세계 계급투쟁 동향에 대한 IMF 보고서

 

On the analysis of a key imperialist institution about the development of the international mass protests in the last years

A few days ago, the International Monetary Fund (IMF) – one of the key financial institutions of global imperialism – published an interesting assessment about the development of the class struggle in the past years. [1] As Marxists, we understand the central role of class struggle as a “motor force of history”. The IMF study – as well as similar publications issued in the last years – reflect that the ruling class is also fully aware of the central role of mass struggles and closely observes their development. [2]

 

Of course, the analysts of the monopoly bourgeoisie observe the global class struggle not because they want to change the world but – rather the opposite – because they want to safeguard the existing capitalist world order against popular uprisings. In addition, they know that such mass protests are bad for business. To put it in the words of the IMF analysts: “Any rise in social unrest could pose a risk to the global economy’s recovery, as it can have a lasting impact on economic performance. (…) As a result, 18 months after the most serious unrest events, gross domestic product is typically about 1 percentage point lower than it would have been otherwise. Although social unrest remains low relative to pre-pandemic levels for now, the lifting of pandemic-era restrictions and the continued cost-of-living squeeze mean that protests may yet increase. This could impose significant economic costs.”

 

So, what does the IMF study show? Basically, the authors analyse the effects of the pandemic and the COVID Counterrevolution on the development of the class struggle. Furthermore, they assess the latest developments and make a prediction about the next period. In the following, we will briefly present the main results of the study.

 

 

 

The revolutionary upsurge in late 2019 and the consequences of the COVID Counterrevolution

 

 

 

The study contains an interesting figure which graphically demonstrates the development of the global class struggle in the past five years (see the appendix at the end of this article). As readers can see, mass protests dramatically increased in the second half of 2019.

 

We note in passing that the IMF report mistakenly emphasis only two regions as centres of these struggles – Latin America and the Middle East. In fact, long-lasting mass struggles did also take place in this period in South and East Asia – most importantly in India and Hong Kong.

 

The RCIT analysed these developments at that time in much detail and arrived at the conclusion that these events had opened a pre-revolutionary world situation. [3]

 

However, the global situation changed dramatically in spring 2020 when the ruling class all over the world exploited the pandemic as a pretext for launching an authoritarian policy with numerous lockdowns and restrictions for the popular masses. The RCIT has analysed this offensive of chauvinist state bonapartism in much detail and characterized this policy as COVID Counterrevolution. [4]

 

It is interesting to see that the IMF – an institution which has fully supported and advocated this bonapartist policy – also draws attention of the link between the authoritarian COVID policy and the retreat of global class struggle. “… unrest was rising around the world prior to the pandemic. (…) At the start of the pandemic, unrest declined suddenly. The timing of the decline coincided very closely with the start of the pandemic, which saw an increase social distancing, both voluntary and mandatory.”

 

The study also reproduces a figure which shows the closely interlinked development of massive drop of people’s mobility – calculated on the basis of the so-called “Google mobility data” – and the collapse of “social unrest” in spring 2020.

 

The findings of the IMF study confirm the thesis of the RCIT which we have emphasized since more than two years that there has been a close relation between the pandemic policy of the monopoly bourgeoisie and the development of the class struggle. The fact that such leading imperialist institutions are fully aware of such correlation even more supports our argument that the unprecedented bonapartist policy of mass lockdowns was not primarily motivated by public health considerations but rather by power political motivations.

 

In our book about this historic event, published in April 2020, we noted: “This development [the opening of a pre-revolutionary world situation in autumn 2019, Ed.] was the single most important factor which caused the ruling classes to use the COVID-19 pandemic as a cover for launching a counterrevolutionary offensive with mass lockdowns and the build-up of chauvinist state bonapartist regimes.” [5]

 

It would be wrong to ignore the profound setback in the global class struggle as it also weakened the traditional working-class organizations – whose bureaucratic leadership uncritically supported the capitalist COVID policy – and confused the consciousness of the popular masses.

 

Nevertheless, as we have emphasized from the beginning, the reactionary offensive of the ruling class would and could only deepen the contradictions of the capitalist world system and provoke a new wave of mass struggles. In fact, the upsurge of mass protests in late 2021 – in combination with the sharp acceleration of Great Power rivalry since early 2022 (which the Western leaders present as confrontation between “democracy versus autocracy”) – has resulted in a temporary pause of the ruling class policy of mass lockdowns and compulsory vaccination (except in China).

 

 

 

Outlook for the global class struggle

 

 

 

As we outlined in several documents, the RCIT assumes that the capitalist world economy entered a Second Slump by the end of 2021. The Ukraine War and the wave of sanctions have drastically accelerated this crisis, resulting in global inflation as well as dramatic increase of energy and food prices. This in turn will provoke hunger crisis and unemployment around the globe. We therefore expect a series of popular uprisings on all continents – a development which started already in Sri Lanka, Peru and other countries. [6]

 

The IMF study – looking at this process from the point of view of the worried imperialist bourgeoisie – arrives at similar conclusions. They are aware that the (temporary) end of lockdowns and restrictions improves the conditions for mass struggles. At the same time, they recognize that the accelerating economic crisis pushes the workers and poor peasants to join the class struggle in order to defend their interests. “In coming months, two important factors could lead to an increased risk of future unrest. First, as governments relax restrictions and public concerns about catching COVID in crowds diminish, pandemic-related disincentives for protest might abate. And second, public frustration with rising food and fuel prices may increase.”

 

This statement is of interest not only because of its prediction of an upsurge of class struggle. It is also remarkable that the IMF analysts explicitly acknowledge that the lockdowns and restrictions are important obstacles for the class struggle. The RCIT has pointed out this crucial relationship from the very beginning of the COVID Counterrevolution. Shamefully, the opportunist left never understood this connection. Such ignorance served them as an excuse to basically support the bonapartist lockdown policy!

 

We would not be surprised if the ruling class will again impose similar mass lockdowns and restriction in the course of this year in reaction to an increase of mass protests provoked by the economic crisis. We will see if the so-called “left” will become again cheerleaders for this state bonapartist policy.

 

The task of authentic socialists is to prepare for looming upsurge of mass protests and to provide political leadership for the vanguard in these struggles.

지난 몇 년 대중항쟁 발전추이에 대한 핵심 제국주의 기관의 평가 분석에 대하여

며칠 전 세계 제국주의의 핵심 금융기관 중 하나인 국제통화기금(IMF)이 지난 몇 년간 계급투쟁 동향에 대한 흥미로운 평가보고서를 발표했다.[1] 맑스주의자로서 우리는 계급투쟁이야말로"역사의 원동력"이며, 이것이 바로 계급투쟁의 중심적인 역할이라고 본다. 이 IMF 연구보고서는 (지난 몇 년 동안 낸 비슷한 보고서들처럼) 지배계급 또한 대중투쟁의 중심적인 역할을 십분 인식하고 있으며 대중투쟁의 동향을 면밀히 관찰하고 있음을 알려준다.[2]

 

물론, 독점 부르주아지의 이 분석가들이 세계 계급투쟁을 관찰하는 이유가 세계를 바꾸고 싶어서가 아니라, 그 반대로 민중봉기로부터 기존 자본주의 세계질서를 보호하길 원해서라는 것은 두 말할 필요도 없을 것이다. 그리고 당연히 그들은 그러한 대규모 시위가 자본의 비즈니스에 나쁘다는 것을 알고 있다. 이들 IMF 분석가들의 말로 옮기자면, "어떤 경우든 사회적 소요의 증가는 경제 성과에 지속적인 영향을 미칠 수 있어 세계경제 회복에 위험이 될 수 있다... 그 결과, 가장 심각한 소요 사태가 있고 난 18개월 뒤, GDP(국내총생산)가 그렇지 않았을 때보다 보통 1% 포인트 정도 낮아진다. 비록 지금은 사회적 소요가 팬데믹 이전 수준에 비해 낮은 수준을 유지하고 있지만, 팬데믹 시기의 제한 해제와 지속적인 생계비용 압박은 시위가 아직 증가할 수 있다는 것을 의미한다. 이로 인해 상당한 경제적 비용이 발생할 수 있다."

 

그렇다면, IMF 보고서는 무엇을 보여주는가? 일차적으로 보고서 저자들은 팬데믹과 코로나 반혁명이 계급투쟁 추이에 미친 효과를 분석한다. 나아가 그들은 최근 동향을 평가하고 다음시기에 대해 예측한다. 아래에서 우리는 이 IMF 연구의 주요 결과물을 간략히 제시하고 평가해보겠다.

 

2019년 말의 혁명적 분출과 코로나 반혁명이 가져온 결과들

 

이 연구보고서에는 지난 5년 세계 계급투쟁 추이를 생생하게 보여주는 흥미로운 수치가 실려 있다. 독자들도 그래프에서 볼 수 있듯이, 2019년 하반기에 대규모 시위가 급증했다.

 

여기서 한 가지 짚고 넘어가자면, IMF 보고서는 이러한 투쟁의 중심지로 라틴아메리카와 중동 두 지역만 강조하고 있는데, 실제로는 이 시기에 남아시아와 동아시아 ㅡ 그 중 특히 인도와 홍콩 ㅡ 에서도 오랜 기간 지속된 대중투쟁이 있었다.

 

당시에 RCIT는 이러한 추이를 매우 상세하게 분석하여 이 사건들이 준혁명적 세계정세를 열었다는 결론에 도달했다.[3]

 

그러나 2020년 봄, 전 세계의 지배계급이 인민대중에 대한 수많은 록다운 봉쇄와 제한 조치를 동반한 권위주의 정책을 펼치기 위한 구실로 팬데믹을 이용하면서 세계정세는 극적으로 바뀌었다. RCIT는 이러한 배외주의적 국가 보나파르트주의 공세를 매우 상세하게 평가 분석하여 이 지배계급의 정책을 코로나 반혁명으로 성격규정 했다.[4]

 

이 보나파르트주의 정책을 전폭적으로 지지하고 주창해온 IMF가 권위주의적 코로나 정책과 글로벌 계급투쟁 후퇴 간의 연관성에 대해서도 주목을 두는 것은 자못 흥미롭다. "팬데믹 전에 전 세계적으로 소요가 증가하고 있었다.... 팬데믹이 시작하면서 소요가 갑자기 줄어들었다. 소요가 감소된 시점은, 자발적으로든 의무적으로든 사회적 거리두기가 증가한 팬데믹 시작 시점과 매우 가깝게 일치했다."

 

연구보고서는 또 (소위 "구글 이동성 데이터"를 기반으로 계산되는) 사람들의 이동성 대량 감소와 2020년 봄 "사회적 소요"의 붕락이 밀접하게 연동되어 있음을 보여주는 수치도 제시한다.

 

IMF 연구의 결론들은 우리가 2년여 전부터 강조해온 RCIT 테제, 즉 독점 부르주아지의 팬데믹 정책과 계급투쟁 추이 간에 밀접한 관계가 있다는 테제를 확인시켜준다. IMF 같은 선도적 제국주의 기관들이 그러한 상관관계를 온전히 인식하고 있다는 사실은 대규모 록다운 봉쇄라는 전례 없는 보나파르트주의 정책이 일차적으로 공공보건에 대한 고려에서가 아니라 권력정치적 동기에서 비롯된 것이라는 우리의 주장을 더욱 더 뒷받침한다.

 

2020년 4월에 출간한 이 역사적인 사건에 관한 우리의 책에서 다음과 같이 적어놓은 바 있다. "이 사태 [2019년 가을 준 혁명적 세계정세의 개막 – 편집자]가 바로 지배계급이 코로나19 팬데믹을, 대규모 록다운 봉쇄와 배외주의적 국가 보나파르트주의 지배체제 구축을 통해 반혁명적 공세를 개시하기 위한 엄폐물로 사용하도록 이끈 가장 중요한 요인이었다."[5]

 

이 과정에서 세계 계급투쟁에 심대한 후퇴가 초래된 것을 놓치거나 무시하는 것은 잘못된 것인데, 왜냐하면 그것이 전통적인 노동계급 조직들 ㅡ 그들 많은 관료 지도부가 자본주의 코로나 정책을 무비판적으로 지지한 그 조직들 ㅡ 을 또한 약화시켰고 인민대중의 의식에도 혼란을 가져다주었기 때문이다.

 

그럼에도 불구하고, 우리가 그 시작 시점부터 강조했듯이, 지배계급의 반동 공세는 단지 자본주의 세계체제의 모순을 심화시키고 새로운 대중투쟁 물결을 불러일으킬 수 있을 뿐이다. 실제로 2021년 말 대규모 시위의 급증은 2022년 초 이래의 강대국 패권경쟁의 급가속화 (현재 서방 지도자들이 “민주주의 대 전제정”의 대결로 제시하고 있는)와 결합하여, 지배계급의 대량봉쇄/백신접종 의무화 정책을 (중국을 제외하고) 일시 중단시키는 결과를 낳았다.

 

 

 

세계 계급투쟁 전망

 

우리가 여러 문서에서 세시했듯이, RCIT는 자본주의 세계경제가 2021년 말에 대공황 내 제2 침체에 진입한 것으로 보고 있다. 우크라이나 전쟁과 제재 물결이 이 위기를 급가속화 시키며 에너지·식량 가격의 급상승과 함께 글로벌 인플레를 초래했다. 다시 이것이 전 세계적으로 기아 위기와 실업 사태를 불러일으킬 것이다. 따라서 우리는 이미 스리랑카, 페루 그리고 그 밖의 나라들에서 시작된 것과 같은 일련의 민중봉기 물결이 모든 대륙에서 일 것을 예상한다.[6]

 

제국주의 부르주아지의 관점에서 우려의 눈으로 이 과정을 바라보는 IMF 연구보고서도 비슷한 결론에 도달한다. 그들은 록다운 봉쇄와 제한의 (일시적) 종료가 대중투쟁의 여건을 개선시킨다는 것을 알고 있다. 동시에, 그들은 가속화하고 있는 경제위기가 노동자와 가난한 농민을 떠밀어 생존권과 노동조건을 지키기 위해 계급투쟁에 나서도록 한다는 것도 인식하고 있다. "오는 몇 달, 두 가지 중요한 요인이 향후 소요의 위험을 증대시킬 가능성이 있다. 첫째, 정부가 제한을 완화하고 군중 속에서 코로나에 걸릴 것에 대한 걱정이 덜어짐에 따라, 팬데믹으로 인한 시위 의욕 약화 문제는 감소할 수 있다. 그리고 둘째, 식량과 연료 가격 상승으로 인한 대중의 불만이 증가할 수 있다."

 

이 진술이 흥미로운 것은 단지 계급투쟁 급증에 대한 예측 때문만은 아니다. IMF 분석가들이 록다운 봉쇄와 제한이 계급투쟁에 중요한 장해물임을 명시적으로 인정한 것도 주목할 만하다. RCIT는 코로나 반혁명 그 시작 시점부터 이 중요한 상관관계를 지적해왔다. 참담하게도, 기회주의 좌파는 이 연관성을 끝내 보려 하지 않았다. 그러한 무시 또는 무지는 이들이 기본적으로 보나파르트주의 봉쇄 정책을 지지하는 구실이 되어주었다.

 

우리는 지배계급이 경제위기로 촉발된 대규모 시위의 증가에 대응하여 다시 올해 중에 비슷한 대규모 록다운 봉쇄와 제한을 가한다고 해도 놀라지 않을 것이다. 우리는 "좌파"가 다시 이 국가 보나파르트주의 정책의 치어리더들이 될지 보겠다.

 

진정한 사회주의자들의 임무는 다가오는 대중항쟁의 분출에 대비하여 이 투쟁들에서 전위대에게 정치적 지도력을 공급할 수 있도록 스스로를 준비시키는 것이다.
