Critical comments on the statements of the Grantite CWI and ISA about the crisis in West Africa

Meanwhile, it should be clear to everyone that the coup in Niger and the looming war by ECOWAS and its imperialist masters is relevant not only for West Africa but for the world situation. These events have provoked a rise of nationalist zeal amongst the popular masses against domination by French imperialism. In fact, both the region’s pro-Western governments as well as its domination by the Western Great Powers are seriously threatened. In other words, we are likely moving towards a period of war, revolution and counterrevolution in the region.

 

Furthermore, these events will most likely trigger the expansion of influence by Russian (and Chinese) imperialism and, hence, accelerate the rivalry between the Western and Eastern Great Powers. Bourgeois analysists like Andreas Kluth warn in the Washington Post that the situation in Niger could escalate to become “another proxy war, and another step closer to World War III.” [1]

 

The Revolutionary Communist International Tendency (RCIT) and its Nigerian section did neither support the coup in Niger nor did we defend the government of President Bazoum – a corrupted lackey of Western imperialism. However, we recognize that the draconic response by Western imperialism and its local allies – imposing wide-ranging sanctions, cutting electricity supply, and the threat of military invasion – has provoked an anti-imperialist dynamic which revolutionaries can not but support. We oppose all sanctions against Niger. In case of a military intervention by ECOWAS troops (which will be directly or indirectly supported by Western powers), we call for the military defence of Niger and for the defeat of the pro-imperialist invaders. Likewise, socialists demand the expulsion of US/European troops from Niger. At the same time, we also oppose Russian (and Chinese) imperialism. [2]

 

 

 

Defending Niger or not?

 

 

 

It is only natural that the dramatic events in West Africa have also provoked articles and statements by other socialist organisations. In this article we shall deal with the statements of two international organisations which have a presence in the region – the CWI (with the DSM in Nigeria) and the ISA (with Militant CI in Ivory Coast). ^[3]

 

Both organisations correctly refuse to support the coup but equally oppose sanctions and threats of military intervention by ECOWAS and its Western masters. However, their stance against the looming war has a pacifist character and not a revolutionary, anti-imperialist. Sure, socialists oppose sanctions as well as war against Niger. But this is not enough. The decisive question is: should socialists defend Niger or not?

 

Let us explain. Socialists oppose any military aggression of NATO against Russia (or vice versa). But this does not mean that we would side in such a conflict with Russia (resp. NATO). No, the RCIT and all authentic anti-imperialists oppose all Great Powers and take a revolutionary defeatist position against both camps.

 

But things are different in the case of Nigeria. As we explained in our documents, Niger is a poor semi-colonial country. And while ECOWAS does not consist of imperialist states, its masters – the U.S., France and the EU – certainly are. Hence, we determine the character of a war by ECOWAS troops against Niger as imperialist and the resistance against it as anti-imperialist.

 

This means that while socialists have no interest in NATO winning against Russia (or vice versa), we definitely are interested in a defeat of ECOWAS/France and a victory of the forces defending Niger. This is why the RCIT and all authentic socialists raise the call for the defence of Niger. Hence, we call workers and popular organisations to organise actions which aid the Nigerien resistance and which weaken and sabotage the aggression of France, the EU, the U.S., as well as of Nigeria, Senegal, and other ECOWAS war-mongers.

 

 

 

Marxist classics

 

 

 

This has always been the method of Marxists. As we explained somewhere else, revolutionary socialists have always supported oppressed nations against their oppressor – even if non-revolutionary or even reactionary forces stood led the oppressed. [4]

 

For example, the Fourth International defended Ethiopia against Italy in 1935-36, despite the fact that the former had an absolutist monarchy led by Emperor Haile Selassie. „Of course, we are for the defeat of Italy and the victory of Ethiopia, and therefore we must do everything possible to hinder by all available means support to Italian imperialism by the other imperialist powers, and at the same time facilitate the delivery of armaments, etc., to Ethiopia as best we can.“ [5]

 

And in China, where the national liberation war against Japanese imperialism was led by the reactionary General Chiang Kai-shek who had slaughtered tens of thousands of communist workers in 1927, the Trotskyists advocated also support for such anti-colonial resistance. “Quite so: as against imperialism it is obligatory to help even the hangmen of Chiang Kai-shek.” [6]

 

Today, socialists need to advocate the formation of action councils and popular militias in Niger in order to organise the workers and poor peasants. There is no reason to trust the new junta led by General Tiani. However, in case of a military conflict we would side with the forces of the junta against ECOWAS troops, without lending political support for the junta.

 

 

 

Decades-old method

 

 

 

Unfortunately, the comrades of the CWI and the ISA do not draw such conclusions. They are “against the war” but do not support one camp (Niger) against the other (ECOWAS). Marxists are against the imperialist war against Niger, but we support Niger’s war against ECOWAS! In other words, we are not against war as such. We only oppose reactionary wars but support progressive, anti-imperialist wars.

 

The failure of the CWI and ISA comrades to take such a stance gives their opposition to the war a rather pacifist character, not an anti-imperialist one. This is no accident. It is rather based on the decades-old method of Grantism – named after Ted Grant, the founder of the common tendency out of which, after a process of splits, the CWI, the ISA and also the IMT emerged.) [7]

 

It has always been the method of Marxists to lend critical but unconditional support to the struggles of (semi-)colonial countries or nationally oppressed people led by (petty-)bourgeois forces. The RCIT (resp. its predecessor organisation) did take such an approach on numerous occasions: in Argentina during the Malvinas War against Britain in 1982, despite the fact that it was led by a reactionary military regime; in Iraq in the two wars 1991 and 2003 (and the subsequent occupation) against U.S. imperialism and its allies, despite the fact that the resistance was led by (petty-)bourgeois Baathist and Islamist forces; the Taliban-led resistance in Afghanistan against the imperialist occupiers in 2001-21; the Irish resistance, led by Sinn Fein / IRA, against the British occupiers; the Palestinian resistance led by Hamas and other nationalist and Islamist organisations; or the resistance of the Ukrainian people, led by the pro-Western Zelensky government, against the Russian invasion. [8]

 

Grantite organisations like the CWI, the ISA or the IMT have failed to take such an approach. Like pacifists, they are “against the war” but do not defend the oppressed. They offer the packet soup of pacifism when principled anti-imperialism is necessary. No, comrades, pacifism is an impotent instrument against imperialist war. You need to break with such a method in order to help the struggle of the Nigerien people!

Между тем, всем должно быть ясно, что переворот в Нигере и надвигающаяся война ЭКОВАС и его империалистических хозяев актуальны не только для Западной Африки, но и для мировой ситуации. Эти события вызвали рост националистического рвения среди народных масс против господства французского империализма. Фактически, как прозападные правительства региона, так и господство со стороны великих держав Запада находятся под серьезной угрозой. Другими словами, мы, вероятно, движемся к периоду войны, революции и контрреволюции в регионе.

 

Более того, эти события, скорее всего, вызовут расширение влияния российского (и китайского) империализма и, следовательно, ускорят соперничество между западными и восточными великими державами. Буржуазные аналитики, такие как Андреас Клут, предупреждают в Washington Post, что ситуация в Нигере может обостриться и превратиться в “еще одну войну чужими руками и еще на шаг приблизиться к Третьей мировой войне.” [1]

Защищать Нигер или нет?

 

 

 

Вполне естественно, что драматические события в Западной Африке также спровоцировали статьи и заявления других социалистических организаций. В этой статье мы рассмотрим заявления двух международных организаций, которые присутствуют в регионе – CWI (с DSM в Нигерии) и ISA (с воинствующим CI в Кот-д'Ивуаре). [3]

 

Обе организации справедливо отказываются поддержать переворот и в равной степени выступают против санкций и угроз военного вмешательства со стороны ЭКОВАС и его западных хозяев. Однако их позиция против надвигающейся войны носит пацифистский характер, а не революционный, антиимпериалистический. Конечно, социалисты выступают как против санкций, так и против войны в Нигере. Но этого недостаточно. Решающий вопрос таков: должны социалисты защищать Нигер или нет?

 

Давайте объясним. Социалисты выступают против любой военной агрессии НАТО против России (или наоборот). Но это не означает, что мы встали бы на сторону России в таком конфликте (соответственно, НАТО). Нет, RCIT и все подлинные антиимпериалисты выступают против всех великих держав и занимают революционно-пораженческую позицию по отношению к обоим лагерям.

 

Но в случае Нигерии все иначе. Как мы объяснили в наших документах, Нигер - бедная полуколониальная страна. И хотя ЭКОВАС не состоит из империалистических государств, его хозяева – США, Франция и ЕС – безусловно, состоят. Следовательно, мы определяем характер войны армий ЭКОВАС против Нигера как империалистический, а сопротивление ей - как антиимпериалистическое.

 

Это означает, что, хотя социалисты не заинтересованы в победе НАТО над Россией (или наоборот), мы определенно заинтересованы в поражении ЭКОВАС/Франции и победе сил, защищающих Нигер. Вот почему RCIT и все подлинные социалисты призывают к защите Нигера. Поэтому мы призываем рабочих и народные организации организовать акции, которые помогают нигерийскому сопротивлению и которые ослабляют и саботируют агрессию Франции, ЕС, США, а также Нигерии, Сенегала и других разжигателей войны ЭКОВАС.

 

 

 

Классики марксизма

 

 

 

Это всегда было методом марксистов. Как мы объясняли где-то еще, революционные социалисты всегда поддерживали угнетенные нации против их угнетателя – даже если нереволюционные или реакционные силы стояли во главе угнетенных. [4]

 

Например, Четвертый Интернационал защищал Эфиопию от Италии в 1935-36 годах, несмотря на тот факт, что в первом была абсолютистская монархия во главе с императором Хайле Селассие. „Конечно, мы за поражение Италии и победу Эфиопии, и поэтому мы должны сделать все возможное, чтобы всеми доступными средствами воспрепятствовать поддержке итальянского империализма другими империалистическими державами и в то же время максимально облегчить доставку вооружений и т.д. в Эфиопию.“ [5]

 

И в Китае, где национально-освободительной войной против японского империализма руководил реакционный генерал Чан Кайши, убивший десятки тысяч рабочих-коммунистов в 1927 году, троцкисты также выступали за поддержку такого антиколониального сопротивления. “Совершенно верно: в борьбе с империализмом обязательно помогать даже палачам Чан Кайши.” [6]

 

Сегодня социалистам необходимо выступать за формирование советов действия и народных ополчений в Нигере, чтобы организовать рабочих и бедных крестьян. Нет причин доверять новой хунте во главе с генералом Тиани. Однако в случае военного конфликта мы встали бы на сторону сил хунты против войск ЭКОВАС, не оказывая хунте политической поддержки.

 

 

 

Метод, отработанный десятилетиями

 

 

 

К сожалению, товарищи из CWI и ISA не делают таких выводов. Они “против войны”, но не поддерживают один лагерь (Нигер) против другого (ЭКОВАС). Марксисты не поддерживают империалистическую войну против Нигера, но мы поддерживаем войну Нигера против ЭКОВАС! Другими словами, мы не против войны как таковой. Мы выступаем только против реакционных войн, но поддерживаем прогрессивные, антиимпериалистические войны.

 

Неспособность товарищей из CWI и ISA занять такую позицию придает их противостоянию войне скорее пацифистский, а не антиимпериалистический характер. Это не случайно. Скорее всего, он основан на методе грантизма десятилетней давности, названном в честь Теда Гранта, основателя общей тенденции, из которой после процесса расколов возникли CWI, ISA, а также IMT. [7]

 

Методом марксистов всегда было оказывать критическую, но безоговорочную поддержку борьбе (полу)колониальных стран или национально угнетенных народов, возглавляемых (мелко)буржуазными силами. RCIT (или ее организация-предшественница) неоднократно применяла такой подход: в Аргентине во время войны на Мальвинских островах против Великобритании в 1982 году, несмотря на то, что ее возглавлял реакционный военный режим; в Ираке в двух войнах 1991 и 2003 годов (и последующей оккупации) против американского империализма и его союзников, несмотря на то, что сопротивление возглавляли (мелко)буржуазные баасистские и исламистские силы; возглавляемое Талибами сопротивление в Афганистане империалистическим оккупантам в 2001-21 годах; ирландское сопротивление, возглавляемое Шинн Фейн/ИРА, против британских оккупантов; палестинское сопротивление, возглавляемое ХАМАС и другими националистическими и исламистскими организациями; или сопротивление украинского народа, возглавляемого прозападным правительством Зеленского, против российского вторжения. [8]

 

Грантистские организации, такие как CWI, ISA или IMT, не смогли применить такой подход. Подобно пацифистам, они “против войны”, но не защищают угнетенных. Они предлагают пакетный суп из пацифизма, когда необходим принципиальный антиимпериализм. Нет, товарищи, пацифизм - бессильный инструмент против империалистической войны. Вам нужно порвать с таким методом, чтобы помочь борьбе нигерского народа!

Commentaires critiques sur les déclarations du Grantite CWI et de l'ISA sur la crise en Afrique de l'Ouest

À propos de ça, il devrait être clair pour tout le monde que le coup d'État au Niger et la guerre imminente de la CEDEAO et de ses maîtres impérialistes sont pertinents non seulement pour l'Afrique de l'Ouest mais pour la situation mondiale. Ces événements ont provoqué une montée du zèle nationaliste parmi les masses populaires contre la domination de l'impérialisme français. En fait, les gouvernements pro-occidentaux de la région ainsi que sa domination par les grandes puissances occidentales sont sérieusement menacés. En d'autres termes, nous évoluons probablement vers une période de guerre, de révolution et de contre-révolution dans la région.

 

En outre, ces événements déclencheront très probablement l'expansion de l'influence de l'impérialisme russe ( et chinois ) et, par conséquent, accéléreront la rivalité entre les grandes puissances occidentales et orientales. Des analyseurs bourgeois comme Andreas Kluth avertissent dans le Washington Post que la situation au Niger pourrait dégénérer pour devenir “une autre guerre par procuration et un autre pas de plus proche vers la Troisième Guerre mondiale.” [1]

 

Le Courant Communiste Révolutionnaire International (CCRI/RCIT)) et sa section nigériane n'ont ni soutenu le coup d'État au Niger ni défendu le gouvernement du président Bazoum– un laquais corrompu de l'impérialisme occidental. Cependant, nous reconnaissons que la réponse draconique de l'impérialisme occidental et ses alliés locaux – imposant des sanctions de grande ampleur, réduisant l'approvisionnement en électricité et la menace d'une invasion militaire – a provoqué une dynamique anti-impérialiste que les révolutionnaires doivent soutenir. Nous nous opposons à toutes les sanctions contre le Niger.. En cas d'intervention militaire des troupes de la CEDEAO (qui sera directement ou indirectement soutenue par les puissances occidentales), nous appelons à la défense militaire de Niger et pour le défaite des envahisseurs pro-impérialistes. De même, les socialistes exigent l' expulsion des troupes américaines / européennes du Niger. Dans le même temps, nous nous opposons également à l'impérialisme russe (et chinois). [2]

 

 

 

Défendre le Niger ou non?

 

 

 

Il est naturel que les événements dramatiques en Afrique de l'Ouest aient également provoqué des articles et des déclarations d'autres organisations socialistes. Dans cet article, nous traiterons des déclarations de deux organisations internationales qui sont présentes dans la région – le CWI ( avec le DSM au Nigéria ) et l'ISA ( avec CI militant en Côte d'Ivoire ). [3]

 

Les deux organisations refusent à juste titre de soutenir le coup d'État mais s'opposent également aux sanctions et menaces d'intervention militaire de la CEDEAO et de ses maîtres occidentaux. Cependant, leur position contre la guerre imminente a un caractère pacifiste et non un révolutionnaire, anti-impérialiste. Bien sûr, les socialistes s'opposent aux sanctions ainsi qu'à la guerre contre le Niger. Mais ce n'est pas assez. La question décisive est: les socialistes devraient-ils défendre le Niger ou non?

 

Expliquons. Les socialistes s'opposent à toute agression militaire de l'OTAN contre la Russie ( ou vice versa ). Mais cela ne signifie pas que nous serions du côté d'un tel conflit avec la Russie ( resp. OTAN ). Non, le CCRI et tous les anti-impérialistes authentiques s'opposent à toutes les grandes puissances et prennent une position défaitiste révolutionnaire contre les deux camps.

 

Mais les choses sont différentes dans le cas du Nigéria. Comme nous l'avons expliqué dans nos documents, le Niger est un pays semi-colonial pauvre. Et tandis que la CEDEAO ne consiste pas en les États impérialistes, ses maîtres – les États-Unis, la France et l'UE – le sont certainement. Par conséquent, nous déterminons le caractère d'une guerre des troupes de la CEDEAO contre le Niger comme impérialiste et la résistance contre comme anti-impérialiste.

 

Cela signifie que si les socialistes n'ont aucun intérêt à ce que l'OTAN gagne contre la Russie ( ou vice versa ), nous sommes définitivement intéressés par une défaite de la CEDEAO / France et une victoire des forces défendant le Niger. C'est pourquoi le CCRI et tous les socialistes authentiques lancent l'appel à la défense du Niger. Par conséquent, nous appelons les travailleurs et les organisations populaires à organiser des actions qui aident la résistance nigérienne et qui affaiblissent et sabotent l'agression de la France, de l'UE, des États-Unis, ainsi que du Nigéria, du Sénégal et d'autres bellicistes de la CEDEAO.

 

 

 

Classiques marxistes

 

 

 

Cela a toujours été la méthode des marxistes. Comme nous l'avons expliqué ailleurs, les socialistes révolutionnaires ont toujours soutenu les nations opprimées contre leur oppresseur - même si des forces non révolutionnaires ou même réactionnaires se tenaient conduisaient les opprimés. [4]

 

Par exemple, la Quatrième Internationale a défendu l'Éthiopie contre l'Italie en 1935-1936, malgré le fait que la première avait une monarchie absolutiste dirigée par l'empereur Haile Selassie. „Bien sûr, nous sommes pour la défaite de l'Italie et du victoire de l'Éthiopie, et nous devons donc tout faire pour entraver par tous les moyens disponibles le soutien à l'impérialisme italien par les autres puissances impérialistes, et en même temps faciliter la livraison d'armements, etc., en Éthiopie du mieux que nous pouvons.“ [5]

 

Et en Chine, où était la guerre de libération nationale contre l'impérialisme japonais dirigés par le général réactionnaire Chiang Kai-shek qui avait massacré des dizaines de milliers de travailleurs communistes en 1927, les trotskystes ont également préconisé le soutien à une telle résistance anticoloniale. “Tout à fait: contre l'impérialisme, il est obligatoire d'aider même les bourreau Chiang Kai-shek.” [6]

 

Aujourd'hui, les socialistes doivent plaider pour la formation de conseils d'action et de milices populaires au Niger afin d'organiser les travailleurs et les paysans pauvres. Il n'y a aucune raison de faire confiance à la nouvelle junte dirigée par le général Tiani. Cependant, en cas de conflit militaire, nous nous rallierions aux forces de la junte contre les troupes de la CEDEAO, sans apporter de soutien politique pour la junte.

 

 

 

Méthode ancienne de plusieurs décennies

 

 

 

Malheureusement, les camarades du CWI et de l'ISA ne tirent pas de telles conclusions. Ils sont “ contre la guerre ” mais ne soutiennent pas un camp ( Niger ) contre l' autre ( CEDEAO ). Les marxistes sont contre la guerre impérialiste contre le Niger, mais nous soutenons la guerre du Niger contre la CEDEAO! En d'autres termes, nous ne sommes pas contre la guerre en tant que telle. Nous ne nous opposons qu'aux guerres réactionnaires mais soutenez les guerres progressistes et anti-impérialistes.

 

L'échec des camarades du CWI et de l'ISA à adopter une telle position donne à leur opposition à la guerre un caractère plutôt pacifiste, pas anti-impérialiste. Ceci n'est pas un accident. Il est plutôt basé sur la méthode vieille de plusieurs décennies du grentisme – du nom de Ted Grant, le fondateur de la tendance commune dont, après un processus de scission, Le CWI, l'ISA et le TMI a également émergé. [7]

 

Cela a toujours été la méthode des marxistes d'apporter un soutien critique mais inconditionnel aux luttes des pays (semi-)coloniaux ou des peuples opprimés au niveau national dirigés par des forces petites-bourgeoises. Le CCRI ( et respectivement son organisation précédente ) a adopté une telle approche à de nombreuses reprises: en Argentine pendant la guerre des Malouines contre la Grande-Bretagne en 1982, malgré le fait qu'elle était dirigée par un régime militaire réactionnaire; en Irak dans les deux guerres 1991 et 2003 ( et l'occupation ultérieure ) contre l'impérialisme américain et ses alliés, malgré le fait que la résistance était dirigée par les forces baasistes et islamistes ( petty- ) bourgeois; la résistance dirigée par les talibans en Afghanistan contre la occupants impérialistes en 2001-21; la résistance irlandaise, dirigée par le Sinn Fein / IRA, contre les occupants britanniques; la résistance palestinienne dirigée par le Hamas et d'autres nationalistes et islamistes organisations;ou la résistance du peuple ukrainien, dirigée par le gouvernement pro-occidental Zelensky, contre l'invasion russe. [8]

 

Des organisations de grantites comme le CWI, l'ISA ou TMI n'ont pas adopté une telle approche. Comme les pacifistes, ils sont “ contre la guerre ” mais ne défendent pas l' opprimé. Ils offrent l'assiette à soupe de pacifisme lorsque l'anti-impérialisme de principe est nécessaire. Non, camarades, le pacifisme est un instrument impuissant contre la guerre impérialiste. Vous devez rompre avec une telle méthode pour aider à la lutte du peuple nigérien!
