Ukraine against Putin’s invasion! No subordination of Ukraine to NATO and EU! Against Russian and against NATO imperialism! ^[3]

In Russia, it is crucial for socialists to explain the working class that the main enemy is at home and that the Ukraine’s just war of national defence should be supported. In conflicts within the ruling class – like the attempted coup by Prigozhin – socialists must not support any of these reactionary forces. [4]

Мы заявили, что американские и европейские империалисты “очевидно, глубоко обеспокоены возможностью вакуума власти в России или даже гражданской войны и краха государства. Это тем более актуально, что Россия обладает – помимо США – крупнейшим ядерным арсеналом в мире.”

Мы пришли к выводу: “По всем этим причинам западные державы опасаются краха своего российского соперника – они хотят ослабить, но не уничтожить Кремль (по крайней мере, на данный момент).”

Кроме того, мы объяснили: “нам кажется, что западные империалисты сейчас еще больше, чем раньше, обеспокоены продолжающейся войной в Украине, потому что это может привести к дестабилизации России со всеми возможными последствиями для падения режима. Они спрашивают себя – не без оснований со своей классовой точки зрения – что выиграют США и ЕС, если Путина заменят Пригожиным, Стрелковым или подобной фигурой? Следовательно, мы считаем, что события 24 июня могут привести к ускорению уже существующих тенденций в подходе западных держав к войне. (...) Они хотят, чтобы Украина предприняла окончательное контрнаступление, которое ослабит российскую армию, чтобы Путин согласился на переговоры и пошел на существенные уступки. Однако нам кажется, что Вашингтон и Брюссель скорее будут стремиться найти “решение” за столом переговоров, которое не приведет к падению режима. Следовательно, они не хотели бы, чтобы Россию заставляли идти на “слишком много уступок”. Для Вашингтона и Брюсселя гораздо более важным приоритетом является сохранение относительно стабильного режима в России (с Путиным или его преемником наверху), чем освобождение Украины.”

 

“Не в интересах Европы дестабилизировать Россию”

 

После написания нашей статьи газета Financial Times – престижная газета англосаксонской монополистической буржуазии - опубликовала статью, которая убедительно подтверждает нашу оценку и раскрывает внутренние различия между государствами НАТО. [2] В нем сообщается о бурных дискуссиях между западными лидерами.

“Западные страны изучили непредвиденные обстоятельства после попытки мятежа Евгения Пригожина в России, включая угрозу ядерным оружием со стороны нестабильного режима в Москве. Переговоры, проводимые членами G7, включали в себя то, как ослабление контроля Владимира Путина над безопасностью и вооруженными силами может повлиять на стабильность государства, сообщили Financial Times люди, проинформированные о ходе дискуссий. Дипломаты заявили, что тревога по поводу возможных негативных последствий восстания против режима Путина обнажила отсутствие консенсуса на Западе относительно конечной цели поддержки борьбы Украины против российской агрессии. "[События выходных] ясно показали, что мы не согласны с результатами того, что произойдет, если Украина выиграет эту войну, и что это сделает с Россией”, - сказал западный чиновник на условиях анонимности. (...) На встрече министров иностранных дел ЕС в понедельник в Люксембурге некоторые заявили, что дестабилизация России не в интересах Европы, согласно людям, проинформированным о разговорах. “Мы не занимаемся сменой режима”, - сказал один из этих людей. “Послание тем, кто увлекся, заключается в том, что от гражданской войны в России никто не выигрывает”, - сказал один дипломат ЕС, проинформированный о дискуссиях между министрами. (...) Хотя союзники согласны с тем, что они хотят, чтобы Украина выиграла войну, нет четкой позиции относительно того, как будет выглядеть эта победа и как она может повлиять на Россию, хотя широко признано, что катастрофическое поражение российской армия разрушила бы режим Путина. “В Москве мог бы быть кто-то более радикальный, чем Путин; некоторые могли бы сделать вывод, что это может вызвать серьезную тревогу”, - сказал высокопоставленный чиновник ЕС. “Что мы будем делать, если Пригожин возглавит Москву, возможный это сценарий или нет?””

Financial Times также сообщает, что, учитывая переворот Пригожина, администрация Байдена может стать более неохотной в своей военной поддержке Украины. "В Конгрессе некоторые сторонники отправки в Украину более эффективных систем вооружения, таких как артиллерия дальнего действия ATACMS, заявили, что, по их мнению, восстание Вагнера может помешать усилиям убедить администрацию Байдена, которая опасается дестабилизации России. Крис Мерфи, сенатор-демократ из сенатского комитета по международным отношениям, заявил FT, что не заинтересован “в гражданской войне в России”. Он сказал: “Вы не хотите политического или военного хаоса внутри страны, обладающей огромным ядерным арсеналом”.”

 

Заключительные слова

 

Несомненно, это постоянная дискуссия среди лидеров западных империалистических держав. Некоторые будут выступать за более агрессивную линию в отношении своего российского соперника, другие - за какую-то форму компромисса. Но, возможно, происходит определенный сдвиг в подходе западного империализма. Поскольку не в их “интересах дестабилизировать Россию”, они, похоже, в первую очередь сосредоточены на том, чтобы избежать распада российского государства или гражданской войны в этой стране.

Несомненно, американский и европейский империализм хотят видеть своего соперника ослабленным. Но они по-прежнему желают стабильного режима, чтобы избежать ядерной войны или волны народных восстаний и гражданских войн в регионе, который охватывает значительную часть евразийского континента.

Вопреки напыщенным заявлениям о “международном праве”, “правах человека” и “столько, сколько потребуется”, их военная поддержка Украины является подчиненной функцией по отношению к этим соображениям западных держав.

Все это усиливает предупреждение RCIT и других подлинных социалистов о том, что национально-освободительная борьба украинского народа против вторжения Путина не должна быть подчинена командованию НАТО. Только Украина, которая независима от западного империализма, может избежать превращения в фигуру на шахматной доске Вашингтона и Брюсселя!

Следовательно, мы подтверждаем наш лозунг: за народную войну для защиты Украины от вторжения Путина! Никакого подчинения Украины НАТО и ЕС! Против российского и натовского империализма! [3]

В России социалистам крайне важно объяснить рабочему классу, что главный враг находится дома и что справедливую войну за национальную оборону Украины следует поддержать. В конфликтах внутри правящего класса – подобных попытке переворота Пригожина – социалисты не должны поддерживать ни одну из этих реакционных сил. [4]
