Another expression of the global tendency of the ruling class towards chauvinist state bonapartism

The dramatic upswing of the glorious Palestinian liberation struggle – expressed in the heroic defence of the Al-Aqsa Mosque in Al-Quds/Jerusalem, the beginning of the Third Intifada and the Fourth Gaza War – is one of the most important global events in recent times. [1]

 

All over the world, masses are demonstrating on the streets to show their support for the Palestinian people. Europe is no exception from this global trend. Even Austria, a country not known for a high level of class struggle, saw already a demonstration with several thousand people and there can be no doubt that more such events will follow in the next days. [2]

 

Tradition of Islamophobia and support for Zionism

 

European governments react with fear, slander and repression. In France, police dispersed a pro-Palestinian demonstration in Paris on Wednesday. [3] The interior minister even instructed police to ban a planned large pro-Palestinian protest in Paris this weekend. Authorities even arrested Bertrand Heilbronn, the president of Palestinian solidarity group Association France-Palestine Solidarite, after he attended a meeting at the Ministry of Europe and Foreign Affairs together with members of parliament and union representatives! [4]

 

Such repression reflects the support of the French government for Israeli state terrorism and its hatred against the oppressed people in Palestine and the Muslim world. This is hardly surprising since the ruling class has shown a rabid Islamophobic stance for years. Just remember the ban of hijab in public institutions, the public praise for the ultra-racist magazine Charlie Hebdo [5] and for the racist provocateur Samuel Paty, the numerous raids against Muslim institutions [6], the Anti-Muslim “Separatism Law” recently adopted by the parliament [7], the planned “Police State” Law [8] – all these events express the same tendency: a massive acceleration of the domestic oppression of Muslim migrants combined with an aggressive imperialist foreign policy against people and states with Muslim population (e.g. France military intervention in Mali and other African countries [9], anti-Turkey campaign as pretext to control the gas reserves in the Eastern Mediterranean [10], attempts to take control of Lebanon, etc.)

 

In Germany, police also dispersed a pro-Palestine demonstration two days ago. [11] A demonstration in Bremen was only allowed under the condition that no slogans must be shouted which deny Israel’s “right to exist”! [12] The German government stated its support for Israel and Chancellor Angela Merkel’s spokesman said: “Germany won’t tolerate anti-Semitic demonstrations amid tensions in the Middle East.” [13]

 

Austria’s government – a coalition of the Conservative and the Green party – publicly demonstrated its “solidarity with Israel” by raising the Zionist flag at the Office of the Federal Chancellor today. And Chancellor Sebastian Kurz tweeted, with a picture of the Israeli flag: “Gemeinsam stehen wir an der Seite Israels” (Together, we stand on the side of Israel”). [14] The Minister for Interior, Karl Nehammer – claimed under the impression of the large demonstration on 12 May – that there exists „a danger for our democracy” if such demonstrations are “misused for anti-Israeli and anti-Semitic slogans”. [15]

 

Here again, we see a continuation of the imperialist and pro-Zionist line of Austria’s government. In November 2020, police raided 60 houses and arrested more than 30 Muslim migrants, accusing them of sympathies for “radical, extremist ideologies”. [16]

 

Tendency towards Chauvinist State Bonapartism

 

In other words, the current threats and repression against the growing pro-Palestine movement in Europe is are continuation and acceleration of a longer existing trend. This trend is characterized by:

 

* oppression of Muslim migrants and Islamophobia,

 

* support for the Apartheid state Israel,

 

* imperialist-militarist foreign policy,

 

* expansion of the police and surveillance state

 

These developments, in turn, are part of a more general tendency. The current state campaign and repression against the pro-Palestine movement in imperialist Europe reflects a general trend of the ruling class towards chauvinist state bonapartism. By this we mean the growing number of attacks on democratic rights and the process of transformation from bourgeois democracy to authoritarian forms of capitalist rule.

 

This tendency has become manifest not only in the above-mentioned developments but – on a much larger scale – in the last 14 months when the ruling class in nearly all countries around the globe exploited the COVID-19 pandemic as a pretext to launch a counterrevolutionary offensive, to impose mass curfews against the population, expanding the police and surveillance state, introducing surveillance apps etc. [17] To a certain degree, the Stalinist-capitalist dictatorship in imperialist China is the model for such a form of bourgeois regime. [18]

 

Let us conclude this article by pointing out that this is not a one-sided process. In fact, we have seen an acceleration of two, contradictory and inter-related tendencies – both a tendency towards chauvinist state bonapartism as well as an intensification of massive struggles in defence of democratic rights. More generally, we have seen a dramatic upswing of the global class struggle on democratic as well as on economic issues in autumn 2019 when a global wave of popular uprisings took place – from Hong Kong to Iraq, from Lebanon to Chile, from India to Catalonia. [19]

 

This wave was interrupted by the beginning of the COVID-19 Counterrevolution in spring 2020. But already in summer of the same year, the George Floyd uprising took place in the U.S. which was crucial to bring down Trump. [20] And the current Intifada in Palestine is creating a global pro-Palestine mass movement and has the potential to ignite a new revolutionary upswing in the Arab world and even globally.

 

Revolutionaries must understand the character of the current historic events and take an unambiguous Marxist stance.

 

* Unconditional solidarity with the Palestinian liberation struggle!

 

* Defeat the Zionist enemy!

 

* Solidarity with Muslim migrants against racist oppression!

 

* Down with the COVID-19 Counterrevolution! Defeat Chauvinist State Bonapartism!

 

* Spread the Intifada from Palestine to the Arab world and around the globe!

Otra expresión de la tendencia global de la clase dominante hacia el bonapartismo estatal chovinista

El dramático repunte de la gloriosa lucha de liberación palestina, expresada en la heroica defensa de la mezquita de Al-Aqsa en Al-Quds / Jerusalén, el comienzo de la Tercera Intifada y la Cuarta Guerra de Gaza, es uno de los eventos globales más importantes de los últimos tiempos. En todo el mundo, las masas se están manifestando en las calles para mostrar su apoyo al pueblo palestino. Europa no es una excepción a esta tendencia mundial. Incluso Austria, un país no conocido por un alto nivel de lucha de clases, ya vio una manifestación con varios miles de personas y no puede haber duda de que seguirán más eventos de este tipo en los próximos días. 

 

Los gobiernos europeos reaccionan con miedo, calumnias y represión. En Francia, la policía dispersó el miércoles una manifestación pro palestina en París. El ministro del Interior incluso ordenó a la policía que prohibiera una gran protesta pro palestina planificada en París este fin de semana. ¡Las autoridades incluso arrestaron a Bertrand Heilbronn, presidente del grupo de solidaridad palestino Asociación Francia-Palestina Solidarita , después de que asistiera a una reunión en el Ministerio de Europa y Asuntos Exteriores junto con miembros del parlamento y representantes sindicales! 

 

Tal represión refleja el apoyo del gobierno francés al terrorismo de estado israelí y su odio contra el pueblo oprimido en Palestina y el mundo musulmán. Esto no es de extrañar, ya que la clase dominante ha mostrado una postura islamófoba rabiosa durante años. Solo recuerde la prohibición del hiyab en las instituciones públicas, el elogio público a la revista ultraracista Charlie Hebdo y al provocador racista Samuel Paty, las numerosas redadas contra las instituciones musulmanas, la “Ley de separatismo” antimusulmana recientemente aprobada por el parlamento o el proyecto de Ley de "Estado policial".

 

Todos estos eventos expresan la misma tendencia: una aceleración masiva de la opresión interna de los inmigrantes musulmanes, combinada con una política exterior imperialista agresiva contra personas y estados con población musulmana (por ejemplo, la intervención militar de Francia en Mali y otros países africanos, la Campaña contra Turquía como pretexto para controlar las reservas de gas en el Mediterráneo Oriental, los intentos de tomar el control del Líbano, etc. En Alemania, la policía también dispersó hace dos días una manifestación pro Palestina. ¡ Sólo se permitió una manifestación en Bremen con la condición de que no se gritaran consignas que nieguen el “derecho a existir” de Israel! 

 

El gobierno alemán manifestó su apoyo a Israel y el portavoz de la canciller Angela Merkel dijo: “ Alemania no tolerará manifestaciones antisemitas en medio de tensiones en el Medio Oriente.” El gobierno de Austria, una coalición del Partido Conservador y Verde, demostró públicamente su “solidaridad con Israel” al izar hoy la bandera sionista en la Oficina del Canciller Federal. Y el canciller Sebastian Kurz tuiteó, con una imagen de la bandera israelí: Gemeinsam stehen wir an der Seite Israels (Juntos, estamos del lado de Israel ").

 

El Ministro del Interior, Karl Nehammer - afirmó bajo la impresión de la gran manifestación del 12 de mayo - que existe un peligro para nuestra democracia si tales manifestaciones son mal utilizadas para consignas antiisraelíes y antisemitas. Aquí nuevamente, vemos una continuación de la línea imperialista y pro-sionista del gobierno de Austria. En noviembre de 2020, la policía allanó 60 casas y arrestó a más de 30 inmigrantes musulmanes, acusándolos de simpatizar con ideologías extremistas radicales.

 

Tendencia al bonapartismo de Estado chovinista

 

En otras palabras, las amenazas y la represión actuales contra el creciente movimiento pro Palestina en Europa son la continuación y la aceleración de una tendencia existente más larga. Esta tendencia se caracteriza por: opresión de inmigrantes musulmanes e islamofobia, apoyo al estado de Apartheid de Israel, política exterior imperialista-militarista, expansión del estado policial y de vigilancia. Estos desarrollos, a su vez, son parte de una tendencia más general.

 

La actual campaña estatal y la represión contra el movimiento pro Palestina en la Europa imperialista refleja una tendencia general de la clase dominante hacia el bonapartismo estatal chovinista. Con esto nos referimos al creciente número de ataques a los derechos democráticos y al proceso de transformación de la democracia burguesa a formas autoritarias de gobierno capitalista. Esta tendencia se ha manifestado no solo en los desarrollos antes mencionados sino, en una escala mucho mayor, en los últimos 14 meses, cuando la clase dominante en casi todos los países del mundo explotó la pandemia de COVID-19 como pretexto para lanzar una campaña contrarrevolucionaria.

 

Su objetivo no es otro que el de imponer toques de queda masivos contra la población, expandir la policía y el estado de vigilancia, introducir aplicaciones de vigilancia, etc. Hasta cierto punto, la dictadura capitalista-estalinista en la China imperialista es el modelo para tal forma de régimen burgués. Sin embargo, este no es un proceso unilatera, porque en los hechos existe una aceleración de dos tendencias, contradictorias e interrelacionadas: hacia el bonapartismo estatal chovinista y hacia la intensificación de las luchas masivas en defensa de los derechos democráticos.

 

De manera más general, hemos visto un repunte dramático de la lucha de clases global sobre temas democráticos y económicos en el otoño de 2019 cuando tuvo lugar una ola global de levantamientos populares, desde Hong Kong a Irak, desde el Líbano a Chile, desde la India a Cataluña. Esta ola fue interrumpida por el comienzo de la Contrarrevolución COVID-19 en la primavera de 2020. Pero ya en el verano del mismo año, tuvo lugar el levantamiento de George Floyd en los Estados Unidos, que fue crucial para derrocar a Trump.

 

¡Y la actual Intifada en Palestina está creando un movimiento de masas global pro-Palestina y tiene el potencial de encender una nueva revolución revolucionaria en el mundo árabe e incluso a nivel mundial! Los revolucionarios deben comprender el carácter de los acontecimientos históricos actuales y adoptar una postura marxista inequívoca. Para eso, deben agitar las banderas de ¡ Solidaridad incondicional con la lucha de liberación palestina!¡ Derrota al enemigo sionista! ¡ Solidaridad con los inmigrantes musulmanes contra la opresión racista!¡ Abajo la Contrarrevolución COVID-19! ¡Derrota al bonapartismo de Estado chovinista! ¡Viva la nueva Intifada!

 

 

 

 

- 유럽 정부들이 팔레스타인 연대 시위를 금지 억압하려 하다

 

배외주의 국가 보나파르티즘으로 나아가는 지배계급 글로벌 동향의 또 다른 표현

알 아크사 사원을 지켜낸 영웅적인 방어 투쟁을 기점으로 3차 인티파다와 4차 가자 전쟁이 시작되었다. 이 같은 팔레스타인 해방투쟁의 극적인 상승은 최근 시기의 가장 중요한 글로벌 사건 중 하나다.[1]

 

전 세계에서 대중이 팔레스타인 인민에 대한 지지를 보여주기 위해 거리에서 시위를 하고 있다. 유럽도 이러한 세계적인 추세에서 예외가 아니다. 높은 계급투쟁 수준으로 알려진 나라가 아닌 오스트리아에서조차 이미 수천 명이 모인 시위가 벌어졌고, 앞으로도 그 같은 시위가 더 많이 뒤따를 것이라는 데는 의심의 여지가 없다.[2]

 

이슬람 혐오 전통과 시오니즘에 대한 지지

 

유럽 정부들은 두려움과 비방과 탄압으로 대응한다. 프랑스에서는 경찰이 수요일 파리에서 있은 친 팔레스타인 시위를 해산시켰다.[3] 내무장관은 이번 주말 파리에서 예정되어 있는 대규모 친 팔레스타인 시위를 금지하라고 경찰에 지시하기까지 했다. 한편 팔레스타인 연대 단체인 프랑스-팔레스타인 연대 협회의 베르트랑 하일브론 의장이 국회의원들 및 노조 대표들과 함께 한 유럽 외교부의 한 회의에 참석한 뒤 당국에 의해 체포되었다.[4]

 

이러한 탄압은 프랑스 정부의 태도를 숨김없이 비쳐주는 거울이다. 프랑스 정부의 이스라엘 국가 테러리즘에 대한 지지와 팔레스타인 · 무슬림 세계의 피억압 인민에 대한 증오 말이다. 지배계급이 수년 동안 극악한 이슬람 혐오 입장을 보여 왔다는 점에서 이것은 그리 놀라운 일이 아니다. 공공기관에서 히잡 금지, 초(超)인종주의 잡지 샤를리 엡도에 대한 공개적 찬사[5], 인종주의 도발자 사무엘 패티에 대한 공개적 미화, 무슬림 기관들에 대한 수많은 습격[6], 최근 의회가 채택한 반 무슬림 "분리주의 법"[7], 상정되어 있는 "경찰국가법"[8] 등을 상기하라. 이 모든 사안들은 한 가지 같은 동향을 표현한다. 국내 무슬림 이주자에 대한 대대적인 억압 몰이 및 그와 결합된 무슬림 인민과 국가들에 대한 공격적인 제국주의 대외정책 (말리를 비롯한 그 밖의 아프리카 나라들에 대한 군사 개입[9], 동지중해 가스전 관리를 구실로 한 반 터키 캠페인[10], 레바논 장악 시도 등)

 

독일에서도 경찰이 이틀 전 친 팔레스타인 시위를 해산시켰다.[11] 브레멘에서의 시위는 이스라엘의 "존재할 권리"를 부정하는 어떠한 구호도 외쳐서는 안 된다는 조건하에 비로소 허용되었다![12] 독일 정부는 이스라엘에 대한 지지를 표명했다. 메르켈 총리의 대변인은 "독일은 중동의 긴장 고조 와중에 벌이는 반유대주의 시위를 용납하지 않을 것"이라고 말했다.[13]

 

보수당과 녹색당이 연정을 이루고 있는 오스트리아 정부는 오늘 연방총리 집무실에 시온주의 깃발을 게양하는 것으로 “이스라엘과의 연대”를 공개적으로 과시했다. 그리고 세바스티안 쿠르츠 총리는 트위터에 이스라엘 국기 사진을 게시하며, "함께 우리는 이스라엘 편에 서 있다“고 글을 올렸다.[14] 카를 네하메르 내무장관은 5월 12일 있은 대규모 시위를 언급하며, 그러한 시위가 "반이스라엘 · 반유대주의 구호에 악용될 경우 "우리 민주주의에 위험이 있다"고 주장했다.[15]

 

여기서 다시 우리는 오스트리아 정부의 제국주의 · 친시온주의 노선의 계속을 본다. 2020년 11월, 경찰은 가택 60곳을 급습하여, “과격 극단주의 이데올로기”에 동조한 혐의로 무슬림 이주자 30여 명을 체포했다.[16]

 

배외주의적 국가 보나파르트주의로의 경향

 

커져가고 있는 유럽의 친 팔레스타인 운동에 대한 작금의 위협과 탄압은 더 오래 전부터 존재해온 경향의 계속이고 가속화다. 이 경향은 다음과 같은 것들을 특징으로 하고 있다.

 

* 무슬림 이주민 억압과 이슬람 혐오

 

* 아파르트헤이트 국가 이스라엘에 대한 지지

 

* 제국주의-군사주의 대외정책

 

* 경찰·감시 국가의 확대

 

한편 이러한 사안들은 보다 일반적인 경향의 부분이다. 제국주의 유럽에서 커져가고 있는 친 팔레스타인 운동을 겨냥한 현 국가 캠페인과 탄압은 지배계급이 배외주의적 국가 보나파르트주의로 나아가고 있는 일반적 추세를 비쳐준다. 민주적 제 권리에 대한 공격의 증가 확대와 부르주아 민주주의에서 권위주의적인 자본가 지배 형태로의 전화 과정이 이 추세의 본질적 구성부분이다.

 

이 경향은 위에서 언급한 사안들에서뿐만 아니라, 지난 14개월 동안 훨씬 더 큰 규모로 그 모습을 드러냈다. 전 세계 거의 모든 나라의 지배계급이 코로나19 팬데믹을, 주민에 대한 록다운 봉쇄와 대량 통행금지를 실시하며 경찰·감시 국가를 확대하고 감시 앱을 도입하는 등, 반혁명적 공세를 개시하기 위한 구실로 이용했다.[17] 어느 정도까지는 제국주의 중국에서의 스탈린주의-자본가 독재가 이러한 형태의 부르주아 지배체제의 모델이 되고 있다.[18]

 

이것이 일면적인 과정이 아니라는 점을 지적하며 이 글을 마무리 짓자. 실제로 우리는 모순적이고 상호 연관된 두 가지 경향의 가속화를 보아왔다. 배외주의적 국가 보나파르트주의로 나아가는 지배계급의 동향과 함께 민주적 제 권리 방어를 위한 대규모 투쟁의 극적 증가가 그것이다. 2019년 가을, 홍콩에서 이라크로, 레바논에서 칠레로, 인도에서 카탈루냐로 이어지는 전 세계적 민중항쟁 물결이 보여주었듯이, 경제적 쟁점에서뿐만 아니라 민주주의 쟁점에서도 글로벌 계급투쟁의 극적인 상승이 있었다.[19]

 

이 물결이 2020년 봄 코로나19 반혁명의 시작으로 중단됐다. 그러나 이미 같은 해 여름, 미국에서 경찰의 조지 플로이드 살해로 ‘흑인 목숨도 소중하다’ 봉기가 일어났고, 이것이 트럼프를 끌어내리는 데 결정적인 도화선이 됐다.[20] 그리고 현재 팔레스타인의 인티파다 (봉기)가 글로벌 친 팔레스타인 대중운동을 불러일으키고 있다. 아랍 세계와 나아가 전 세계적으로 새로운 혁명적 상승에 불을 붙일 잠재력을 보여주고 있는 것이다.

 

혁명가들은 작금의 역사적인 사건들의 성격을 이해하고 명확한 맑스주의적 입장을 취해야 한다.

 

* 팔레스타인 해방투쟁과의 무조건적인 연대!

 

* 시온주의 이스라엘 국가에 패배를!

 

* 인종주의적 억압에 대항하여 무슬림 이주자와 연대를!

 

* 코로나19 반혁명 타도! 배외주의 국가 보나파르티즘 분쇄!

 

* 인티파다를 팔레스타인에서 아랍 세계와 전 세계로 확산하자!

 

이것이 바로 RCIT와 우리의 사회주의통합당 (CS 아르헨티나) 동지들이 쟁취하고자 하는 것이다!
