1.           On 9 January, the United Nations Security Council (UNSC) shamefully passed a resolution denouncing the anti-Israeli actions of Yemen’s Ansar Allah (Houthis) which they have conducted in solidarity with the Palestinian people facing genocide in Gaza. The resolution calls the Houthis to “immediately cease all attacks, which impede global commerce and navigational rights and freedoms as well as regional peace”. The key provision of the resolution noted the “right” of UN member states, in accordance with international law, “to defend their vessels from attack, including those that undermine navigational rights and freedoms”.

 

2.           The resolution was sponsored by the U.S. and its ally Japan. Eleven members of the council voted for the resolution while four members – China, Russia, Algeria and Mozambique – abstained. Notably, the two Eastern Great Powers which are permanent members of the council – China and Russia – did not use their veto.

 

3.           Soon after the beginning of Israel’s genocidal war against the Palestinian people in Gaza Ansar Allah has launched a number of attacks – both against the territory of Israel as well as against Israel-linked cargo ships. These actions have been highly effective. According to Calcalist, an Israeli economic magazine, Israel’s port of Eilat reports a sharp decrease in the scope of activity and a drop of more than 80% in revenue. These actions forced the large transport companies to suspend sailing in the Red Sea and the Suez Canal and to reroute their ships. According to the German Kiel Institute for the World Economy, about 200,000 containers are currently being transported via the Red Sea daily, down from some 500,000 per day in November. This has major repercussions to world trade which declined by 1.3% from November to December 2023.

 

4.           The actually purpose of the UNSC resolution is to legitimize the so-called Operation Prosperity Guardian, a US-led multinational naval task force, which operates in the Red Sea. The U.S. and its allies unconditionally support Israel’s genocidal war and have sent large amounts of weapons to the Zionist state. It is only consequential that they also send war ships to the Red Sea to protect the commercial interests of Israel and its Western allies which depend on shipping commodities via the Red Sea and the Suez Canal.

 

5.           Furthermore, the U.S. and Britain have repeatedly threatened not only to “protect” Israeli-linked cargo ships but also to attack the Houthis in Yemen. Hence, there is a great danger that Washington will exploit the UNSC resolution for waging war against Ansar Allah and, thereby, to weaken the forces of resistance against the Zionist state and its genocidal war.

 

6.           It is telling that China and Russia, despite expressing criticism on the U.S. motives behind their resolution, did only abstain and thereby refused to use their veto. This reveals the doublespeak of the Putin and Xi regime. On one hand, both have criticized Israel’s terrorist war in Gaza. The Kremlin even invited a Hamas delegation and refused to denounce this organization as “terrorist”. On the other hand, they don’t vote against a UN resolution which legitimizes a US-led naval task force operating in the Red Sea and threatening the Houthis. Obviously, these imperialist powers are much more interested in unhindered commercial shipping than in the defence of the Palestinian people. This demonstrates once more that Putin and Xi are no friends of the oppressed people but warlords who serve, first and foremost, money and power.

 

7.           The Revolutionary Communist International Tendency (RCIT) has supported the solidarity actions of the Houthis from the very beginning. While we do not support the political program of Ansar Allah – a petty-bourgeois nationalist-Islamist movement – we strongly welcome their actions which aim to harm the Terror and Apartheid state Israel and to support the Palestinian people. In any confrontation between the Houthis and Western powers resp. Israel, we stand for the military victory of the Yemeni forces and the defeat of the imperialists without lending political support to the former.

 

8.           Likewise, the RCIT reiterates its unconditional support for the Palestinian people and its resistance forces which are heroically defending Gaza against the Zionist invaders. Like in all past wars, we side with the Palestinian liberation struggle and therefore advocate the military victory of the resistance led by Hamas without lending political support to the program or all tactics of its leadership. The only way forward is the revolutionary destruction of the Zionist state and the creation of a single, democratic and secular Palestinian state from the River to the Sea which should be a workers and poor peasant republic as part of a socialist federation of the Middle East.

1. El 9 de enero, el Consejo de Seguridad de las Naciones Unidas (CSNU) aprobó vergonzosamente una resolución denunciando las acciones antiisraelíes de los Ansar Allah (hutíes) de Yemen que han llevado a cabo en solidaridad con el pueblo palestino que se enfrenta al genocidio en Gaza. La resolución llama a los hutíes a “cesar inmediatamente todos los ataques que impiden el comercio global y los derechos y libertades de navegación, así como la paz regional”. La disposición clave de la resolución destacó el “derecho” de los estados miembros de la ONU, de conformidad con el derecho internacional, “a defender sus buques de ataques, incluidos aquellos que socaven los derechos y libertades de navegación”.

 

2. La resolución fue patrocinada por Estados Unidos y su aliado Japón. Once miembros del consejo votaron a favor de la resolución, mientras que cuatro miembros (China, Rusia, Argelia y Mozambique) se abstuvieron. En particular, las dos grandes potencias orientales que son miembros permanentes del consejo (China y Rusia) no utilizaron su veto.

 

3. Poco después del comienzo de la guerra genocida de Israel contra el pueblo palestino en Gaza, Ansar Allah lanzó una serie de ataques, tanto contra el territorio de Israel como contra buques de carga vinculados a Israel. Estas acciones han sido muy efectivas. Según Calcalist, una revista económica israelí, el puerto israelí de Eilat informa una fuerte disminución en el alcance de la actividad y una caída de más del 80% en los ingresos. Estas acciones obligaron a las grandes empresas de transporte a suspender la navegación en el Mar Rojo y el Canal de Suez y a desviar sus barcos. Según el Instituto Alemán de Economía Mundial de Kiel, actualmente se transportan diariamente por el Mar Rojo unos 200.000 contenedores, frente a los 500.000 diarios de noviembre. Esto tiene importantes repercusiones en el comercio mundial, que disminuyó un 1,3% de noviembre a diciembre de 2023.

 

4. El verdadero propósito de la resolución del CSNU es legitimar la llamada Operación Guardián de la Prosperidad, una fuerza naval multinacional liderada por Estados Unidos, que opera en el Mar Rojo. Estados Unidos y sus aliados apoyan incondicionalmente la guerra genocida de Israel y han enviado grandes cantidades de armas al Estado sionista. Lo único que tiene consecuencias es que también envíen barcos de guerra al Mar Rojo para proteger los intereses comerciales de Israel y sus aliados occidentales, que dependen del envío de mercancías a través del Mar Rojo y el Canal de Suez.

 

5. Además, Estados Unidos y Gran Bretaña han amenazado repetidamente no sólo con “proteger” los buques de carga vinculados a Israel sino también con atacar a los hutíes en Yemen. Por lo tanto, existe un gran peligro de que Washington aproveche la resolución del Consejo de Seguridad de la ONU para librar una guerra contra Ansar Allah y, con ello, debilitar las fuerzas de resistencia contra el Estado sionista y su guerra genocida.

 

6. Es revelador que China y Rusia, a pesar de expresar críticas sobre los motivos estadounidenses detrás de su resolución, solo se abstuvieran y por lo tanto se negaran a utilizar su veto. Esto revela el doble discurso del régimen de Putin y Xi. Por un lado, ambos han criticado la guerra terrorista de Israel en Gaza. El Kremlin incluso invitó a una delegación de Hamás y se negó a denunciar a esta organización como “terrorista”. Por otro lado, no votan en contra de una resolución de la ONU que legitima un grupo de trabajo naval liderado por Estados Unidos que opera en el Mar Rojo y amenaza a los hutíes. Obviamente, estas potencias imperialistas están mucho más interesadas en el transporte marítimo comercial sin obstáculos que en la defensa del pueblo palestino. Esto demuestra una vez más que Putin y Xi no son amigos del pueblo oprimido sino señores de la guerra que sirven, ante todo, al dinero y al poder.

 

7. La Corriente Comunista Revolucionaria Internacional (CCRI) ha apoyado las acciones de solidaridad de los hutíes desde el principio. Si bien no apoyamos el programa político de Ansar Allah –un movimiento nacionalista-islamista pequeñoburgués–, acogemos con gran satisfacción sus acciones que apuntan a dañar al Estado de Terror y Apartheid de Israel y apoyar al pueblo palestino. En cualquier enfrentamiento entre los hutíes y las potencias occidentales, así como Israel, defendemos la victoria militar de las fuerzas yemeníes y la derrota de los imperialistas sin prestar apoyo político a las primeras.

 

8. Asimismo, la CCRI reitera su apoyo incondicional al pueblo palestino y sus fuerzas de resistencia que defienden heroicamente Gaza contra los invasores sionistas. Como en todas las guerras pasadas, apoyamos la lucha de liberación palestina y, por lo tanto, defendemos la victoria militar de la resistencia liderada por Hamás sin prestar apoyo político al programa ni a todas las tácticas de su liderazgo. El único camino a seguir es la destrucción revolucionaria del Estado sionista y la creación de un Estado palestino único, democrático y secular desde el río hasta el mar, que debería ser una república de trabajadores y campesinos pobres como parte de una federación socialista de Medio Oriente.

1. 1월 9일, 철면피하게도 유엔 안전보장이사회 (안보리)가 가자지구에서 제노사이드 학살에 직면해 있는 팔레스타인 인민과의 연대 차원에서 예멘의 안사르알라 (후티)가 전개해온 반 이스라엘 행동들을 비난하는 결의안을 통과시켰다. 결의안은 후티 반군에게 "국제 교역과 자유 항행에 부정적인 영향을 미치고 지역 평화와 안보를 저해하는 모든 종류의 공격행위를 즉각 중단할 것”을 요구하고 있다. 결의안에는 또 국제법에 따라, "항행의 권리와 자유를 침해하는 공격을 포함하여 유엔 회원국들의 선박을 공격으로부터 방어할" 회원국 권리 조항을 적시해놓고 있다.

 

2. 결의안은 미국과 그 동맹 일본이 주도하여 15개 안보리 이사국 중 11국의 찬성을 끌어냈다. 나머지 중국 러시아 알제리 모잠비크 등 4개 이사국은 기권했다. 상임이사국인 중국과 러시아가 거부권을 행사하지 않았다는 것이 특기할 만한 점이다.

 

3. 가자지구 팔레스타인 인민을 적으로 한 이스라엘의 제노사이드 학살 전쟁 시작 직후 안사르알라는 이스라엘 영토뿐만 아니라 이스라엘과 연결된 화물선들에 대한 일련의 공격을 감행했다. 이 행동들은 매우 효과적이어서, 이스라엘 경제지 칼카리스트에 따르면, 이스라엘 에일라트 항의 경우 물동량이 급감하고 수입이 80% 넘게 줄었다. 안사르알라의 이 행동들이 거대 운송사들로 하여금 홍해와 수에즈 운하 항해를 중단하고 소속 선박들의 항로를 바꾸지 않을 수 없도록 강제해낸 것이다. 독일 킬 세계경제연구소에 따르면, 하루 약 20만 개의 컨테이너가 현재 홍해를 통해 수송되고 있는데, 이는 11월에 하루 약 50만개에서 대폭 급감한 것이다. 세계 교역량이 2023년 11월에서 12월 사이에 1.3%나 감소할 정도로 중대한 파장을 미친 것이다.

 

4. 안보리 결의의 실제 목적은 홍해에서 활동하는 미국 주도 다국적 해군기동대의 군사작전인 이른바 “번영수호자작전”을 합법화·공식화 하는 것이다. 미국과 그 동맹국들은 이스라엘의 제노사이드 학살 전쟁을 무조건 지지하며 시온주의 국가에 대량의 무기를 보내고 있다. 이제 홍해에 전함도 보내고 있는 것이다. 이스라엘과 그 서방 동맹국들이 홍해와 수에즈 운하를 통한 상품 수송으로 거두는 상업적 이익을 보호하기 위해서다. 그래서 안사르알라를 타격하기 위해서다.

 

5. 미국과 영국은 이스라엘과 연결된 화물선을 “보호”할 뿐 아니라 예멘 후티 반군을 공격할 것이라고 거듭 위협해왔다. 미국이 안보리 결의를 이용해 안사르알라를 겨냥한 전쟁을 벌이고, 그럼으로써 팔레스타인 저항세력을 다분히 약화시킬 위험이 큰 이유다.

 

6. 중국과 러시아가 결의안 이면에 있는 미국의 동기에 대해 비판 의견을 표명했음에도 불구하고 그냥 기권해버리고, 그럼으로써 거부권 행사를 거절한 것은 많은 것을 말해준다. 이것은 푸틴 정권과 시진핑 정권의 이중화법을 폭로한다. 한편으로, 그들은 이스라엘의 가자지구 테러전쟁을 비판해왔다. 8. 또 RCIT는 시온주의 침략자들에 대항하여 영웅적으로 가자를 방어하고 있는 팔레스타인 인민과 저항군에 대한 조건 없는 지지를 재차 밝히는 바다. 우리는 지난 모든 가자 전쟁들에서 그랬듯이, 팔레스타인 해방투쟁의 편을 들며 따라서 하마스가 이끄는 저항투쟁의 군사적 승리를 제창한다. 저항투쟁 지도부의 노선이나 모든 전술에 정치적 지지를 주지 않고 그렇게 한다. 전진하는 유일한 길은 시온주의 국가의 혁명적 파괴와, 강에서 바다까지 하나의 팔레스타인 국가 창설이다. 이 단일의 민주적·세속적 팔레스타인 국가는 중동 사회주의 연방의 일부로서 노동자·빈농 공화국이다.

1.           9 января Совет Безопасности ООН (СБ ООН) позорно принял резолюцию, осуждающую антиизраильские действия йеменской группировки «Ансар Аллах» (хуситы), которые они совершили в знак солидарности с палестинским народом, столкнувшимся с геноцидом в секторе Газа. Резолюция призывает хуситов «немедленно прекратить все нападения, которые препятствуют глобальной торговле, правам и свободам судоходства, а также региональному миру». Ключевым положением резолюции отмечалось «право» государств-членов ООН в соответствии с международным правом «защищать свои суда от нападений, в том числе подрывающих судоходные права и свободы».

 

2.           Спонсорами резолюции выступили США и их союзник Япония. За резолюцию проголосовали одиннадцать членов совета, а четыре члена – Китай, Россия, Алжир и Мозамбик – воздержались. Примечательно, что две великие державы Востока, являющиеся постоянными членами совета – Китай и Россия – не воспользовались своим правом вето.

 

3.           Вскоре после начала геноцидной войны Израиля против палестинского народа в секторе Газа Ансар Аллах предприняла ряд атак – как против территории Израиля, так и против связанных с Израилем грузовых судов. Эти действия оказались весьма эффективными. По данным израильского экономического журнала Calcalist , израильский порт Эйлат сообщает о резком сокращении масштабов деятельности и падении более чем на 80% доходов. Эти действия вынудили крупные транспортные компании приостановить плавание в Красном море и Суэцком канале и изменить маршрут своих судов. По данным немецкого Кильского института мировой экономики , в настоящее время через Красное море ежедневно перевозится около 200 000 контейнеров по сравнению с примерно 500 000 в день в ноябре. Это имеет серьезные последствия для мировой торговли, которая сократилась на 1,3% с ноября по декабрь 2023 года.

5.           Более того, США и Великобритания неоднократно угрожали не только «защитить» грузовые суда, связанные с Израилем, но и атаковать хуситов в Йемене. Следовательно, существует большая опасность того, что Вашингтон воспользуется резолюцией СБ ООН для ведения войны против Ансар Аллаха и тем самым ослабит силы сопротивления сионистскому государству и его геноцидной войне

 

6.           Показательно, что Китай и Россия, несмотря на критику мотивов США, лежащих в основе их резолюции, лишь воздержались и тем самым отказались использовать свое вето. Это демонстрирует двусмысленность режима Путина и Си Цзиньпина. С одной стороны, оба критиковали террористическую войну Израиля в секторе Газа. Кремль даже пригласил делегацию ХАМАС и отказался объявить эту организацию «террористической». С другой стороны, они не голосуют против резолюции ООН, которая узаконивает возглавляемую США военно-морскую группу, действующую в Красном море и угрожающую хуситам. Очевидно, что эти империалистические державы гораздо больше заинтересованы в беспрепятственном торговом судоходстве, чем в защите палестинского народа. Это еще раз демонстрирует, что Путин и Си Цзиньпин — не друзья угнетенного народа, а полевые командиры, которые служат, в первую очередь, деньгам и власти.

 

7.           Революционная коммунистическая интернациональная тенденция (RCIT) с самого начала поддерживала акции солидарности хуситов. Хотя мы не поддерживаем политическую программу Ансар Аллах – мелкобуржуазного националистически-исламистского движения – мы решительно приветствуем их действия, направленные на то, чтобы нанести ущерб государству террора и апартеида Израиль и поддержать палестинский народ. В любой конфронтации между хуситами и западными державами, и, соответственно Израилем, мы выступаем за военную победу йеменских сил и поражение империалистов, не оказывая политической поддержки первым.

 

8.           Аналогичным образом, RCIT вновь заявляет о своей безоговорочной поддержке палестинского народа и его сил сопротивления, которые героически защищают сектор Газа от сионистских захватчиков. Как и во всех прошлых войнах, мы поддерживаем освободительную борьбу Палестины и поэтому выступаем за военную победу сопротивления, возглавляемого ХАМАС, не оказывая политической поддержки программе или всей тактике его руководства. Единственный путь вперед — это революционное разрушение сионистского государства и создание единого, демократического и светского палестинского государства от реки до моря, которое должно быть рабоче-крестьянской республикой в составе социалистической федерации Ближнего Востока.
