1.           The Gaza War has provoked an unprecedented global movement in solidarity with the Palestinian people. Every week millions are joining demonstrations on all continents, there has been a general strike in Westbank, Jordan and Lebanon, trade unionists in North America and Western Europe refuse to handle weapons deliveries to Israel and have blocked arms factories, and a global boycott movement against Israel and corporations supporting it is expanding rapidly. This is by far the largest international anti-war and anti-colonial movement since the times of the Vietnam or the Iraq War.

2.           Usurpingly, the solidarity movement is strongest in the Arab and Muslim world respectively among migrants in Western countries. These people identify strongly with the Palestinian cause not only for political and religious reasons but also because they themselves suffer from imperialist domination and racist oppression.

3.           Yemen is one of the countries with the largest pro-Palestine solidarity movements. Every week hundreds of thousands if not millions are marching on the streets of Sana’a, Sa’dah, Taiz, Sanaa, Aden, Ma’rib, and other cities. The majority of the heavily populated regions of the country are controlled by the Houthis, a petty-bourgeois Islamist movement. It played an important role in the popular uprising in 2014 and has been the key force in defending Yemen in the war which followed the invasion by Saudi Arabia and the UAE – supported by the U.S., the UK as well as Israel – in March 2015. This war has paused with the onset of a fragile truce nearly two years ago. While these were progressive actions, it should not go unmentioned that the Houthis are allied with Iran which is ruled by a reactionary Mullah regime.

4.           The Houthis have a long tradition of support for the Palestinian liberation struggle. Hence, soon after the beginning of the Israeli genocide in Gaza, they started to launch missiles and drones against the Zionist state. Later, they began to attack ships related with Israel and – in a spectacular operation – hijacked the Galaxy Leader, an Israeli-owned cargo ship. This helped them to massively increase their popular support which had dropped after the beginning of the truce in face of the remaining economic misery in the country. This is in stark contrast to the corrupted Arab regimes and also to Hizballah that so far have stood on the sidelines and have seen their popularity decline and their credentials as defenders of the Palestinian people severely hurt.

5.           As Israel’s war has already killed nearly 20,000 people, 70% of them children and women, and is about to provoke a new Nakba, i.e. the expulsion of the Palestinians from their homeland, the Houthis are also escalating their solidarity activities. They are threatening to stop all ships which are either related to Israeli companies or which transport goods to the Zionist state or to countries which support Israel. As a result, there are now incidents in the Red Sea nearly every day. Houthi military spokesperson Yahya Saree said in a statement a few weeks ago that the seizure of the ship was in response to the “heinous acts against our Palestinian brothers in Gaza and the West Bank. (…) If the international community is concerned about regional security and stability, rather than expanding the conflict, it should put an end to Israel’s aggression against Gaza. (…) We confirm our continuation of military operations against [Israel] until the aggression and ugly crimes against our Palestinian brothers in Gaza and the West Bank stop.”

6.           Such solidarity actions are potentially a major threat to Israel as well as Western imperialist countries. Through their control of Yemen’s west coast, the Houthis can effectively obstruct shipping through the strategic Bab el-Mandeb between the Red Sea and the Indian Ocean – a narrow passage that is the world’s third-largest choke point for oil shipments after the Straits of Hormuz and Malacca. More than six million barrels pass through it every day, mainly on their way to Europe. The Bab el-Mandeb connects with the Suez Canal – through the Red Sea – and is therefore one of the most important routes for world trade. Of course, the Houthis are not capable to literally stop shipping in this choke point. But their actions could massively raise the costs for shipping as well as for key commodities like oil. Hence, such actions could seriously hurt the economies of Israel and its Western allies. Duncan Potts, a former vice admiral with Britain’s Royal Navy, warned: “These attacks have the potential to become far more of a global strategic economic threat than simply a regional geopolitical one.”

7.           Unsurprisingly, both Israel as well as their Western allies are highly alarmed about these developments. The U.S. and France have already stationed warships in the region. Israel has also already deployed one of its most advanced warships, a Sa’ar 6 class corvette, to the Red Sea. And officials are warning that if the Western powers do not take action to stop the Houthi attacks, Israel will do so. Washington currently tries to win its allies for an international maritime task force which would be deployed in the Red Sea in order to protect container ships and, most likely, to attack the Houthis.

8.           The deployment of Western and Israeli naval forces to the Red Sea are a major threat for the Palestinian liberation struggle and for the peoples in Yemen and all other Arab countries. Because imperialist attacks on the Houthis would help the Zionist state to carry out its genocide in Gaza and, at the same time, would increase the grip of U.S. and European imperialism on the Middle East.

9.           The Revolutionary Communist International Tendency (RCIT) – including our comrades in Israel / Occupied Palestine – considers the Houthis’ attacks as legitimate actions in solidarity with the Palestinian people whose armed forces are heroically resisting the Israeli invasion. We have always sided with the Palestinian liberation struggle and therefore advocate in the current Gaza War – like in the past ones – the military victory of the resistance led by Hamas without lending political support to the program or all tactics of its leadership.

10.         We call for a comprehensive boycott of the Israeli Apartheid state. Actions, which economically weaken Israel or its Western imperialist allies and therefore put pressure on them to stop their genocide, are completely legitimate in this war for life and death. It should be noted that Arab countries did also close the Suez Canal twice in the past in protest against Western support for Israel (in 1956-57 and 1967-75). The current actions of the Houthis are a form of popular sanctions against the Zionist state and its Western allies. In any confrontation between the Houthis and Western resp. Israel, we stand for the military victory of the Yemeni forces and the defeat of the imperialists. The RCIT calls socialists and all pro-Palestine solidarity activists to join forces and to redouble their efforts to support the heroic struggle of the Palestinian people and their resistance factions!

1. La Guerra de Gaza ha provocado un movimiento global sin precedentes en solidaridad con el pueblo palestino. Cada semana, millones de personas se unen a manifestaciones en todos los continentes, ha habido una huelga general en Cisjordania, Jordania y el Líbano, sindicalistas en América del Norte y Europa Occidental se niegan a gestionar los envíos de armas a Israel y han bloqueado fábricas de armas, y un movimiento global de boicot contra Israel y las corporaciones que lo apoyan se están expandiendo rápidamente. La mayoría de las regiones densamente pobladas del país están controladas por los hutíes, un movimiento islamista pequeñoburgués. Desempeñó un papel importante en el levantamiento popular de 2014 y ha sido la fuerza clave en la defensa de Yemen en la guerra que siguió a la invasión de Arabia Saudita y los Emiratos Árabes Unidos (con el apoyo de Estados Unidos, el Reino Unido e Israel) en marzo de 2015. Esta guerra se detuvo con el inicio de una frágil tregua hace casi dos años. Si bien estas fueron acciones progresistas, no debe dejarse de mencionar que los hutíes están aliados con Irán, que está gobernado por un régimen reaccionario de mulás.

4. Los hutíes tienen una larga tradición de apoyo a la lucha de liberación palestina. Por lo tanto, poco después del comienzo del genocidio israelí en Gaza, comenzaron a lanzar misiles y drones contra el Estado sionista. Posteriormente, comenzaron a atacar barcos relacionados con Israel y –en una operación espectacular– secuestraron el Galaxy Leader, un carguero de propiedad israelí. Esto les ayudó a aumentar enormemente su apoyo popular, que había disminuido tras el inicio de la tregua ante la miseria económica que aún persistía en el país. Esto contrasta marcadamente con los regímenes árabes corruptos y también con Hezbolá, que hasta ahora se han mantenido al margen y han visto disminuir su popularidad y perjudicar gravemente sus credenciales como defensores del pueblo palestino.

5. Como la guerra de Israel ya ha matado a casi 20.000 personas, el 70% de ellas niños y mujeres, y está a punto de provocar una nueva Nakba, es decir, la expulsión de los palestinos de su patria, los hutíes también están intensificando sus actividades de solidaridad. Amenazan con detener todos los barcos que estén relacionados con empresas israelíes o que transporten mercancías al Estado sionista o a países que apoyan a Israel. Como resultado, ahora se producen incidentes en el Mar Rojo casi todos los días. El portavoz militar hutí, Yahya Saree, dijo en un comunicado hace unas semanas que la incautación del barco fue en respuesta a los “actos atroces contra nuestros hermanos palestinos en Gaza y Cisjordania. (…) Si a la comunidad internacional le preocupa la seguridad y la estabilidad regionales, en lugar de ampliar el conflicto, debería poner fin a la agresión de Israel contra Gaza. (…) Confirmamos nuestra continuación de las operaciones militares contra [Israel] hasta que cesen la agresión y los horribles crímenes contra nuestros hermanos palestinos en Gaza y Cisjordania”.

6. Estas acciones de solidaridad son potencialmente una gran amenaza para Israel y para los países imperialistas occidentales. Gracias a su control de la costa oeste de Yemen, los hutíes pueden obstruir eficazmente el transporte marítimo a través del estratégico Bab el-Mandeb, entre el Mar Rojo y el Océano Índico, un paso estrecho que es el tercer cuello de botella más grande del mundo para los envíos de petróleo después del Estrecho de Ormuz. y Malaca. Por él pasan cada día más de seis millones de barriles, principalmente de camino a Europa. Bab el-Mandeb conecta con el Canal de Suez –a través del Mar Rojo– y, por tanto, es una de las rutas más importantes para el comercio mundial. 7. No sorprende que tanto Israel como sus aliados occidentales estén muy alarmados por estos acontecimientos. Estados Unidos y Francia ya han estacionado buques de guerra en la región. Israel también ya ha desplegado uno de sus buques de guerra más avanzados, una corbeta clase Sa’ar 6, en el Mar Rojo. Y los funcionarios advierten que, si las potencias occidentales no toman medidas para detener los ataques hutíes, Israel lo hará. Actualmente, Washington intenta ganarse aliados para crear un grupo de trabajo marítimo internacional que se desplegaría en el Mar Rojo para protestar contra los buques portacontenedores y, muy probablemente, atacar a los hutíes.

8. El despliegue de fuerzas navales occidentales e israelíes en el Mar Rojo es una gran amenaza para la lucha de liberación palestina y para los pueblos de Yemen y todos los demás países árabes. Porque los ataques imperialistas contra los hutíes ayudarían al Estado sionista a llevar a cabo su genocidio en Gaza y, al mismo tiempo, aumentarían el control del imperialismo estadounidense y europeo en Oriente Medio.

9. La Corriente Comunista Revolucionaria Internacional (CCRI), incluidos nuestros camaradas en Israel/Palestina Ocupada, considera los ataques de los hutíes como acciones legítimas en solidaridad con el pueblo palestino cuyas fuerzas armadas resisten heroicamente la invasión israelí. 10. Llamamos a un boicot integral al estado de apartheid israelí. Las acciones que debilitan económicamente a Israel o a sus aliados imperialistas occidentales y, por lo tanto, los presionan para que detengan su genocidio, son completamente legítimas en esta guerra por la vida o la muerte. Cabe señalar que los países árabes también cerraron el Canal de Suez dos veces en el pasado en protesta contra el apoyo occidental a Israel (en 1956-1957 y 1967-1975). Las acciones actuales de los hutíes son una forma de sanciones populares contra el Estado sionista y sus aliados occidentales. En cualquier enfrentamiento entre los hutíes y los occidentales respectivamente. 1. 가자 전쟁은 팔레스타인 인민과 연대하는 전례 없는 글로벌 운동을 촉발시켰다. 매주 수백만 명의 사람들이 모든 대륙에서 시위에 동참하고 있고 요르단강 서안지구와 레바논에서는 총파업이 벌어졌다. 북미와 서유럽에서 노동조합들이 이스라엘에 대한 무기 인도를 거부하고 무기 공장을 봉쇄하는 등, 이스라엘과 이스라엘 지지 기업들에 대한 글로벌 보이콧 운동이 급속히 확대되고 있다. 베트남전 또는 이라크전 이후 단연 최대의 국제적 반전 · 반식민 운동이다.

2. 당연히, 연대 운동은 아랍·무슬림 세계에서 가장 강하다. 또 서구 나라의 이주자들 사이에서도 친 팔레스타인 연대가 강력히 전개되고 있다. 이주자들이 팔레스타인 대의에 강하게 동질성을 가지는 것은 단지 정치적·종교적 이유 때문만이 아니다. 동일하게 제국주의 지배와 인종주의 억압으로 고통 받고 있기 때문이기도 하다.

3. 예멘은 최대의 친 팔레스타인 연대 운동이 전개되고 있는 나라들 중 하나다. 매주 수백만 명은 아니더라도 수십만 명이 사나, 사다, 타이즈, 아덴, 마립 같은 도시들에서 거리 행진을 벌이고 있다. 예멘의 인구 밀집 지역들 중 다수는 소부르주아 이슬람주의 운동인 후티 ‘반군’이 장악하고 있다. 후티족은 2014년 민중봉기에서 중요한 역할을 했으며, 2015년 3월 미국, 영국, 이스라엘의 지원을 받는 사우디아라비아와 아랍에미리트의 침공으로 인한 전쟁에서 예멘 방위의 핵심 세력이다. 이 전쟁은 약 2년 전 휴전 협정으로 일시 정지되었지만 언제 재개될지 모르는 여전히 불안정한 상태다. 예멘 방어는 진보적 행동이었지만 후티족이 반동 물라 정권의 이란과 동맹을 맺고 있다는 점을 언급하지 않고 넘어가서는 안 된다.

4. 후티족은 팔레스타인 해방 투쟁을 지지해온 오랜 전통을 가지고 있다. 가자에서 이스라엘의 제노사이드 학살이 시작된 직후, 후티 군이 시온주의 국가를 향해 미사일과 무인기를 발사한 이유다. 이어서 후티족은 이스라엘과 관련된 선박들을 공격하기 시작했고, 눈부신 작전으로 이스라엘 소유 화물선 갤럭시 리더호를 나포했다. 앞서 휴전 이후 예멘의 계속되는 경제 고난으로 후티 군에 대한 하락하던 민중 지지가 이로 인해 크게 상승했다. 또 후티군이 부패한 아랍 정권들과는 물론이고, 지금까지 비켜서서 방관하면서 아랍 민중의 지지를 잃어가고 팔레스타인 인민의 수호자로서의 이미지를 심각하게 손상 받게 된 헤즈볼라와도 극명한 대조를 이루는 계기가 되고 있다.

5. 이스라엘이 이미 2만 명 가까이 ㅡ 그 중 70%가 아동과 여성 ㅡ 를 살육하며 제2의 나크바 (즉 팔레스타인인에 대량추방, 인종청소)를 자행하려 함에 따라 후티 군도 그들의 연대 활동을 확대강화하고 있다. 후티 군은 이스라엘 회사들과 관련이 있거나, 시온주의 국가로 또는 이스라엘 지지 나라들로 제품을 수송하는 모든 선박들을 운행 금지시키겠다고 위협하고 있다. 그 결과, 지금 거의 매일 홍해에서 사건들이 발생하고 있다. 후티 군 대변인 야히야 사리는 몇 주 전 성명에서, 선박 나포는 "가자와 서안지구의 우리 팔레스타인 형제들에 대한 잔학 행위"에 대한 대응 차원이라고 말했다. “국제사회가 분쟁 확대가 아니라 지역 안보와 안정을 염려한다면, 가자에 대한 이스라엘의 침공을 중단시켜야 할 것이다.... 우리는 가자와 서안지구의 우리 팔레스타인 형제들에 대한 공격과 추악한 범죄들이 멈출 때까지, 이스라엘에 대한 군사 작전을 계속할 것을 확인한다.”

6. 이러한 연대 행동은 이스라엘뿐만 아니라 서방 제국주의 나라들에게도 잠재적으로 큰 위협이다. 후티 군은 예멘의 동해안을 통제하고 있어 홍해와 인도양 사이의 전략적 위치에 있는 바브엘만데브 해협을 통과하는 선박 운송을 효과적으로 차단할 수 있다. 바브엘만데브 해협은 호르무즈 해협과 말라카 해협에 이어 세계 3대 석유 수송 관문으로서 하루 6백만 배럴 이상이 매일 이 해협을 통과하여 (주로) 유럽으로 간다. 바브엘만데브 해협은 홍해를 통해 수에즈 운하와 연결되며, 따라서 세계 무역에서 가장 중요한 운송로 중 하나다. 물론, 문자 그대로 후티 군이 이 관문을 막고 선박 수송을 멈춰 세울 수 있는 것은 아니다. 그러나 그들의 행동은 운송비용뿐만 아니라 석유와 같은 주요 상품 가격을 크게 올릴 수 있다. 후티 군의 그러한 연대 행동이 이스라엘과 그들의 서방 동맹국들의 경제에 심각한 타격을 줄 수 있는 이유다. 영국 해군 전 제독 던컨 포츠는 "이러한 공격은 단순히 지역 차원의 지정학적 위협을 넘어 그 보다 훨씬 더 큰 글로벌 차원의 전략적 경제 위협이 될 수 있다"고 경고했다

7. 놀랄 것도 없이, 이스라엘과 서방 동맹국들 모두 이러한 사태 진전에 대해 매우 경계하고 있다. 미국과 프랑스는 이미 이 지역에 전함을 배치했다. 이스라엘도 자국의 최신 전함 중 하나인 Sa'ar 6급 초계함을 이미 홍해에 배치했다. 그리고 서방 열강들이 후티 군의 공격을 막기 위한 조치를 취하지 않으면, 이스라엘이 할 것이라고 이스라엘 관리들이 경고하고 있다. 현재 미국은 동맹국들을 홍해 상의 국제 해양 태스크포스로 묶어세우고자 시도하고 있는데, 이는 다분히 후티 군을 공격하기 위한 것일 가능성이 크다.

8. 서방 해군과 이스라엘 해군의 홍해 배치는 팔레스타인 해방투쟁뿐만 아니라 예멘을 비롯한 다른 모든 아랍 나라 인민들에 큰 위협이 되고 있다. 왜냐하면 후티 군에 대한 제국주의 공격은 시온주의 국가가 가자에서 제노사이드 학살을 자행하는 데 도움이 되어줄 것이고, 동시에 중동에서 미국·유럽 제국주의의 장악력을 높여줄 것이기 때문이다.

9. 혁명적 공산주의인터내셔널 동맹과 RCIT 이스라엘/점령지 팔레스타인 지부는 후티 군의 군사 행동을 이스라엘의 침공에 영웅적으로 저항하고 있는 하마스를 비롯한 팔레스타인 인민의 무장대들과 연대하는 정당한 행동으로 간주한다. 언제나 우리는 팔레스타인 해방투쟁을 편 들어왔고, 따라서 현 가자 전쟁에서도 ㅡ 지난 가자 전쟁들에서처럼 ㅡ 하마스가 이끄는 저항투쟁의 군사적 승리를 제창한다. 저항투쟁 지도부의 강령이나 모든 전술에 정치적 지지를 주지 않고 그렇게 한다.

10. 우리는 이스라엘 아파르트헤이트 국가에 대한 전면적·포괄적 보이콧을 촉구한다. 경제적으로 이스라엘과 서방 제국주의 동맹국들을 약화시키고, 따라서 제노사이드 학살을 중단하도록 그들을 압박하는 이러한 행동들은 사활을 건 이 전쟁에서 완전히 정당하다. 상기해야 할 것이 있는데, 과거에도 아랍 나라들이 서방의 이스라엘 지지에 대한 항의로 수에즈 운하를 두 차례 (1956-57년과 1967-75년에) 폐쇄한 적이 있다. 현재의 후티 군 행동들은 시온주의 국가와 그 서방 동맹국들에 대한 민중 제재의 한 형태다. 후티 군과 서방 및 이스라엘 간의 어떤 대결에서도, 우리는 예멘 후티 군의 군사적 승리와 제국주의자들의 패배를 내건다.
