УКРАЇНА: ГРОШІ НА БРУКІВКУ, ЧИ НА ЗСУ?

Recently, Ukrainian society has been permeated by antagonism and confrontation between the people and administrations. This is manifested through rallies against the spending of budget funds on such things as premiums for paving. It is interesting that even the heads of administrations themselves often speak in support of such protests, despite the fact that these are directed against them, which creates a caricature and even more confusing situation. In the end, the apogee of this conflicts was the detonation of a village council in Zakarpattia by deputy Batryn with a grenade. These are well-known news that shook the whole country. It is impossible to ignore this kind of social conflict, so we will try to analyse it in the general context.

 

 

 

The currently prevailing understanding of the situation in the information field

 

 

 

First of all, in the cobblestones, which act as a collective image of all budget expenditures, the protesters put the meaning of unnecessary expenditures compared to military ones. However, this general image has a name - public good. Its benefit is available to everyone, and its use is free, that is, it does not require money in exchange for it. Thus, the public good cannot be produced by private companies, because it does not bring income, therefore only by the state. We cannot imagine a comfortable life without such public ones, and some of them are indispensable and necessary. Among them are not only cobblestones, but also roads in general, along with lighting and so on.

 

But, as the average citizen will rightly object: not all the goods that are created bring benefits but go to corruption schemes. Knowing that corruption is the abuse of official position for the purpose of personal enrichment, such a citizen, under the influence of liberal ideology, will make a hasty conclusion: if someone gets rich at the expense of the state, then the role of the state should be minimized by reducing taxes and reducing the functions of the state to legal ones.

 

Unfortunately, such a statement of the problem does not offer a solution. Within the framework of the existing system, even the maximum reduction of the regulatory apparatus and its personnel will not change the situation. The root cause of corruption is the relationship between officials and entrepreneurs. Officials have a desire to earn as much as entrepreneurs, but unlike them, they do not exploit workers to join the process of robbing the people. Hence, they use their official position, that is, they sell their own interests and their function of access to redistribution for money to capitalists. Therefore, let's look not at how funds are redistributed, but at whose expense they are taken and who benefits from the distribution.

 

 

 

The contradictions between the classes are provoking these protests

 

 

 

The obvious questions would seem, at the expense of whom? The people pay taxes. Well, who cares - money would go to the people for arming the army, if it were not for parasite officials.

 

But not only the worker pays tax, but also the capitalist, oligarch, big businessman, call it whatever you want. Despite the fact that the tax system puts pressure on both classes, it is the capitalist who easily evades them due to his connections and privileges, and this brings the most total damage to the entire people and the country. So, for example, everyone knows that more than hundreds of billions of dollars are located offshore in Cyprus, Oman, and the UAE. But this is not the only example of capital outflow from Ukraine.

 

It is here that we see that behind these rallies is the real problem, the antagonism between the worker and the capitalist. First of all, the capitalist and partially the official benefit from the redistribution, while the people pay for all this.

 

Unfortunately, people do not see this truth. Their righteous anger against officials and corruption, on the contrary, is turned by liberal ideologues from telegram channels into an attack on themselves. This drives the situation into a vicious circle for the workers, where they seek rights not for themselves, but for the capitalists.

 

 

 

There is a way out

 

 

 

So, what is the solution to this situation? Can someone make all the oligarchs pay taxes even more and then everything will be fine? No, only bourgeois populists, politicians and bureaucrats can speak with such slogans.

 

We are moving beyond this narrow debate between the proponents of increased tax regulation and the proponents of the minimum tax rate and the free market. All this is limited only to the disputes of institutionalists, Keynesians and neoliberals. There is only one way out of this situation - taking control over the economy by the working people themselves, introducing a planned economy.

 

In order to stop the outflow of capital from Ukraine, it is necessary to nationalize strategic enterprises under workers control, primarily agro-industry, energy and Ukroboronprom. Yes, precisely those that Zelenskyi's predatory neoliberal government is trying so hard to privatize. It is on them that the West sets its sights on robbing our country. This is how Robert F. Kennedy Jr., candidate for the presidency of the U.S., spoke about this issue:

 

"Few people understand what the war in Ukraine means for big business. It's not just about the supply of weapons and contracts for reconstruction. Big farmland of the Ukraine – some of the most fertile in the world – is up for grabs, and American companies like BlackRock are in the front lines."

 

Already in May 2023, the government "corporatized" Ukroboronprom, under pressure from the West, from a state-owned enterprise into a joint-stock company. With the privatization of Ukroboronprom and the outflow of capital from Ukraine, it is hardly possible to protect independence and to repel Russian imperialism, when the West itself does not produce enough artillery shells necessary for war.

 

When the key sectors of the economy are nationalised and under control of the working people, they can produce according to the needs of the country and its population – and not in the interests of oligarchs and corrupted bureaucrats!

 

At the same time, on the contrary, as long as our enterprises are in the hands of corrupt bureaucrats, their resources will be stolen, and no citizen will be ready to jump into the car to protect the parasites who protect their children from war abroad. Only a planned economy, the transformation of the national liberation war into a people's war will be a guarantee of independence!

 

At the same time, mass gatherings and donations are a unique social phenomenon that opened up to us in this war and testifies to its popular character. It shows the consciousness of the people, it also shows their ability to single-handedly take control of the economy. But, unfortunately, donations are, at the same time, retribution not only for corruption, but also for the theft of the people by capitalists and large entrepreneurs. Therefore, the capitalists must pay!

Останнім часом, українське суспільство пронизує антагонізм між населенням та адміністраціями, протистояння. Це проявляється через мітинги проти витрачення бюджетних коштів на такі речі, як бруківка, премії. Цікаво, що навіть самі очільники адміністрацій не рідко висловлюються в підтримку таких протестів, які виступають проти них самих, що створює карикатурну і ще більш заплутану ситуацію. Врешті-решт апогеєм цього конфлікту став підрив гранатою депутатом Батрином сільради на Закарпатті. Це відомі новини, що сколихнули всю країну. Пройти осторонь такого роду соціальних конфліктів не можна тому ми спробуємо проаналізувати його в загальному контексті.

 

 

 

Пануюче в інфополі розуміння ситуації на даний момент

 

 

 

Перш за все в бруківку, яка виступає збірним образом всіх бюджетних витрат, мітингуючі вкладають сенс непотрібних витрат порівняно з військовими. Однак цей загальний образ має назву – громадське благо. Це благо являється доступним всім, а його використання безкоштовним, тобто не потребує на це в обмін гроші. Таким чином громадське благо не може вироблятися приватними компаніями, бо ж не приносить дохід, тому лишень державою. Без таких громадських ми не можемо собі уявити комфортне життя, а деякі з них є невід’ємними і необхідними. Серед них не тільки бруківка, але й загалом дороги, разом з тим освітлення і так далі.

 

Але, як правильно заперечить пересічний громадянин: не всі ті блага, що створюються приносять користь, а йдуть на корупційні схеми. Знаючи, що корупція – це зловживання службовим становищем з метою особистого збагачення, такий громадянин, під впливом ліберальної ідеології, зробить поспішний висновок: якщо за рахунок держ. розподілу хтось збагачується, то роль держави треба мінімізувати зниженням податків та зведенням функцій держави до правових.

 

На жаль, з такою постановкою проблеми рішення їй нема. В рамках наявної системи навіть максимальне скорочення регуляторного апарату разом з її кадрами не змінить ситуації. Корінною причиною корупції являється відношення між чиновниками та підприємцями. Чиновники мають бажання заробляти стільки ж як підприємці, але на відміну від них вони не експлуатують робітників, щоб включитися в процес грабування народу вони використовують своє службове становище, тобто продають за гроші капіталістам власні інтереси і свою функцію доступу до перерозподілу. Тому глянемо на те не як перерозподіляють кошти, а за рахунок кого вони беруться і кому перепадає від розподілу.

 

 

 

Відповідь, як саме класова боротьба є причиною цих мітингів

 

 

 

Очевидні питання здавалось би, за рахунок кого? Народ же платить податки. Ну а кому перепадає – так це народу йдуть гроші на озброєння армії, якби не чиновники паразити. Але платить податок не тільки робітник, але й капіталіст, олігарх, крупний підприємець, називайте як хочете. Попри те, що податкова тисне на обидва класи, саме капіталіст, найпростіше від них ухиляється за рахунок своїх зв’язків та привілей і це приносить найбільше сумарної шкоди всьому народу і країні. Так, наприклад, відомі всім більше сотень мільярдів долларів, що містяться в офшорах на Кіпрі, Омані, ОАЕ. Але і це не єдиний приклад відтоку капіталів з України.

 

Саме тут ми бачимо, що за цими мітингами ховається справжня проблема, антагонізм між робітником та капіталістом. Від перерозподілу виграє в першу чергу капіталіст і частково чиновник, тоді як за все це платить народ.

 

На жаль, цієї правди народ не бачить. Його праведний гнів проти чиновників та корупції навпаки обертається ліберальними ідеологами з телеграм каналів атакою на самих себе. Що вганяє ситуацію в замкнуте коло для робітників, де вони добиваються прав не для себе, а для капіталістів.

 

 

 

Вихід є

 

 

 

Яке ж тоді рішення з цієї ситуації? Може якось заставити всіх олігархів платити податки ще більше і тоді все буде добре? Ні, з такими лозунгами можуть виступати тільки популісти, політики і бюрократи.

 

Ми виходимо за рамки цієї обмеженої дискусії між прихильниками збільшення регуляції зі сторони податкової та прихильниками мінімальної ставки податків та вільного ринку. Все це обмежується тільки спорами інституціоністів, кейнсіанців та неолібералів. Вихід з цієї сиутації тільки один – взяття контролю над економікою самим народом, введення планової економіки.

 

Для зупинення витоку капіталу з України необхідна націоналізація стратегічних підприємств під керівництвом робітників, в першу чергу агропромисловості, енергетики та Укроборонпрому.

 

Так, саме ті, що так яро намагається приватизувати хижацький неоліберальний уряд Зеленського. Саме на них мітить очі Захід для розкрадання нашої країни, адже ось як з приводу цього промовився кандидат в президенти США Кеннеді:

 

"Мало хто розуміє, що означає війна в Україні для великого бізнесу. Справа не тільки в постачанні зброї та контрактах на реконструкцію. Великі сільськогосподарські угіддя України - одні з найродючіших у світі - готові до захоплення, і американські компанії, такі як BlackRock, перебувають у перших рядах"

 

Вже в травні 2023 уряд “корпоратизував” Укроборонпром з державного підприємства, в акціонерне товариство під тиском Заходу. З приватизацією Укроборонпрому та витоку капіталів з України не може бути й мови про захист незалежності та відбиття російського імперіалізму, коли сам Захід не виробляє достатньо артилерійських снарядів необхідних для війни.

 

Коли ключові сектори економіки націоналізуються та контролюватимуться робітничим народом, вони зможуть виробляти стільки того вимагає народна потреба в споживанні, а не в потребах олігархів та бюрократів. Адже їхня потреба у вивозі капіталу прямо суперечить народним інтересам, коли, наприклад, за границю вивозять тонни зерна, а люди в країні голодують!

 

Разом з тим навпаки, поки наші підприємства будуть в руках корумпованих бюрократів, їх ресурси розкрадатимуться і жоден громадянин не буде готовий стрибати в автозак захищати паразитів, які своїх дітей від війни бережуть за кордоном. Тільки планова економіка, перетворення нацвизвольної війни в народну війну буде запорукою незалежності!

 

Разом з тим, масові збори та донат – це унікальний суспільний феномен, що відкрився перед нами в даній війні і свідчить про її народний характер. Він показує свідомість народу, показує також його здатність самотужки взяти контроль над економікою. Але, на жаль, донат є, водночас, розплата не тільки за корупцію, але й за розкрадання народу зі сторони капіталістів і крупних підприємців. Тому розплачуватися повинні капіталісти!
