Israel’s barbaric war against the Palestinian people in Gaza reflects not only the genocidal nature of the Zionist state. The past weeks have also demonstrated the steadfastness and heroism of thousands of resistance fighters who are prepared to scarify their lives for the defence of their homeland. This is a struggle where the Revolutionary Communist International Tendency (RCIT) and all authentic anti-imperialists unconditionally support the Palestinian resistance forces in order to defeat the Zionist occupier. [1]

 

All over the world – and in particular in Arab and Muslim countries – masses are demonstrating in solidarity with the Palestinian people. A global movement for the boycott is spreading and trade unions in the U.S., Western Europe and India are trying to stop any arms transfer to Israel. [2]

 

The Arab League and the Organisation of Islamic Cooperation (OIC) – consisting of 57 member states – have unanimously condemned Israels aggression and call for an immediate ceasefire. Likewise did most states in the UN General Assembly vote for a resolution demanding an end of the war.

 

Still, the brutal killer machine of the Zionist state continues to slaughter the people in Gaza in order to provoke a new Nakba. And still, U.S. and European imperialism are continuing to support the Israeli Apartheid state.

 

How is this possible and what can be done?

 

 

 

Liberation of Palestine: An international issue

 

 

 

Let us begin by emphasising that the Palestinian liberation is by its very nature an international issue and has always been so. The tragic fate of the Palestinian people could only take place because the British imperialists decided in 1917 to support the Zionist project (the “Balfour Declaration”). They occupied Palestine and aided Jewish settlers in expelling the native population.

 

Likewise, the creation of the Israeli state was only possible because the Western imperialist powers fully supported it and because the Stalinist USSR not only agreed to this colonial project but also sent weapons (via Czechoslovakia) to the Zionist armed gangs.

 

Since then, Israel could only survive within a hostile environment – hated by the Palestinian and all Arab peoples – because it was permanently supported by the U.S. and European imperialists with weapons and money. The combined amount of US Foreign Aid to Israel in the years 1946 to 2023 totals an estimated $260 billion (inflation-adjusted). Already before the current war started, the U.S. promised to send Israel more than $3.8bn of military aid in 2023. ^[3] No doubt, this sum will now increase massively.

 

We can also see this today in the current fifth war of Israel against Gaza. Israel could hardly win the war without the military support of the U.S. via arms deliveries, sending of two carrier groups and a nuclear submarine to the region, sharing of intelligence, etc. Likewise, Israel has been forced to dramatically increase its debt by borrowing $7.8 billion since 7 October. Slightly more than half of that – $4.1 billion – was dollar-denominated debt raised in issuances in international markets. [4]

 

In short, international support by Western imperialists (as well as by Stalinism in the first period) has always been essential for the Zionist state. Without such aid, the Israeli Apartheid state would not exist anymore.

 

The conclusions from this are that the Palestinian liberation struggle does not have only Israel as its enemy but also a number of powerful imperialist states. From this follows that the Palestinian people can not defeat their oppressors if they remain isolated. They need the support of workers and oppressed in other countries – from the Arab and Muslim countries to North America and Europe. Hence, it is decisive to build a strong pro-Palestine movement all over the world and to win workers and popular organizations to support this cause.

 

The same is true the other way round. The Palestinian question is a decisive issue for the international workers and popular movement. One can not be a socialist or even a democrat in Northern America, Western Europe, Russia and other countries without unconditionally supporting the Palestinian liberation struggle, without opposing the existence of the Zionist settler state, without fighting for a single democratic Palestinian state from the river to the sea. Hence, the RCIT considers this issue is a litmus test for each and every progressive organisation. ^[5]

 

In our view, the only way to overcome the Nakba is the struggle for the destruction of the Zionist Apartheid state and the creation of a single Palestinian state from the River to the Sea. Such a state would have a Palestinians majority as it would allow the right of return of all refugees. At the same time, it would guarantee full cultural and religious rights for the Jewish minority. Such a state would have a secular and democratic character and should be a workers and poor peasant republic as part of a socialist federation of the Middle East (“Palestine red and free, from the River to the Sea”).

 

 

 

The shameful results of the Summits of the Arab League and the OIC

 

 

 

Obviously, the Israeli state and its close allies among the Western powers are the open and immediate enemies of the Palestinian people. However, there are also those who oppose the Israeli aggression in words but refuse to turn rhetoric into action. This was particularly evident at the recent summits of the Arab League and the OIC in Riyad (Saudi Arabia). [6]

 

Surely, the state leaders did “condemned the military aggression against the Gaza Strip and the war crimes and barbaric, brutal, and inhuman massacres committed by the colonial occupation government and the military operations against Palestinian cities and camps, the settlers’ terrorism, and Israeli attacks on Islamic and Christian holy places in Al-Quds and the illegal Israeli measures that violate freedom of worship.” [7]

 

But when the discussion turned to actions, the so-called “protectors of the Muslim people” could not agree on anything. When Algeria’s proposed to impose sanctions on Israel, it was rejected after being opposed by Saudi Arabia, Bahrain, the United Arab Emirates and Morocco. Libya’s proposal that the final statement of the conference should include a statement in support of the right of the Palestinian people to resist the Israeli occupation met the same fate.

 

Other proposals included the call for prohibition of the use of US and other military bases in Arab countries to supply Israel with weapons and ammunition; for freezing of Arab diplomatic, economic, security, and military relations with Israel; and for threatening to leverage oil and Arab economic capabilities to apply pressure and halt the ongoing aggression. These measures were endorsed by 11 Arab countries, including Palestine, Syria, Algeria, Tunisia, Iraq, Lebanon, Kuwait, Qatar, Oman, Libya and Yemen. But they were vetoed by other, more powerful players, which support the so-called “normalization” with the Zionist state.  ^[8]

 

 

 

The open and the disguised enemies of the liberation struggle

 

 

 

In other words, Arab states which have established official diplomatic and economic relations with Israel – like the United Arab Emirates, Bahrain, Morocco, Jordan and Egypt – do not only fail to aid the Palestinian resistance with weapons or with joining the war on the side of the oppressed; they even refuse to cut relations with the Zionist terror state! They denounce the aggression of Israel with their mouth but give them money with their hands.

 

Most of those Arab leaders who supported sanctions against Israel at the summit are not much better. Take the Palestinian Authority of Mahmoud Abbas. They might support sanctions against Israel at the OIC Summit. But in the West Bank, it helps the Israeli state to suppress the Palestinian resistance. It is despised by the people which is why his party lost the parliamentary elections to Hamas and why it did not allow new Presidential elections despite the fact that Abaas’ mandate has expired already in 2009! The truth is that Abbas continues to be in power only because of Israel’s support.

 

Or take Assad, the notorious butcher of the Syrian people. What a loud-mouth and spearhead of “Anti-Zionism” and “Anti-Imperialism”! But compare this to the real world. His father had joined the U.S.-led coalition which waged war against Iraq in 1991. And Assad the son is a coward in face of Israel who never fired a single shot against the Zionist enemy! He is only “strong” against his own people of whom he has slaughtered – with the aid of Russian imperialism – hundreds of thousands since the beginning of the Syrian Revolution in 2011.

 

This is why the RCIT has supported the Syrian Revolution from its beginning until today. ^[9] We fully share the sentiment of Syrian activists who say that Israel and Assad are “two sides of the same coin”, i.e. both are butchers of the people. [10]

 

Egypt’s reactionary ruler – General Sisi, who came to power via a bloody military coup in July 2013 – does not only entertain official relations with Israel. His regime has also always supported Israel’s barbaric blockade of Gaza by closely guarding the border and by destroying many tunnels which were used for smuggling goods into the enclave. [11]

 

The same is true for the Mullah regime in Iran. It is full of rhetoric against “the Zionist enemy” and, to its credit, it provides material support to some Palestinian resistance organisations. But at the same time, it is suppressing its own people – including the Arab, Kurdish and Azeri national minorities -, trampling on women’s rights [12] and supports reactionary tyrants (e.g. Assad in Syria or Putin’s imperialist war against the Ukraine). [13]

 

At the same time, we see the Arab street boiling and the masses demanding their leaders to intervene and to support the Palestinian brothers and sisters by any means necessary. But instead of heading the demand of its people, these rulers not only refuse to take actions against Israel but even suppress the masses who are willing to join the struggle of the Palestinian resistance. The shameful attacks of Sisi police thugs against pro-Palestine demonstrators or of Jordan’s police against people who wanted to march to the border with Israel are symbolic for the reactionary nature of the Arab regimes.

 

What is the material basis for the reactionary stance of the Arab (and Iranian) rulers? The answer, in short, is simple: power and money. They know that a wave of mass mobilisation throughout the region resulting in a popular war against the Zionist state would completely destabilise the region. If the masses can defeat Israel, why on earth should they not also topple the greedy and useless regimes at home?! Furthermore, a regional war would badly affect the ruler’s business since it could block transport routes for oil and gas shipments and would deter foreign investments from imperialist states (which comes mainly the U.S., Western Europe and China).

 

In addition, such regional instability would be a catastrophe also for the imperialist powers. They all need oil and gas from the Middle East and the Arab rulers need banks and markets in the imperialist countries. In short, if they have to choose between life and death of the Palestinian people and their own power and money, the corrupted rulers surely know what to choose!

 

 

 

The struggle for the liberation of Palestine requires breaking down the wall of Arab rulers

 

 

 

In other words, all these Arab (and Iranian) rulers are not only no help for the liberation struggle of the Palestinian people, they are rather a decisive obstacle. Hence, the struggle for a free Palestine must be combined with the struggle against the Arab (and Iranian) rulers.

 

Such a combination is not only necessary from a Palestinian point of view but also from an Arab and Iranian point of view. These rulers have helped a small elite to enrich itself beyond imagination while the masses are forced to battle for their existence every day. At the same time, these rulers strangle democratic freedoms since years and decades so that the workers and oppressed can not fight for their dignity.

 

This has been the objective background for the Arab Revolution which began in early 2011 and which saw some important victories – like the fall of Ben Ali, Mubarak, and Gaddafi – but also several severe defeats. ^[14] However, it is a process of revolution and counterrevolution which is still ongoing as the new wave of popular uprisings in 2018-2020 in Iraq, Sudan, Algeria, etc. [15] or the mass mobilisation in Syria in August and September this year demonstrated. [16]

 

Hence, there exists an objective basis to combine these two processes – the Palestinian liberation struggle and the Arab Revolution. The Palestinian people need the support of their Arab (and Iranian) brothers and sisters. They can not count on the selfish and greedy rulers but only on the popular masses. And the Arab masses have an existential interest in destroying the Zionist state since this entity will always be a key force of imperialist counterrevolution if the Arab masses achieve a victory in this or that country.

 

Therefore, the RCIT strongly rejects national-isolationist tendencies which want to seperate the Palestinian struggle from the liberation struggles in other Arab countries. Likewise, we insist that the liberation struggles in Syria, Egypt, etc. have to be combined with an explicit stance of solidarity with Palestine.

 

Hence, we consider it as a grave mistake of the Hamas leadership that – after it supported the Syrian Revolution for some years – it has reconciled with the Assad regime.

 

 

 

The program of permanent revolution and the need for revolutionary leadership

 

 

 

The struggles for the liberation of Jerusalem and for the Arab Revolution are inextricably linked with each other. Furthermore, they have both a national as well as an international character; and, finally, they have both a national, democratic as well as a socialist character. Let us explain in more detail what this means.

 

As we already said, it is crucial that revolutionary activists combine the Palestinian struggle with the issue of solidarity with the Syrian Revolution, the necessity to bring down the Sisi regime in Egypt, etc. And likewise, the Palestine issue has to be introduced into the liberation struggle in Arab countries.

 

If the workers and oppressed in one country succeed in bringing down a regime, they must no stop such a revolutionary process at the border of their country. The goal must be to expand the revolution to other countries so that the counterrevolution can not regroup and isolate the revolution. Should the masses take power in Egypt, Israel in concert with Saudi Arabia and the Emirates (and maybe with the aid of the reactionary warlords in Sudan) will try to intervene and to overthrow the new government. Hence, the revolution must look for allies from the very beginning and these allies are among the masses – and not among the rulers. Such an internationalisation of the revolution is also essential because the economy of each country depends on the regional and world market.

 

Furthermore, the revolution must be a comprehensive one. It must aim at smashing the authoritarian state apparatus (army, police, bureaucracy) as this monster will always be an instrument of the ruling class – as we saw in Egypt and Tunisia. Such a capitalist state apparatus must be replaced with a new one which has to be built from below to the top, under the control of the masses.

 

The revolution must also immediately expropriate the ruling class, i.e. the key sectors of industry, transport, telecommunication and finances must be nationalised and put under workers control. As long as the elite keeps its wealth, it will have the financial means to bribe and to organise a counterrevolution.

 

Such a program – presented here in a very condensed form – is based on the theory of permanent revolution which was elaborated by Leon Trotsky – the co-leader, together with Lenin, of the October Revolution in 1917 – on the basis of the experience of the Russian as well as other revolutions. „The permanent revolution, in the sense which Marx attached to this concept, means a revolution which makes no compromise with any single form of class rule, which does not stop at the democratic stage, which goes over to socialist measures and to war against reaction from without: that is, a revolution whose every successive stage is rooted in the preceding one and which can end only in the complete liquidation of class society.“ ^[17]

 

Revolutionary activists need to intervene in all struggles of the workers and oppressed and advocate such a program of permanent revolution. They should help the masses to build their own organs of struggle. Such should be mass assemblies in workplaces and neighbourhoods which take democratic decision about the struggle resp. its goals and which elect delegates so that regional and national bodies can be formed. Likewise, such assemblies need to create armed units of self-defence in order to defend the masses against the repression apparatus. Such organs can, when the masses rise up via an armed insurrection against the ruling class, become the basis for an authentic workers and poor peasant government.

 

Such a strategy can only be realised if activists join forces and build a revolutionary party on the basis of such a program of permanent revolution. Hence, the task of building a Revolutionary World Party, with sections in each country, is the key task of the current period. The RCIT is dedicated to this task and calls all likeminded activists to join forces.

 

 

El único camino a seguir es una estrategia que integre las luchas de las masas oprimidas en una Intifada conjunta en todo el Medio Oriente.

La bárbara guerra de Israel contra el pueblo palestino en Gaza refleja no sólo la naturaleza genocida del Estado sionista. Las últimas semanas también han demostrado la firmeza y el heroísmo de miles de combatientes de la resistencia que están dispuestos a sacrificar sus vidas por la defensa de su patria. Esta es una lucha en la que la Corriente Comunista Revolucionaria Internacional (CCRI) y todos los antiimperialistas auténticos apoyan incondicionalmente a las fuerzas de resistencia palestinas para derrotar al ocupante sionista. ^[1]

 

En todo el mundo –y en particular en los países árabes y musulmanes– masas se están manifestando en solidaridad con el pueblo palestino. Se está extendiendo un movimiento global a favor del boicot y los sindicatos en Estados Unidos, Europa occidental e India están tratando de detener cualquier transferencia de armas a Israel. ^[2]

 

La Liga Árabe y la Organización de Cooperación Islámica (OCI), compuesta por 57 estados miembros, condenaron unánimemente la agresión israelí y pidieron un alto el fuego inmediato. De la misma manera, la mayoría de los estados en la Asamblea General de la ONU votaron a favor de una resolución que exigía el fin de la guerra.

 

Aun así, la brutal máquina asesina del Estado sionista continúa masacrando al pueblo de Gaza para provocar una nueva Nakba. Y, aun así, EE.UU. y el imperialismo europeo siguen apoyando al estado de apartheid israelí.

 

¿Cómo es esto posible y qué se puede hacer?

 

 

 

La liberación de Palestina: una cuestión internacional

 

 

 

Comencemos destacando que la liberación palestina es por su propia naturaleza una cuestión internacional y siempre lo ha sido. El trágico destino del pueblo palestino sólo pudo ocurrir porque los imperialistas británicos decidieron en 1917 apoyar el proyecto sionista (la “Declaración Balfour”). Ocuparon Palestina y ayudaron a los colonos judíos a expulsar a la población nativa.

 

Asimismo, la creación del Estado de Israel sólo fue posible porque las potencias imperialistas occidentales lo apoyaron plenamente y porque la URSS estalinista no sólo aceptó este proyecto colonial, sino que también envió armas (a través de Checoslovaquia) a las bandas armadas sionistas.

 

Desde entonces, Israel sólo pudo sobrevivir dentro de un entorno hostil –odiado por los palestinos y todos los pueblos árabes– porque contó con el apoyo permanente de Estados Unidos y de los imperialistas europeos con armas y dinero. La cantidad combinada de ayuda exterior de Estados Unidos a Israel en los años 1946 a 2023 asciende a un total estimado de 260 mil millones de dólares (ajustado a la inflación). Ya antes de que comenzara la guerra actual, EE.UU. prometió enviar a Israel más de 3.800 millones de dólares en ayuda militar en 2023. ^[3] Sin duda, esta suma ahora aumentará enormemente.

 

Esto también lo podemos ver hoy en la actual quinta guerra de Israel contra Gaza. Israel difícilmente podría ganar la guerra sin el apoyo militar de Estados Unidos mediante entregas de armas, envío de dos grupos de portaaviones y un submarino nuclear a la región, intercambio de inteligencia, etc. Del mismo modo, Israel se ha visto obligado a aumentar drásticamente su deuda pidiendo prestado 7.800 millones de dólares desde el 7 de octubre. Un poco más de la mitad de esa cantidad –4.100 millones de dólares– era deuda denominada en dólares obtenida en emisiones en los mercados internacionales. ^[4]

 

En resumen, el apoyo internacional de los imperialistas occidentales (así como del estalinismo en el primer período) siempre ha sido esencial para el Estado sionista. Sin esa ayuda, el estado de apartheid israelí ya no existiría.

 

Las conclusiones de esto son que la lucha de liberación palestina no sólo tiene como enemigo a Israel sino también a varios estados imperialistas poderosos. De esto se desprende que el pueblo palestino no puede derrotar a sus opresores si permanece aislado. Necesitan el apoyo de los trabajadores y oprimidos de otros países, desde los países árabes y musulmanes hasta América del Norte y Europa. Por lo tanto, es decisivo construir un movimiento fuerte a favor de Palestina en todo el mundo y ganar a los trabajadores y a las organizaciones populares para que apoyen esta causa.

 

Lo mismo ocurre al revés. La cuestión palestina es una cuestión decisiva para el movimiento obrero y popular internacional. No se puede ser socialista ni siquiera demócrata en América del Norte, Europa Occidental, Rusia y otros países sin apoyar incondicionalmente la lucha de liberación palestina, sin oponerse a la existencia del Estado colono sionista, sin luchar por un Estado palestino único y democrático desde el río hasta el mar. De ahí que la CCRI considere que esta cuestión es una prueba de fuego para todas y cada una de las organizaciones progresistas. ^[5]

 

En nuestra opinión, la única manera de superar la Nakba es la lucha por la destrucción del Estado sionista del Apartheid y la creación de un Estado palestino único desde el río hasta el mar. Un Estado así tendría una mayoría palestina ya que permitiría el derecho de retorno de todos los refugiados. Al mismo tiempo, garantizaría plenos derechos culturales y religiosos para la minoría judía. Un Estado así tendría un carácter secular y democrático y debería ser una república de trabajadores y campesinos pobres como parte de una federación socialista de Oriente Medio (“Palestina libre y roja, desde el río hasta el mar”).

 

 

 

Los vergonzosos resultados de las Cumbres de la Liga Árabe y la OCI

 

 

 

Obviamente, el Estado israelí y sus estrechos aliados entre las potencias occidentales son los enemigos abiertos e inmediatos del pueblo palestino. Sin embargo, también hay quienes se oponen a la agresión israelí de palabra, pero se niegan a convertir la retórica en hechos. Esto fue particularmente evidente en las recientes cumbres de la Liga Árabe y la OCI en Riad (Arabia Saudita). ^[6]

 

Seguramente, los líderes estatales sí “condenaron la agresión militar contra la Franja de Gaza y los crímenes de guerra y las masacres bárbaras, brutales e inhumanas cometidas por el gobierno de ocupación colonial y las operaciones militares contra ciudades y campamentos palestinos, el terrorismo de los colonos y el terrorismo israelí”. “Los ataques a lugares sagrados islámicos y cristianos en Al-Quds y las medidas ilegales israelíes que violan la libertad de culto”. ^[7]

 

Pero cuando la discusión derivó en acciones, los llamados “protectores del pueblo musulmán” no pudieron ponerse de acuerdo en nada. Cuando Argelia propuso imponer sanciones a Israel, fue rechazada tras la oposición de Arabia Saudita, Bahréin, los Emiratos Árabes Unidos y Marruecos. La propuesta de Libia de que la declaración final de la conferencia incluyera una declaración en apoyo del derecho del pueblo palestino a resistir la ocupación israelí corrió la misma suerte.

 

Otras propuestas incluyeron el llamado a prohibir el uso de bases militares estadounidenses y de otros países en países árabes para suministrar armas y municiones a Israel; por congelar las relaciones diplomáticas, económicas, militares y de seguridad árabes con Israel; y por amenazar con aprovechar el petróleo y las capacidades económicas árabes para ejercer presión y detener la agresión en curso. Estas medidas fueron respaldadas por 11 países árabes, entre ellos Palestina, Siria, Argelia, Túnez, Irak, Líbano, Kuwait, Qatar, Omán, Libia y Yemen. Pero fueron vetados por otros actores más poderosos, que apoyan la llamada “normalización” con el Estado sionista. ^[8]

 

 

 

Los enemigos abiertos y disfrazados de la lucha de liberación

 

 

 

En otras palabras, los Estados árabes que han establecido relaciones diplomáticas y económicas oficiales con Israel –como los Emiratos Árabes Unidos, Bahréin, Marruecos, Jordania y Egipto– no sólo dejan de ayudar a la resistencia palestina con armas o uniéndose a la guerra del lado de los oprimidos; ¡Incluso se niegan a cortar relaciones con el Estado terrorista sionista! Denuncian la agresión de Israel con la boca, pero les dan dinero con las manos.

 

La mayoría de los líderes árabes que apoyaron las sanciones contra Israel en la cumbre no son mucho mejores. Tomemos como ejemplo la Autoridad Palestina de Mahmoud Abbas. Podrían apoyar sanciones contra Israel en la Cumbre de la OCI. Pero en Cisjordania, ayuda al Estado de Israel a reprimir la resistencia palestina. Es despreciado por el pueblo y por eso su partido perdió las elecciones parlamentarias ante Hamás y no permitió nuevas elecciones presidenciales a pesar de que el mandato de Abaas ya expiró en 2009. La verdad es que Abbas sigue en el poder sólo gracias al apoyo de Israel.

 

O tomemos el caso de Assad, el famoso carnicero del pueblo sirio. ¡Qué bocazas y punta de lanza del “antisionismo” y del “antiimperialismo”! Pero compare esto con el mundo real. Su padre se había unido a la coalición liderada por Estados Unidos que libró la guerra contra Irak en 1991. ¡Y Assad el hijo es un cobarde frente a Israel que nunca disparó un solo tiro contra el enemigo sionista! Sólo es “fuerte” contra su propio pueblo, al que ha masacrado –con la ayuda del imperialismo ruso– a cientos de miles desde al comienzo de la Revolución Siria en 2011.

 

Por eso la CCRI ha apoyado la revolución siria desde sus inicios hasta hoy. ^[9] Compartimos plenamente el sentimiento de los activistas sirios que dicen que Israel y Assad son “dos caras de la misma moneda”, es decir. Ambos son carniceros del pueblo. ^[10]

 

El gobernante reaccionario de Egipto –el general Sisi, que llegó al poder mediante un sangriento golpe militar en julio de 2013– no sólo mantiene relaciones oficiales con Israel. Su régimen también siempre ha apoyado el bárbaro bloqueo de Gaza por parte de Israel, vigilando estrechamente la frontera y destruyendo muchos túneles que se utilizaban para el contrabando de mercancías hacia el enclave. ^[11]

 

Lo mismo ocurre con el régimen mulá de Irán. Está lleno de retórica contra “el enemigo sionista” y, hay que reconocerlo, brinda apoyo material a algunas organizaciones de resistencia palestinas. Pero al mismo tiempo, está reprimiendo a su propio pueblo –incluidas las minorías nacionales árabe, kurda y azerí-, pisoteando los derechos de las mujeres ^[12] y apoya a tiranos reaccionarios (por ejemplo, Assad en Siria o la guerra imperialista de Putin contra Ucrania). ^[13]

 

Al mismo tiempo, vemos las calles árabes hirviendo y las masas exigiendo a sus líderes que intervengan y apoyen a los hermanos y hermanas palestinos por cualquier medio necesario. Pero en lugar de encabezar las demandas de su pueblo, estos gobernantes no sólo se niegan a tomar medidas contra Israel, sino que incluso reprimen a las masas que están dispuestas a unirse a la lucha de la resistencia palestina. Los vergonzosos ataques de los matones de la policía de Sisi contra manifestantes pro palestinos o de la policía jordana contra personas que querían marchar hacia la frontera con Israel son simbólicos de la naturaleza reaccionaria de los regímenes árabes.

 

¿Cuál es la base material de la postura reaccionaria de los gobernantes árabes (e iraníes)? La respuesta, en resumen, es sencilla: poder y dinero. Saben que una ola de movilización masiva en toda la región que resulte en una guerra popular contra el Estado sionista desestabilizaría completamente la región. Si las masas pueden derrotar a Israel, ¿por qué no deberían derrocar también a los regímenes codiciosos e inútiles en casa? Además, una guerra regional afectaría gravemente los negocios del gobernante, ya que podría bloquear las rutas de transporte de petróleo y gas y disuadiría las inversiones extranjeras de los estados imperialistas (que provienen principalmente de Estados Unidos, Europa occidental y China).

 

Además, esa inestabilidad regional sería una catástrofe también para las potencias imperialistas. Todos necesitan petróleo y gas del Medio Oriente y los gobernantes árabes necesitan bancos y mercados en los países imperialistas. En resumen, si tienen que elegir entre la vida o la muerte del pueblo palestino y su propio poder y dinero, ¡los gobernantes corruptos seguramente saben qué elegir!

 

 

 

La lucha por la liberación de Palestina requiere derribar el muro de los gobernantes árabes

 

 

 

En otras palabras, todos estos gobernantes árabes (e iraníes) no sólo no ayudan a la lucha de liberación del pueblo palestino, sino que son más bien un obstáculo decisivo. Por tanto, la lucha por una Palestina libre debe combinarse con la lucha contra los gobernantes árabes (e iraníes).

 

Semejante combinación no sólo es necesaria desde el punto de vista palestino sino también desde el punto de vista árabe e iraní. Estos gobernantes han ayudado a una pequeña élite a enriquecerse más allá de lo imaginable mientras las masas se ven obligadas a luchar por su existencia todos los días. Al mismo tiempo, estos gobernantes estrangulan las libertades democráticas desde hace años y décadas para que los trabajadores y oprimidos no puedan luchar por su dignidad.

 

Este ha sido el trasfondo objetivo de la Revolución Árabe que comenzó a principios de 2011 y que vio algunas victorias importantes –como la caída de Ben Ali, Mubarak y Gadafi– pero también varias derrotas graves. ^[14] Sin embargo, es un proceso de revolución y contrarrevolución que aún continúa como la nueva ola de levantamientos populares en 2018-2020 en Irak, Sudán, Argelia, etc. ^[15] o la movilización masiva en Siria en agosto y septiembre quedó demostrada este año. ^[16]

 

Por tanto, existe una base objetiva para combinar estos dos procesos: la lucha de liberación palestina y la Revolución Árabe. El pueblo palestino necesita el apoyo de sus hermanos y hermanas árabes (e iraníes). No pueden contar con los gobernantes egoístas y codiciosos sino sólo con las masas populares. Y las masas árabes tienen un interés existencial en destruir el Estado sionista ya que esta entidad siempre será una fuerza clave de la contrarrevolución imperialista si las masas árabes logran una victoria en tal o cual país.

 

Por lo tanto, la CCRI rechaza firmemente las tendencias nacional-aislacionistas que quieren separar la lucha palestina de las luchas de liberación en otros países árabes. Asimismo, insistimos en que las luchas de liberación en Siria, Egipto, etc. deben combinarse con una postura explícita de solidaridad con Palestina.

 

Por lo tanto, consideramos un grave error de la dirección de Hamás que –después de haber apoyado la revolución siria durante algunos años– se haya reconciliado con el régimen de Assad.

 

 

 

El programa de la revolución permanente y la necesidad de una dirección revolucionaria

 

 

 

Las luchas por la liberación de Jerusalén y por la Revolución Árabe están indisolublemente ligadas entre sí. Además, tienen carácter tanto nacional como internacional; y, finalmente, tienen un carácter tanto nacional, democrático como socialista. Expliquemos con más detalle qué significa esto.

 

Como ya dijimos, es crucial que los activistas revolucionarios combinen la lucha palestina con la cuestión de la solidaridad con la Revolución Siria, la necesidad de derrocar al régimen de Sisi en Egipto, etc. Y de la misma manera, la cuestión palestina debe introducirse en la lucha de liberación en los países árabes.

 

Si los trabajadores y oprimidos de un país logran derribar un régimen, no deben de detener ese proceso revolucionario en la frontera de su país. El objetivo debe ser expandir la revolución a otros países para que la contrarrevolución no pueda reagruparse y aislar la revolución. Si las masas toman el poder en Egipto, Israel, de concierto con Arabia Saudita y los Emiratos (y tal vez con la ayuda de los señores de la guerra reaccionarios en Sudán) intentarán intervenir y derrocar al nuevo gobierno. Por lo tanto, la revolución debe buscar aliados desde el principio y esos aliados están entre las masas –y no entre los gobernantes. Esta internacionalización de la revolución también es esencial porque la economía de cada país depende del mercado regional y mundial.

 

Además, la revolución debe ser integral. Debe apuntar a aplastar el aparato estatal autoritario (ejército, policía, burocracia), ya que este monstruo siempre será un instrumento de la clase dominante, como vimos en Egipto y Túnez. Ese aparato estatal capitalista debe ser reemplazado por uno nuevo que debe construirse desde abajo hacia arriba, bajo el control de las masas.

 

La revolución también debe expropiar inmediatamente a la clase dominante, es decir, los sectores clave de la industria, el transporte, las telecomunicaciones y las finanzas deben ser nacionalizados y puestos bajo control obrero. Mientras la élite conserve su riqueza, tendrá los medios financieros para sobornar y organizar una contrarrevolución.

 

Tal programa –presentado aquí de forma muy condensada– se basa en la teoría de la revolución permanente que fue elaborada por León Trotsky –dirigente, junto con Lenin, de la Revolución de Octubre en 1917– sobre la base de la experiencia de la rusa y otras revoluciones. “La revolución permanente, en el sentido que Marx daba a esta idea, quiere decir una revolución que no se aviene a ninguna de las formas de predominio de clase, que no se detiene en la etapa democrática y pasa a las reivindicaciones de carácter socialista, abriendo la guerra franca contra la reacción, una revolución en la que cada etapa se basa en la anterior y que no puede terminar más que con la liquidación completa de la sociedad de clases”. ^[17]

 

Los activistas revolucionarios deben intervenir en todas las luchas de los trabajadores y oprimidos y defender tal programa de revolución permanente. Deberían ayudar a las masas a construir sus propios órganos de lucha. Estas deberían ser asambleas masivas en los lugares de trabajo y en los barrios que tomen decisiones democráticas sobre la lucha y sus objetivos, y que elijan delegados para que se puedan formar organismos regionales y nacionales. Asimismo, dichas asambleas necesitan crear unidades armadas de autodefensa para defender a las masas contra el aparato represivo. Tales órganos pueden, cuando las masas se levantan mediante una insurrección armada contra la clase dominante, convertirse en la base de un auténtico gobierno de trabajadores y campesinos pobres.

 

Semejante estrategia sólo puede realizarse si los activistas unen fuerzas y construyen un partido revolucionario sobre la base de ese programa de revolución permanente. Por lo tanto, la tarea clave del período actual es la de construir un Partido Revolucionario Mundial, con secciones en cada país. La CCRI se dedica a esta tarea y convoca a todas las actividades con ideas afines a unir fuerzas.

 

 

 

 

O único caminho a seguir é uma estratégia que integre as lutas das massas oprimidas em uma Intifada conjunta em todo o Oriente Médio.

A bárbara guerra de Israel contra o povo palestino em Gaza reflete não apenas a natureza genocida do Estado sionista. As últimas semanas também demonstraram a firmeza e o heroísmo de milhares de combatentes da resistência que estão prontos para sacrificar suas vidas pela defesa de sua terra natal. Essa é uma luta na qual a Corrente Comunista Revolucionária Internacional (CCRI) e todos os anti-imperialistas genuínos apoiam de todo o coração as forças de resistência palestinas para derrotar o ocupante sionista. ^[1]

 

Em todo o mundo, especialmente nos países árabes e muçulmanos, multidões estão se manifestando em solidariedade ao povo palestino. Um movimento global de boicote está se espalhando e sindicatos nos EUA, na Europa Ocidental e na Índia estão tentando impedir qualquer transferência de armas para Israel. ^[2]

 

A Liga Árabe e a Organização de Cooperação Islâmica (OCI), com 57 membros, condenaram unanimemente a agressão israelense e pediram um cessar-fogo imediato. Da mesma forma, a maioria dos países da Assembleia Geral da ONU votou a favor de uma resolução que pedia o fim da guerra.

 

No entanto, a máquina de matar brutal do Estado sionista continua a massacrar o povo de Gaza para provocar uma nova Nakba. E, ainda assim, os EUA e o imperialismo europeu continuam a apoiar o Estado israelense do apartheid.

 

Como isso é possível e o que pode ser feito?

 

 

 

A libertação da Palestina - uma questão internacional

 

 

 

Vamos começar enfatizando que a libertação da Palestina é, por sua própria natureza, uma questão internacional e sempre foi. O trágico destino do povo palestino só pôde acontecer porque os imperialistas britânicos decidiram, em 1917, apoiar o projeto sionista (a "Declaração de Balfour"). Eles ocuparam a Palestina e ajudaram os colonos judeus a expulsar a população nativa.

 

Além disso, a criação do Estado de Israel só foi possível porque as potências imperialistas ocidentais o apoiaram totalmente e porque a URSS stalinista não apenas aceitou esse projeto colonial, mas também enviou armas (via Tchecoslováquia) para as gangues armadas sionistas.

 

Desde então, Israel só conseguiu sobreviver em um ambiente hostil - odiado pelos palestinos e por todos os povos árabes - porque teve o apoio permanente dos EUA e dos imperialistas europeus com armas e dinheiro. O valor combinado da ajuda externa dos EUA a Israel nos anos de 1946 a 2023 totaliza cerca de US$ 260 bilhões (ajustado pela inflação). Mesmo antes do início da guerra atual, os EUA se comprometeram a enviar a Israel mais de US$ 3,8 bilhões em ajuda militar em 2023. ^[3] Sem dúvida, essa soma agora aumentará enormemente.

 

Isso também pode ser visto hoje na atual quinta guerra de Israel contra Gaza. Israel dificilmente conseguiria vencer a guerra sem o apoio militar dos EUA por meio do fornecimento de armas, do envio de dois grupos de porta-aviões e um submarino nuclear para a região, do compartilhamento de inteligência, etc. Da mesma forma, Israel foi forçado a aumentar drasticamente sua dívida ao tomar emprestado US$ 7,8 bilhões desde 7 de outubro. Pouco mais da metade desse valor - US$ 4,1 bilhões - foi dívida denominada em dólares, contraída em emissões nos mercados internacionais. ^[4]

 

Em resumo, o apoio internacional dos imperialistas ocidentais (bem como do Estalinismo no período inicial) sempre foi essencial para o Estado sionista. Sem esse apoio, o estado de apartheid israelense não existiria mais.

 

As conclusões disso são que a luta pela libertação palestina não tem apenas Israel como inimigo, mas também vários Estados imperialistas poderosos. Portanto, o povo palestino não conseguirá derrotar seus opressores se permanecer isolado. Ele precisa do apoio dos trabalhadores e das pessoas oprimidas em outros países, desde os países árabes e muçulmanos até a América do Norte e a Europa. Portanto, é decisivo construir um movimento forte pela Palestina em todo o mundo e conquistar trabalhadores e organizações populares para apoiar essa causa.

 

O mesmo ocorre no sentido inverso. A questão palestina é uma questão decisiva para o movimento trabalhista e popular internacional. Não se pode ser socialista ou mesmo democrata na América do Norte, na Europa Ocidental, na Rússia e em outros países sem apoiar incondicionalmente a luta de libertação palestina, sem se opor à existência do Estado sionista colonial, sem lutar por um Estado palestino único e democrático do rio ao mar. Por isso, a CCRI considera essa questão como um teste decisivo para toda e qualquer organização progressista. ^[5]

 

Em nossa opinião, a única maneira de superar a Nakba é a luta pela destruição do Estado do Apartheid sionista e a criação de um único Estado palestino do rio ao mar. Esse Estado teria uma maioria palestina, pois permitiria o direito de retorno de todos os refugiados. Ao mesmo tempo, garantiria plenos direitos culturais e religiosos para a minoria judaica. Esse Estado teria um caráter secular e democrático e deveria ser uma república de trabalhadores e camponeses pobres como parte de uma federação socialista do Oriente Médio ("Palestina Livre e Vermelha, do rio ao mar").

 

 

 

Os resultados vergonhosos das Cúpulas da Liga Árabe e da OIC

 

 

 

Obviamente, o Estado israelense e seus aliados próximos entre as potências ocidentais são os inimigos abertos e imediatos do povo palestino. Entretanto, há também aqueles que se opõem à agressão israelense em palavras, mas se recusam a transformar a retórica em ação. Isso ficou particularmente evidente nas recentes cúpulas da Liga Árabe e da OIC em Riad, na Arábia Saudita. ^[6]

 

Certamente, os líderes desses Estados "condenaram a agressão militar contra a Faixa de Gaza e os crimes de guerra e massacres bárbaros, brutais e desumanos cometidos pelo governo de ocupação colonial e as operações militares contra cidades e campos palestinos, o terrorismo dos colonos e o terrorismo israelense". "Os ataques aos locais sagrados islâmicos e cristãos em Al-Quds e as medidas israelenses ilegais que violam a liberdade de culto". ^[7]

 

Mas quando a discussão se voltou para a ação, os chamados "protetores do povo muçulmano" não conseguiram chegar a um acordo sobre nada. Quando a Argélia propôs a imposição de sanções a Israel, a proposta foi rejeitada após a oposição da Arábia Saudita, do Bahrein, dos Emirados Árabes Unidos e do Marrocos. A proposta da Líbia de que a declaração final da conferência deveria incluir uma declaração de apoio ao direito do povo palestino de resistir à ocupação israelense teve o mesmo destino.

 

Outras propostas incluíam pedidos para proibir o uso de bases militares dos EUA e de outros países árabes para fornecer armas e munições a Israel; para congelar as relações diplomáticas, econômicas, militares e de segurança dos países árabes com Israel; e para ameaçar aproveitar o petróleo e as capacidades econômicas dos países árabes para exercer pressão para interromper a agressão contínua. Essas medidas foram apoiadas por 11 países árabes, incluindo Palestina, Síria, Argélia, Tunísia, Iraque, Líbano, Kuwait, Catar, Omã, Líbia e Iêmen. Mas elas foram vetadas por outros atores mais poderosos, que apoiam a chamada "normalização" com o Estado sionista. ^[8]

 

 

 

Os inimigos abertos e disfarçados da luta pela libertação

 

 

 

Em outras palavras, os estados árabes que estabeleceram relações diplomáticas e econômicas oficiais com Israel - como Emirados Árabes Unidos, Bahrein, Marrocos, Jordânia e Egito - não apenas deixam de ajudar a resistência palestina com armas ou se juntando à guerra ao lado dos oprimidos; eles até se recusam a cortar relações com o estado terrorista sionista! Eles denunciam a agressão de Israel da boca para fora, mas não lhe deixam de passar dinheiro.

 

A maioria dos líderes árabes que apoiaram as sanções contra Israel na cúpula não são muito melhores. Veja a Autoridade Palestina de Mahmoud Abbas, por exemplo. Ela pode apoiar as sanções contra Israel na cúpula da OIC. Mas na Cisjordânia, ela ajuda o Estado de Israel a suprimir a resistência palestina. A Autoridade Palestina é desprezada pelo povo e é por isso que seu partido perdeu as eleições parlamentares para o Hamas e não permitiu novas eleições presidenciais, embora o mandato de Abbas tenha expirado em 2009. A verdade é que Abbas permanece no poder somente graças ao apoio de Israel.

 

Ou veja o caso de Assad, o notório carniceiro do povo sírio - que falastrão e ponta de lança do "antissionismo" e do "anti-imperialismo"! Mas compare isso com o mundo real. Seu pai se juntou à coalizão liderada pelos EUA que travou uma guerra contra o Iraque em 1991 e Assad, o filho, é um covarde diante de Israel que nunca disparou um único tiro contra o inimigo sionista! Ele só é "forte" contra seu próprio povo, que ele massacrou - com a ajuda do imperialismo russo - às centenas de milhares desde o início da Revolução Síria em 2011.

 

É por isso que a CCRI tem apoiado a revolução síria desde o seu início até hoje. ^[9] Compartilhamos plenamente o sentimento dos ativistas sírios que dizem que Israel e Assad são "dois lados da mesma moeda", ou seja, ambos são carniceiros do povo. Ambos são carniceiros do povo. ^[10]

 

O governante reacionário do Egito - o general Sisi, que chegou ao poder em um sangrento golpe militar em julho de 2013 - não apenas mantém relações oficiais com Israel. Seu regime também sempre apoiou o bloqueio bárbaro de Israel a Gaza, vigiando de perto a fronteira e destruindo muitos túneis usados para contrabandear mercadorias para o enclave. ^[11]

 

O mesmo acontece com o regime dos mulás do Irã. Ele é cheio de retórica contra "o inimigo sionista" e, reconhecidamente, fornece apoio material a algumas organizações de resistência palestinas. Mas, ao mesmo tempo, reprime seu próprio povo - inclusive as minorias nacionais árabe, curda e azeri -, atropela os direitos das mulheres e apoia tiranos reacionários (inclusive as minorias nacionais curda e azeri). ^[12] e apoia tiranos reacionários (por exemplo, Assad na Síria ou a guerra imperialista de Putin contra a Ucrânia). ^[13]

 

Ao mesmo tempo, vemos as ruas árabes fervilhando e as massas exigindo que seus líderes intervenham e apoiem os irmãos e irmãs palestinos por todos os meios necessários. Mas, em vez de liderar as demandas de seu povo, esses governantes não apenas se recusam a agir contra Israel, mas até reprimem as massas que estão dispostas a se juntar à luta da resistência palestina. Os ataques vergonhosos dos capangas da polícia de Sisi contra manifestantes pró-palestinos ou da polícia jordaniana contra pessoas que queriam marchar em direção à fronteira israelense são um símbolo da natureza reacionária dos regimes árabes.

 

Qual é a base material para a postura reacionária dos governantes árabes (e iranianos)? A resposta, em resumo, é simples: poder e dinheiro. Eles sabem que uma onda de mobilização em massa em toda a região, resultando em uma guerra popular contra o Estado sionista, desestabilizaria completamente a região. Se as massas podem derrubar Israel, por que não poderiam também derrubar os regimes gananciosos e inúteis dos seus próprios países? Além disso, uma guerra regional afetaria gravemente os negócios do governante, pois poderia bloquear as rotas de transporte de petróleo e gás e impedir o investimento estrangeiro dos estados imperialistas (que vêm principalmente dos EUA, da Europa Ocidental e da China).

Todas elas precisam de petróleo e gás do Oriente Médio e os governantes árabes precisam de bancos e mercados nos países imperialistas. Em resumo, se tiverem de escolher entre a vida ou a morte do povo palestino e seu próprio poder e dinheiro, os governantes corruptos certamente escolherão o mais conveniente para eles!

 

 

 

A luta pela libertação da Palestina exige a derrubada do muro dos governantes árabes

 

 

 

Em outras palavras, todos esses governantes árabes (e iranianos) não só não ajudam a luta de libertação do povo palestino, como também são um decisivo obstáculo. Portanto, a luta por uma Palestina livre deve ser combinada com a luta contra os governantes árabes (e iranianos).

 

Essa combinação não é necessária apenas do ponto de vista palestino, mas também do ponto de vista árabe e iraniano. Esses governantes ajudaram uma pequena elite a enriquecer além da imaginação, enquanto as massas são forçadas a lutar por sua existência todos os dias. Ao mesmo tempo, esses governantes vêm estrangulando as liberdades democráticas há anos e décadas para que os trabalhadores e oprimidos não possam lutar por sua dignidade.

 

Esse foi o pano de fundo objetivo da Revolução Árabe que começou no início de 2011 e que teve algumas vitórias importantes - como a queda de Ben Ali, Mubarak e Kadafi - mas também várias derrotas sérias. ^[14] No entanto, é um processo de revolução e contrarrevolução que ainda continua, como a nova onda de revoltas populares em 2018-2020 no Iraque, Sudão, Argélia, etc., ou a mobilização em massa na Síria. ^[15] em agosto e setembro deste ano. ^[16]

 

Portanto, há uma base objetiva para combinar esses dois processos: a luta pela libertação palestina e a Revolução Árabe. O povo palestino precisa do apoio de seus irmãos e irmãs árabes (e iranianos). Ele não pode contar com os governantes egoístas e gananciosos, mas somente com as massas populares. E as massas árabes têm um interesse existencial em destruir o Estado sionista, já que essa entidade sempre será uma força-chave da contrarrevolução imperialista caso as massas árabes conseguirem uma vitória nesse ou naquele país.

 

Portanto, a CCRI rejeita firmemente as tendências nacional-isolacionistas que querem separar a luta palestina das lutas de libertação em outros países árabes. Também insistimos que as lutas de libertação na Síria, no Egito etc. devem ser combinadas com uma postura explícita de solidariedade com a Palestina.

 

Portanto, consideramos um grave erro a liderança do Hamas - depois de ter apoiado a revolução síria por alguns anos - ter se reconciliado com o regime de Assad.

 

 

 

O programa da revolução permanente e a necessidade de liderança revolucionária

 

 

 

As lutas pela libertação de Jerusalém e pela revolução árabe estão inextricavelmente ligadas. Além disso, elas têm caráter nacional e internacional; e, finalmente, têm caráter nacional, democrático e socialista. Vamos explicar com mais detalhes o que isso significa.

 

Como já dissemos, é fundamental que os ativistas revolucionários combinem a luta palestina com a questão da solidariedade com a Revolução Síria, a necessidade de derrubar o regime de Sisi no Egito, etc. E, da mesma forma, a questão palestina deve ser introduzida na luta de libertação nos países árabes.

 

Se os trabalhadores e oprimidos de um país conseguirem derrubar um regime, eles não devem interromper esse processo revolucionário na fronteira de seu país. O objetivo deve ser espalhar a revolução para outros países, de modo que a contrarrevolução não possa se reagrupar e isolar a revolução. Se as massas tomarem o poder no Egito, Israel, em conjunto com a Arábia Saudita e os Emirados (e talvez com a ajuda dos senhores da guerra reacionários do Sudão), tentará intervir e derrubar o novo governo. Portanto, a revolução deve buscar aliados desde o início e esses aliados estão entre as massas - e não entre os governantes. Essa internacionalização da revolução também é essencial porque a economia de cada país depende do mercado regional e mundial.

 

Além disso, a revolução deve ser abrangente. Ela deve ter como objetivo esmagar o aparato estatal autoritário (exército, polícia, burocracia), pois esse monstro sempre será um instrumento da classe dominante, como vimos no Egito e na Tunísia. Esse aparato estatal capitalista deve ser substituído por um novo, que deve ser construído de baixo para cima, sob o controle das massas.

 

A revolução também deve expropriar imediatamente a classe dominante, ou seja, os principais setores da indústria, transporte, telecomunicações e finanças devem ser nacionalizados e colocados sob o controle dos trabalhadores. Enquanto a elite mantiver sua riqueza, ela terá os meios financeiros para subornar e organizar uma contrarrevolução.

 

Esse programa - apresentado aqui de forma bastante condensada - baseia-se na teoria da revolução permanente, elaborada por Leon Trotsky - líder, juntamente com Lênin, da Revolução de Outubro de 1917 - com base na experiência da revolução russa e de outras revoluções. "A revolução permanente, no sentido que Marx deu a essa ideia, significa uma revolução que não se submete a nenhuma forma de dominação de classe, que não se detém no estágio democrático e passa a exigências de caráter socialista, abrindo uma guerra aberta contra a reação, uma revolução em que cada estágio se baseia no anterior e que só pode terminar com a completa liquidação da sociedade de classes. ^[17]

 

Os ativistas revolucionários devem intervir em todas as lutas dos trabalhadores e oprimidos e defender esse programa de revolução permanente. Eles devem ajudar as massas a construir seus próprios órgãos de luta. Esses órgãos devem ser assembleias de massa nos locais de trabalho e nos bairros, que tomem decisões democráticas sobre a luta e seus objetivos e elejam delegados para que possam ser formados órgãos regionais e nacionais. Essas assembleias também precisam criar unidades de autodefesa armadas para defender as massas contra o aparato repressivo. Esses órgãos podem, quando as massas se levantarem em uma insurreição armada contra a classe dominante, tornar-se a base de um governo genuíno de trabalhadores e camponeses pobres.

 

Essa estratégia só poderá ser concretizada se os ativistas unirem forças e construírem um partido revolucionário com base nesse programa de revolução permanente. Portanto, a principal tarefa do período atual é construir um Partido Revolucionário Mundial, com seções em todos os países. A CCRI se dedica a essa tarefa e convoca todas as atividades com a mesma finalidade a unir forças.

1. Палестинский вопрос является решающим вопросом для международного рабочего и народного движения. Невозможно быть социалистом или даже демократом в Северной Америке, Западной Европе, России и других странах, не поддерживая безоговорочно освободительную борьбу Палестины, не выступая против существования сионистского поселенческого государства, не борясь за единое демократическое палестинское государство от реки до моря. Таким образом, RCIT считает, что данная проблема является лакмусовой бумажкой для каждой прогрессивной организации.

 

2. По всему миру – и особенно в арабских и мусульманских странах – массы проводят демонстрации солидарности с палестинским народом. Глобальное движение за бойкот ширится, и профсоюзы в США, Западной Европе и Индии пытаются остановить любые поставки оружия в Израиль. Лига арабских государств и Организация исламского сотрудничества (ОИК), состоящая из 57 государств-членов, единогласно осудили агрессию Израиля и призвали к немедленному прекращению огня. Аналогичным образом большинство государств в Генеральной Ассамблее ООН проголосовали за резолюцию, требующую прекращения войны. 3. Тем не менее, жестокая машина смерти на службе сионистского государства продолжает убивать людей в Газе, чтобы спровоцировать новую Накбу. И тем не менее, американский и европейский империализм продолжают поддерживать израильское государство апартеида. Отсюда следует, что врагом палестинской освободительной борьбы является не только Израиль, но и ряд могущественных империалистических государств. Из этого следует далее, что палестинский народ не сможет победить своих угнетателей, если он останется изолированным. Им нужна поддержка рабочих и угнетённых в других странах – от арабских и мусульманских стран до Северной Америки и Европы. Поэтому крайне важно построить сильное пропалестинское движение во всем мире и привлечь рабочих и общественные организации к поддержке этого дела.

 

4. Существует объективная основа для объединения двух процессов – освободительной борьбы Палестины и Арабской революции. Палестинский народ нуждается в поддержке своих арабских (и иранских) братьев и сестер. Они не могут рассчитывать на эгоистичных и жадных правителей, они могут рассчитывать только на народные массы. А арабские массы экзистенциально заинтересованы в уничтожении сионистского государства, поскольку это образование всегда будет ключевой силой империалистической контрреволюции, если арабские массы добьются победы в той или иной стране.

 

5. Поэтому RCIT решительно отвергает изоляционистские тенденции, которые хотят отделить палестинскую борьбу от освободительной борьбы в других арабских странах. Точно так же мы настаиваем на том, что освободительная борьба в Сирии, Египте и т. д. должны сочетаться с явной позицией солидарности с Палестиной.

 

6. Борьба за освобождение Иерусалима и арабская революция неразрывно связаны друг с другом. Более того, они имеют как национальный, так и международный характер; и, наконец, они имеют как национальный, демократический, так и социалистический характер. Как мы уже говорили, крайне важно, чтобы революционные активисты сочетали палестинскую борьбу с вопросом солидарности с сирийской революцией, необходимостью свержения режима Сиси в Египте и т. д. Точно так же палестинский вопрос должен быть включен в освободительную борьбу в арабских странах. Если рабочим и угнетенным в одной стране удастся свергнуть режим, они не должны останавливать такой революционный процесс на границах своего государства. Целью должно быть распространение революции на другие страны, чтобы контрреволюция не могла перегруппироваться и изолировать революцию. Если массы придут к власти в Египте, Израиль совместно с Саудовской Аравией и Эмиратами (и, возможно, с помощью реакционных полевых командиров в Судане) попытается вмешаться и свергнуть новое правительство. Следовательно, революция должна с самого начала искать союзников, и эти союзники находятся среди масс, а не среди правителей. Такая интернационализация революции необходима еще и потому, что экономика каждой страны зависит от регионального и мирового рынка.

 

7. Более того, революция должна быть всеобъемлющей. Она должна быть направлена на разрушение авторитарного государственного аппарата (армии, полиции, бюрократии), поскольку этот монстр всегда будет инструментом правящего класса – как мы видели в Египте и Тунисе. Такой капиталистический государственный аппарат должен быть заменен новым, построенным снизу вверх, под контролем масс. Революция должна также немедленно экспроприировать правящий класс, т.е. ключевые отрасли промышленности, транспорта, телекоммуникаций и финансов должны быть национализированы и поставлены под рабочий контроль. Пока элита сохраняет свое богатство, у нее будут финансовые средства для взяток и организации контрреволюции. Такая стратегия может быть реализована только в том случае, если активисты объединят свои силы и построят революционную партию на основе такой программы перманентной революции. Следовательно, задача построения Мировой Революционной Партии с отделениями в каждой стране является ключевой задачей текущего периода. RCIT и Социалистическая Тенденция посвятили себя этой задаче и призывают всех активистов-единомышленников объединить усилия.

1. 들어가며

 

 

 

가자지구 팔레스타인 인민을 적으로 한 이스라엘의 야수적인 전쟁으로 시온주의 국가는 그 태생적 본질에서부터 제노사이드 학살 국가라는 것이 숨김없이 드러나고 있다. 지난 한 달 넘게 고국 땅을 지키기 위해 목숨을 바칠 준비가 된 수천 저항투사들의 굳건함과 영웅성도 가감 없이 드러나고 있다. 이 투쟁에서 혁명적 공산주의인터내셔널 동맹 (RCIT)을 비롯한 모든 진정한 반제국주의자들은 시온주의 점령자를 패퇴시키기 위해 팔레스타인 저항군을 조건 없이 지지한다.[1]

 

전 세계에서 ㅡ 특히 아랍·무슬림 나라들에서 ㅡ 수많은 사람들이 팔레스타인 인민과 연대하여 시위를 벌이고 있다. 전 세계적 보이콧 운동이 확산되고 있고, 유럽과 북미, 인도를 비롯한 많은 나라의 노동조합들이 이스라엘로 가는 무기 수송을 막기 위한 행동들을 취하고 있다.[2]

 

아랍연맹과, 57개 회원국으로 구성된 이슬람협력기구(OIC)는 만장일치로 이스라엘의 침략을 비난하고 즉각적인 정전을 요구했다. 유엔 총회의 대부분 국가들도 마찬가지로 전쟁 종식을 요구하는 결의안에 찬성투표 했다.

 

그럼에도 불구하고, 시온주의 국가의 잔학한 살인기계는 제2의 나크바 (인종청소, 대추방)를 유발하기 위해 가자의 인민을 계속 살육한다. 그리고 여전히 미국·유럽 제국주의는 이스라엘 아파르트헤이트 국가를 계속 지지하고 있다.

 

어떻게 이것이 가능한가? 무엇을 할 수 있는가?

 

 

 

2. 팔레스타인 해방: 국제적인 문제

 

 

 

먼저 팔레스타인 해방은 그 본질상 국제적인 문제이고, 언제나 그래왔다는 것을 강조하는 것으로 얘기를 시작하자. 팔레스타인 인민의 비극적 운명은 1917년 영국 제국주의자들이 시온주의 프로젝트를 지지하기로 결정한 저 범죄적인 “발포어 선언”에서 비롯됐다. 영국 제국주의자들은 팔레스타인을 점령하여 유대인 정착민들이 원주민들을 쫓아내는 것을 도왔다.

 

이스라엘 국가의 창설도 서방 제국주의 열강들이 이를 전폭적으로 지지했기 때문에 가능했다. 또 스탈린주의 소련이 이 식민 프로젝트에 동의했을 뿐만 아니라 나아가 시온주의 무장자경단들에게 (체코슬로바키아를 통해서) 무기를 보냈기 때문에 가능했다.

 

그 이래로, 이스라엘이 팔레스타인인과 모든 아랍 인민들이 증오하는 적대적 환경 속에서 살아남을 수 있었던 것은 오직 미국·유럽 제국주의자들로부터 무기와 돈으로 영구적 지지를 받을 수 있었기 때문이다. 1946년부터 2023년까지 이스라엘에 대한 미국의 대외 원조를 합치면 약 2,600억 달러 (물가상승률 조정)로 추산된다. 현 전쟁이 시작되기 전에 이미 미국은 2023년 38억 달러 이상의 군사 원조를 이스라엘에 보내겠다고 약속했다.[3] 의심할 여지없이, 이제 이 금액은 현 전쟁으로 대폭 증가할 것이다.

 

우리는 오늘 이 점을 이스라엘의 현 5차 가자 전쟁에서도 확인할 수 있다. 무기 인도와 2개 항모 전단과 핵잠수함 파견 및 군사정보 공유 등 미국의 군사적 지지 없이는 이스라엘은 전쟁에서 이기기 어려웠다. 이스라엘은 또 10월 7일 이후 78억 달러를 빌리는 등 부채를 급격히 늘려야만 했다. 그 중 절반이 조금 넘는 41억 달러가 국제 시장에서 발행되는 달러화 표시 부채였다.[4]

 

요컨대, 언제나 시온주의 국가한테는 서방 제국주의자들에 의한 국제적 지지가 (그리고 첫 시기에는 스탈린주의 소련에 의한 지지도) 필수적인 것이었다. 그러한 원조가 없었다면, 이스라엘 아파르트헤이트 국가는 이미 존재하지 않았을 것이다.

 

이로부터 나오는 결론은 팔레스타인 해방투쟁이 이스라엘만이 아니라 일련의 제국주의 국가들도 적으로 가지고 있다는 것이다. 즉, 팔레스타인 인민은 고립된 채 남아 있게 된다면 억압자들을 패퇴시킬 수 없다는 것이다. 팔레스타인 인민은 다른 나라 노동자·피억압자의 지지 ㅡ 아랍·무슬림 나라들에서부터 북미와 유럽에 이르기까지 ㅡ 를 필요로 한다. 전 세계에 강력한 친 팔레스타인 운동을 만들고 노동자·민중 단체들을 이 대의를 지지하는 쪽으로 전취하는 것이 결정적인 이유다.

 

그 역도 진실이다. 팔레스타인 문제는 국제 노동자·민중운동한테 결정적인 문제다. 팔레스타인 해방투쟁을 조건 없이 지지하지 않고는, 시온주의 정착민 국가의 존재에 반대하지 않고는, 요르단강에서 지중해까지 단일의 민주 팔레스타인 국가를 위해 싸우지 않고는 북미와 서유럽과 러시아 등과 같은 나라들에서 스스로 사회주의자를 말하는 것은 가능하지 않다. 아니 민주주의자 운운하는 것조차도 가능하지 않다. RCIT가 이 문제를, 개개의 모든 진보 단체들한테 리트머스 시험지라고 간주하는 이유다.[5]

 

우리가 볼 때, 나크바를 극복할 수 있는 단 하나의 길은 시온주의 아파르트헤이트 국가의 파괴와 강에서 바다까지 단일 팔레스타인 국가의 창설을 위한 투쟁이다. 그러한 국가는 모든 난민의 귀환권을 허용할 것이므로 팔레스타인인이 다수자일 것이다. 동시에, 그러한 단일 팔레스타인 국가는 유대인 소수자에게 완전한 문화적·종교적 권리를 보장할 것이다. 그러한 단일 팔레스타인 국가는 세속적·민주적 성격을 가질 것이고, 중동 사회주의 연방의 일부로서 노동자·빈농 공화국이어야 할 것이다. ("강에서 바다까지 해방된 붉은 팔레스타인").

 

 

 

3. 아랍연맹과 이슬람협력기구(OIC) 정상회의의 부끄러운 결과

 

 

 

이스라엘 국가와 그 긴밀한 동맹인 서방 열강들은 명백히 팔레스타인 인민의 공공연한, 직접적인 적들이다. 그러나 말로는 이스라엘의 침략에 반대하지만, 언사를 행동으로 옮기는 것은 거부하는 적들도 있다. 이것은 특히 아랍연맹과 OIC의 최근 정상회담에서 분명히 드러났다.[6]

 

확실히, 이들 국가 지도자들은 "가자지구에 대한 군사 침략과 전쟁 범죄, 그리고 식민 점령 정부에 의해 자행된 야만적이고 잔혹하며 비인도적인 학살, 팔레스타인 도시와 수용소에 대한 군사 작전, 정착민 테러, 알쿠즈의 이슬람교와 기독교 성지에 대한 이스라엘의 공격, 예배의 자유를 침해하는 이스라엘의 불법적인 조치들을 비난"했다. 그것은 사실이다.[7]

 

그러나 논의가 행동의 문제로 넘어가자 이른바 “무슬림 인민의 보호자”들은 아무런 합의도 이루지 못했다. 알제리가 이스라엘에 대한 제재를 제안한 것은, 사우디아라비아와 바레인, 아랍에미리트(UAE), 모로코 등의 반대 끝에 거부됐다. 회담의 최종 성명에 이스라엘의 점령에 저항할 팔레스타인 인민의 권리를 지지하는 내용이 포함돼야 한다는 리비아의 제안도 같은 운명을 맞았다.

 

그 밖의 제안들 중에는 이스라엘에게 무기와 탄약을 공급하기 위해 아랍 국가들에 있는 미군 기지들 및 그 밖의 군사 기지들의 사용을 금지한다는 것, 아랍 국가들이 이스라엘과의 외교, 경제, 안보, 군사적 관계를 동결시킨다는 것, 그리고 석유를 비롯한 아랍 국가들의 경제적 조건들을 지렛대로 압력을 가하겠다고 위협하여 현재의 공격을 중단시키는 것 등이 포함되어 있다. 이 조치들은 팔레스타인, 시리아, 알제리, 튀니지, 이라크, 레바논, 쿠웨이트, 카타르, 오만, 리비아, 예멘 등 11개 아랍 국가들이 승인했다. 그러나 다른, 보다 강력한 주자들, 즉 시온주의 국가와의 소위 “관계 정상화"를 지지하는 회원국들에 의해 이 조치들은 거부되었다.[8]

 

 

 

4. 해방투쟁의 공공연한 적과 위장한 적

 

 

 

다시 말해서, 이스라엘과 공식 외교·경제 관계를 맺고 있는 아랍 국가들 ㅡ 아랍에미리트, 바레인, 모로코, 요르단, 이집트 등 ㅡ 은 팔레스타인 저항투쟁을 무기 공급으로든, 피억압자의 편에 서서 참전하는 것으로든 전혀 도울 의사가 없다. 뿐만 아니라 시온주의 테러 국가와의 관계 단절조차도 거부하고 있다! 그들은 입으로는 이스라엘의 침략을 비난하지만 손으로는 이스라엘에 돈을 준다.

 

아랍 정상회담에서 이스라엘에 대한 제재를 지지한 아랍 지도자들 대부분도 별로 나은 게 없다. 마흐무드 아바스 팔레스타인 자치정부를 예로 들어보자. 아바스 자치정부는 OIC 정상회담에서는 이스라엘에 대한 제재를 지지했을지 모른다. 그러나 서안지구에서는, 아바스 자치정부는 이스라엘 국가가 팔레스타인 저항을 진압하는 것을 돕는다. 그래서 아바스 자치정부는 인민의 증오 대상이 되고 있다. 그의 당이 총선에서 하마스에게 패한 이유와, 이미 2009년에 아바스의 임기가 만료되었음에도 불구하고 새로운 대통령 선거를 허용하지 않은 이유도 다 그 때문이다! 진실은, 아바스가 오직 이스라엘의 지지 덕에 계속해서 권좌에 있다는 것이다.

 

시리아 인민의 도살자 아사드를 예로 들어보자. "반시온주의", "반제국주의"를 목청 높여 외치는 데는 아사드 만한 대단한 선봉장이 있던가! 그러나 이를 현실 세계와 비교해보라. 그의 아버지 아사드는 1991년 이라크를 상대로 전쟁을 일으킨 미국 주도의 연합군에 가담했다. 그리고 아들 아사드는 이스라엘 앞에서는 겁쟁이로, 시온주의 적에게 단 한 발의 총도 쏜 적이 없다! 아사드는 오직 자국 인민을 상대로만 “강하다.” 2011년 시리아 혁명 시작 이래로 그가 ㅡ 러시아 제국주의의 도움으로 ㅡ 수십만 명을 살육한 그 시리아 인민을 상대로 말이다.

 

이것이 RCIT가 시리아 혁명을 그 시작 시점부터 오늘까지 지지해온 이유다.[9] 이스라엘과 아사드는 '동전의 양면'이라고, 즉 둘 다 인민 도살자라고 말하는 시리아 활동가들의 감정을 우리는 십분 공유한다.[10]

 

2013년 7월 유혈 군사쿠데타로 권좌에 오른 이집트의 시시 군사독재는 이스라엘과의 공식 관계만 유지하고 있는 것이 아니다. 나아가 시시 정권은 가자지구로 물품을 밀반입하는 데 사용되는 터널들을 대거 파괴하고 국경에 초소를 세워 난민 유입을 밀착 감시하는 방식으로 이스라엘의 야만적인 가자 봉쇄를 항상 지지해왔다.[11]

 

이란의 물라(율법가) 정권도 마찬가지다. 물라 정권은 "시온주의 적"을 겨냥한 호전적 언사를 쏟아내며, 정기적으로 몇몇 팔레스타인 저항 단체들에게 물질적 지지를 (칭찬할 만하게도) 제공한다. 그러나 동시에, 물라 정권은 ㅡ 아랍, 쿠르드, 아제르바이잔 등 민족 소수자들을 포함하여 ㅡ 자국 인민을 억압하고, 여성의 권리를 짓밟고[12] 반동 폭군들을 지지한다. (아사드의 민중봉기 유혈 진압을, 푸틴의 우크라이나 인민을 적으로 한 제국주의 전쟁을 지지하는 것이 그 대표적인 예다).[13]

 

동시에, 우리는 아랍의 거리가 끓어오르고 있고, 대중은 지도자들에게 어떤 방식으로든 개입하여 팔레스타인 형제자매들을 지지하라고 요구하고 있는 것을 본다. 그러나 이들 지도자들은 자국 인민대중의 요구를 받아 이스라엘에 대한 행동을 취하는 것은 고사하고 오히려 팔레스타인 저항투쟁에 자발적으로 동참하려는 대중을 탄압하고 있다. 친 팔레스타인 시위자들에 대한 시시 정권 경찰백골단의 유혈 진압이나, 이스라엘 접경지로 행진하려는 시위자들에 대한 요르단 경찰의 잔학한 공격은 아랍 정권들의 반동성을 보여주는 상징들이다.

 

아랍 (및 이란) 지배자들의 반동 행보를 뒷받침 하는 물질적 토대는 무엇인가? 답은 간단하다. 권력과 돈이다. 지배자들은 중동 지역 전역에 걸친 대중항쟁 물결이 시온주의 국가에 대항하는 인민 전쟁으로 결과할 것이고 이것은 중동에 걷잡을 수 없는 불안정을 가져올 것이라는 것을 알고 있다. 대중이 이스라엘을 패퇴시킬 수 있다면, 국내의 탐욕스럽고 쓸모없는 정권들 또한 대중이 무너뜨리지 말아야 할 이유가 어디 있겠는가?! 더욱이, 중동 전쟁은 석유와 가스 운송로를 차단할 수 있고 제국주의 국가들로부터 (주로 미국, 서유럽, 중국으로부터) 오는 외국인투자를 단념시킬 것이므로 중동 지배자들의 비즈니스에 나쁜 영향을 미칠 것이다.

 

이에 더해, 그러한 역내 불안정은 제국주의 열강들에게도 재앙일 것이다. 열강들은 모두 중동으로부터 석유와 가스를 필요로 하고 아랍 지배자들은 제국주의 나라들의 은행과 시장을 필요로 한다. 간단히 말해서, 아랍 지배자들이 팔레스타인 인민의 생사와 자신들의 권력과 돈 사이에서 선택을 해야 한다면, 무엇을 선택해야 할지 이들 부패한 지배자들은 확실히 알고 있다!

 

 

 

5. 팔레스타인 해방을 위한 투쟁은 아랍 지배자들의 벽을 깨부술 것을 요구한다

 

 

 

다시 말해서, 이 모든 아랍 지배자들은 팔레스타인 인민의 해방투쟁에 전혀 도움이 되지 않을 뿐만 아니라 오히려 결정적인 장애물이다. 그러므로 프리 팔레스타인 (free Palestine)을 위한 투쟁은 아랍 지배자들에 대한 투쟁과 결합되어야만 한다.

 

그러한 결합은 팔레스타인의 관점에서뿐만 아니라 아랍의 관점에서도 필요하다. 대중은 매일매일 생존을 위해 투쟁해야 하는 상황에서 이들 지배자들은 한줌의 지배 엘리트층을 살찌우기 위해 지배한다. 동시에, 이들 지배자들은 노동자·피억압자들이 그들의 존엄을 위해 싸우는 것을 못하도록 수년 수십 년래 민주적 자유권들을 목졸라왔다.

 

이것이 아랍 혁명의 객관적 배경이었다. 2011년 초에 시작되어 몇몇 중요한 승리 ㅡ 튀니지의 벤 알리, 이집트의 무바라크, 리비아의 카다피의 몰락과 같은 ㅡ 와 함께 뒤이은 몇 차례의 심각한 패배를 겪은 그 아랍 혁명 말이다.[14] 그러나 2018-2020년 이라크, 수단, 알제리 등에서 전개된 새로운 민중봉기 물결[15]이나, 올해 8,9월 시리아에서 있은 대규모 시위가 보여주었듯이, 아랍 혁명은 여전히 진행 중인 혁명/반혁명의 과정이다.[16]

 

따라서 이 두 공정, 즉 팔레스타인 해방투쟁과 아랍 혁명을 결합시킬 객관적인 토대가 존재한다. 팔레스타인 인민은 그들의 아랍 형제자매들의 지지를 필요로 한다. 팔레스타인 인민은 이기적이고 탐욕스런 지배자들에게 기대할 수 없고, 오직 인민대중에게만 기대할 수 있다. 그리고 아랍 대중은 시온주의 국가를 파괴하는 데 실존적, 생존권적 이해를 가지고 있다. 아랍 대중이 어느 한 나라에서든 승리를 이룰 경우 이 시온주의 국가, 이 전쟁기계는 언제나 제국주의 반혁명의 중핵 군으로 나설 것이기 때문이다.

 

그러므로 RCIT는 팔레스타인 투쟁을 다른 아랍 나라들의 해방투쟁과 분리하려는 민족 고립주의 경향을 강하게 배격한다. 우리는 또 시리아, 이집트 등에서의 해방투쟁도 팔레스타인과의 명시적 연대 기조와 결합되지 않으면 안 된다고 주장한다.

 

하마스 지도부가 시리아 혁명을 몇 년 간 지지하다가 돌아서서 아사드 정권과 화해한 것을 중대한 잘못으로 우리가 간주하는 이유다.

 

 

 

6. 연속혁명 강령과 혁명적 프롤레타리아 지도력의 필요

 

 

 

팔레스타인 해방을 위한 투쟁과 아랍 혁명을 위한 투쟁은 서로 뗄 수 없이 연결되어 있다. 나아가 이 투쟁들은 민족적 성격과 국제적 성격을 모두 가지고 있으며, 그리고 최종적으로는 민족적, 민주적 성격뿐만 아니라 사회주의적 성격도 동시에 가지고 있다. 이것이 무엇을 뜻하는지 좀 더 구체적으로 설명해보자.

 

이미 말했듯이 혁명적 활동가들은 팔레스타인 투쟁을, 시리아 혁명과의 연대 문제, 이집트 시시 정권을 무너뜨릴 필요 등과 결합시켜야 한다. 이것이 중요하다. 그리고 아랍 나라들에서의 해방투쟁에 팔레스타인 문제가 도입돼야 한다. 이것 또한 중요하다.

 

만약 한 나라에서 노동자·피억압자가 정권을 무너뜨리는데 성공한다면, 이러한 혁명적 과정을 ‘자’국 국경에서 멈추어서는 안 된다. 목표는 혁명을 다른 나라들로 확장시키는 것이어야 한다. 반혁명이 재정비를 이뤄 혁명을 고립시키지 못하도록 혁명이 전파 확산되어야 한다. 만약 대중이 이집트에서 권력을 잡는다면, 이스라엘은 사우디 및 아랍에미리트와 공조하여 (그리고 아마도 수단 반동 군벌들의 도움으로) 개입하고 새 정부를 전복하려 할 것이다. 그러므로 혁명은 그 출발부터 동맹군들을 찾아야 하며, 이 동맹군들은 대중 속에 ㅡ 지배자들에게서가 아니라 ㅡ 있다. 이러한 혁명 국제화가 필수적인 것은 각 나라의 경제가 지역 및 세계 시장에 의존해 있기 때문에도 그렇다.

 

나아가 혁명은 전면적·포괄적인 것이어야 한다. 권위주의 국가기구 (군대, 경찰, 관료제) 분쇄를 목표로 해야 한다. 이집트와 튀니지에서 보았듯이, 언제나 이 국가기구 괴물은 지배계급의 도구로 봉사할 것이기 때문이다. 이러한 자본주의 국가기계는 새로운 국가기계로 대체돼야 한다. 대중의 통제 하에 아래에서 위로 구축되어야만 하는 혁명적 프롤레타리아 독재로 말이다.

 

혁명은 또 즉각 지배계급을 수탈해야 한다. 즉 기간산업, 운송, 통신, 금융을 국유화하여 노동자 통제 하에 두어야 한다. 그러한 프로그램, 그러한 강령은 ㅡ 여기서는 매우 압축된 형태로 제시한다 ㅡ 1917년 러시아 혁명을 비롯한 그 밖의 혁명들의 경험을 바탕으로 정립된 연속혁명 이론에 기초하고 있다. “연속혁명이란 ㅡ 맑스가 이 개념에 붙인 의미로 말할 때 ㅡ 어떤 형태의 계급 지배체제와도 타협을 때리지 않는, 민주주의 단계에서 멈추지 않는 혁명, 사회주의적 조치로 넘어가는, 그리고 외부로부터의 반동에 맞선 전쟁으로 넘어가는 그러한 혁명을 뜻한다. 즉, 매 후속 단계들이 모두 앞선 단계에 뿌리를 두고 있고, 오직 계급 사회의 완전한 청산으로만 끝날 수 있는 혁명인 것이다.”[17]

 

혁명적 활동가들은 노동자·피억압자의 모든 투쟁에 관여하고 이러한 연속혁명 강령을 제창하는 것이 필요하다. 혁명적 활동가들은 대중이 그들 자신의 투쟁기관을 만들도록 도와야 한다. 투쟁 방향과 목표에 대한 민주적 결정을 내리고 지역 및 전국 단위 기관들이 구성될 수 있도록 대표자들을 선출하는 작업장·공장과 지역공동체의 대중총회를 통해 그러한 투쟁기관을 구축해야 한다. 이러한 대중총회를 통해 대중을 억압기구에 맞서 방어하기 위한 무장 정당방위대를 창설하는 것이 필요하다. 그러한 투쟁기관들은, 대중이 무장항쟁으로 봉기할 때 진정한 노동자·빈농 정부의 토대가 된다.

 

이 같은 전략은 활동가들이 힘을 합쳐 그러한 연속혁명 강령에 입각해 혁명당을 만들어야만 실현될 수 있다. 혁명세계당 건설이 ㅡ 각 나라에 그 지부들 건설과 함께 ㅡ 현 시기의 핵심 임무인 이유다. RCIT는 이 임무에 몸 바친 조직으로서, 같은 생각을 가진 모든 활동가들에게 힘을 합칠 것을 촉구한다.

Israels barbarischer Krieg gegen das palästinensische Volk im Gazastreifen spiegelt nicht nur das völkermördische Wesen des zionistischen Staates wider. Die vergangenen Wochen haben auch die Standhaftigkeit und den Heroismus Tausender Widerstandskämpfer gezeigt, die bereit sind, ihr Leben für die Verteidigung ihrer Heimat zu geben. Dies ist ein Kampf, den die Revolutionär-Kommunistische Internationale Tendenz (RCIT) und alle authentischen Anti-Imperialisten bedingungslos unterstützen, um die zionistische Besatzung zu besiegen. ^[1]

 

Weltweit, insbesondere in arabischen und muslimischen Ländern, demonstrieren die Massen in Solidarität mit dem palästinensischen Volk. Eine weltweite Bewegung für den Boykott Israels breitet sich aus, und Gewerkschaften in den USA, Westeuropa und Indien versuchen, Waffenlieferung an Israel zu stoppen. ^[2]

 

Die Arabische Liga und die Organisation der Islamischen Zusammenarbeit (OIC) – bestehend aus 57 Staaten – haben Israels Aggression einstimmig verurteilt und fordern einen sofortigen Waffenstillstand. Ebenso haben die meisten Staaten in der UN-Generalversammlung für eine Resolution gestimmt, die ein Ende des Krieges fordert.

 

Dennoch schlachtet der brutale Tötungsapparat des zionistischen Staates weiterhin das Volk im Gazastreifen ab, um eine neue Nakba zu provozieren. Und die USA und der europäische Imperialismus unterstützen weiterhin den israelischen Apartheidstaat.

 

Wie ist das möglich, und was kann getan werden?

 

 

 

Die Befreiung Palästinas: Eine internationale Frage

 

 

 

Beginnen wir damit, zu betonen, dass die Befreiung Palästinas von ihrem Wesen her immer eine internationale Angelegenheit war und es immer noch ist. Das tragische Schicksal des palästinensischen Volkes konnte nur deshalb eintreten, weil die britischen Imperialisten im Jahr 1917 beschlossen, das zionistische Projekt zu unterstützen (die "Balfour-Erklärung"). Sie besetzten Palästina und unterstützten jüdische Siedler dabei, die einheimische Bevölkerung zu vertreiben.

 

Ebenso war die Gründung des israelischen Staates nur möglich, weil die westlichen imperialistischen Mächte dies uneingeschränkt unterstützten und die stalinistische UdSSR nicht nur diesem Kolonialprojekt zustimmte, sondern auch Waffen (über die Tschechoslowakei) an die zionistischen bewaffneten Einheiten schickte.

 

Seither konnte Israel (da es von den Palästinensern und allen arabischen Völkern gehasst werden) nur in einer feindseligen Umgebung überleben, weil es dauerhaft von den US-amerikanischen und europäischen Imperialisten mit Waffen und Geld unterstützt wurde. Die Gesamtsumme der US-Auslandshilfe an Israel in den Jahren 1946 bis 2023 beläuft sich auf geschätzte 260 Milliarden US-Dollar (inflationsbereinigt). Schon vor Beginn des aktuellen Krieges versprach die USA, Israel im Jahr 2023 Militärhilfe im Wert von mehr als 3,8 Milliarden US-Dollar zu schicken. ^[3] Zweifellos wird diese Summe nun massiv steigen.

 

Das sehen wir auch heute im gegenwärtigen fünften Krieg Israels gegen den Gazastreifen. Israel könnte den Krieg kaum gewinnen ohne die militärische Unterstützung der USA durch Waffenlieferungen, den Einsatz von zwei Flugzeugträgerflotten und einem Atom-U-Boot in der Region, den Austausch von Geheimdienstinformationen und dergleichen. Ebenso war Israel gezwungen, seine Schulden seit dem 7. Oktober um 7,8 Milliarden US-Dollar zu erhöhen, davon 4,1 Milliarden in US-Dollar denominiert, die auf internationalen Märkten aufgenommen wurden. ^[4]

 

Kurz gesagt: Die internationale Unterstützung durch westliche Imperialisten (sowie durch den Stalinismus in der ersten Periode) war für den zionistischen Staat immer unerlässlich. Ohne solche Hilfe würde der israelische Apartheidstaat nicht mehr existieren.

 

Die Schlussfolgerungen daraus sind, dass der palästinensische Befreiungskampf nicht nur Israel als Feind hat, sondern auch eine Reihe mächtiger imperialistischer Staaten. Daraus ergibt sich, dass das palästinensische Volk seine Unterdrücker nicht besiegen kann, wenn es isoliert bleibt. Sie benötigen die Unterstützung von Arbeitern und Unterdrückten in anderen Ländern – von den arabischen und muslimischen Ländern bis nach Nordamerika und Europa. Daher ist es entscheidend, weltweit eine starke pro-palästinensische Bewegung aufzubauen und Arbeiter- und Volksorganisationen für die Unterstützung dieser Sache zu gewinnen.

 

Gleiches gilt auch umgekehrt: Die palästinensische Frage ist eine entscheidende Frage für die internationale Arbeiter- und Volksbewegungen. Man kann in Nordamerika, Westeuropa, Russland und anderen Ländern nicht sozialistisch oder auch nur demokratisch sein, ohne den palästinensischen Befreiungskampf bedingungslos zu unterstützen, ohne die Existenz des zionistischen Siedlerstaates abzulehnen und ohne für einen gemeinsamen demokratischen Staat Palästina vom Fluss bis zum Meer zu kämpfen. Daher betrachtet die RCIT diese Frage als eine Lackmustest für jede progressive Organisation. ^[5]

 

Nach unserer Auffassung ist der einzige Weg, die Nakba zu überwinden, der Kampf für die Zerstörung des zionistischen Apartheidstaates und die Schaffung eines einheitlichen palästinensischen Staates vom Fluss bis zum Meer. Ein solcher Staat hätte eine palästinensische Mehrheit, da er das Rückkehrrecht aller Flüchtlinge bedeuten würde. Gleichzeitig würde er volle kulturelle und religiöse Rechte für die jüdische Minderheit garantieren. Ein solcher Staat hätte einen säkularen und demokratischen Charakter und sollte eine Arbeiter- und Bauernrepublik als Teil einer sozialistischen Föderation des Nahen Ostens sein („Palästina rot und frei, vom Fluss bis zum Meer“).

 

 

 

Das beschämende Ergebnis des Gipfels der Arabischen Liga und der OIC

 

 

 

Es ist offensichtlich, daß der israelische Staat und seine engen Verbündeten unter den westlichen Mächten die offenen und unmittelbaren Feinde des palästinensischen Volkes sind. Es gibt jedoch auch solche, die die israelische Aggression zwar mit Worten verurteilen, sich jedoch weigern, Worte in Taten umzusetzen. Dies wurde besonders deutlich auf den kürzlich stattgefundenen Gipfeltreffen der Arabischen Liga und der OIC in Riyad (Saudi-Arabien). ^[6]

 

Sicherlich haben die Staatsführer die "militärische Aggression gegen den Gazastreifen und die Kriegsverbrechen, sowie die barbarischen, brutalen und unmenschlichen Massaker, die von der kolonialen Besatzungsregierung begangen wurden, wie auch die Militäroperationen gegen palästinensische Städte und Lager, den Terrorismus der Siedler und die israelischen Angriffe auf islamische und christliche Heiligtümer in Al-Quds, sowie die illegalen israelischen Maßnahmen, welche die Religionsfreiheit verletzen" verurteilt. ^[7] Aber als es um konkrete Maßnahmen ging, konnten sich die sogenannten "Beschützer des muslimischen Volkes" auf nichts einigen. Als Algerien vorschlug, Sanktionen gegen Israel zu verhängen, wurde dies nach dem Widerstand von Saudi-Arabien, Bahrain, den Vereinigten Arabischen Emiraten und Marokko abgelehnt. Der Vorschlag Libyens, dass die Abschlusserklärung der Konferenz eine Erklärung zur Unterstützung des Rechts des palästinensischen Volkes auf Widerstand gegen die israelische Besatzung enthalten sollte, erlitt dasselbe Schicksal.

 

Weitere Vorschläge beinhalteten den Aufruf zum Verbot der Nutzung von US und anderen Militärbasen in arabischen Ländern zur Versorgung Israels mit Waffen und Munition; das Einfrieren arabischer diplomatischer, wirtschaftlicher, sicherheitspolitischer und militärischer Beziehungen zu Israel; sowie die Androhung, Öl und arabisches wirtschaftliches Potenzial zu nutzen, um Druck auszuüben und die laufende Aggression zu stoppen. Diese Maßnahmen wurden von 11 arabischen Ländern, darunter Palästina, Syrien, Algerien, Tunesien, Irak, Libanon, Kuwait, Katar, Oman, Libyen und Jemen, unterstützt. Aber sie wurden von anderen, mächtigeren Akteuren mit einem Interesse an der sogenannten "Normalisierung" mit dem zionistischen Staat, blockiert. ^[8]

 

 

 

Die offensichtlichen und die versteckten Feinde des Freiheitskampfs

 

 

 

Mit anderen Worten: arabische Staaten, die offizielle diplomatische und wirtschaftliche Beziehungen zu Israel unterhalten – wie die Vereinigten Arabischen Emirate, Bahrain, Marokko, Jordanien und Ägypten – nehmen nicht nur nicht Teil am Krieg auf Seiten der Unterdrückten, sondern leisten auch keine Unterstützung für den palästinensischen Widerstand (zum Beispiel mit Waffen). Sie weigern sich sogar, die Beziehungen zum zionistischen Terrorstaat abzubrechen! Sie verurteilen die Aggression Israels mit dem Mund, geben ihnen jedoch mit ihren Händen Geld.

 

Die meisten dieser arabischen Führer, die auf dem Gipfel Sanktionen gegen Israel unterstützten, sind nicht viel besser. Man nehme die Palästinensische Autonomiebehörde von Mahmud Abbas als Beispiel: Möglicherweise unterstützte sie auf dem OIC-Gipfel Sanktionen gegen Israel, aber im Westjordanland hilft sie dem israelischen Staat, den palästinensischen Widerstand zu unterdrücken. Sie wird vom Volk verachtet, weshalb ihre Partei die Parlamentswahlen gegen die Hamas verloren hat und weshalb sie trotz der Tatsache, dass Abbas' Mandat bereits 2009 abgelaufen ist, keine neuen Präsidentschaftswahlen zugelassen hat! Die Wahrheit ist, dass Abbas nur aufgrund der Unterstützung Israels weiterhin an der Macht ist.

 

Ein weiteres Beispiel ist Assad, der berüchtigten Schlächter des syrischen Volkes. Was für ein wortreicher Befürworter und Vorreiter des "Anti-Zionismus" und "Anti-Imperialismus"! Vergleichen wir das mit der Wirklichkeit: Sein Vater schloss sich der von den USA geführten Koalition an, die 1991 Krieg gegen den Irak führte. Assad (der Sohn) ist gegenüber Israel ein Feigling, der nie einen einzigen Schuss gegen den zionistischen Feind abfeuern ließ! Er ist nur "stark" gegenüber seinem eigenen Volk, von dem er – mit Hilfe des russischen Imperialismus – seit Beginn der Syrischen Revolution im Jahr 2011 Hunderttausende abgeschlachtet hat.

 

Deshalb hat die RCIT die Syrische Revolution von Anfang an bis heute unterstützt. ^[9] Wir teilen voll und ganz die Haltung syrischer Aktivisten, die sagen, dass Israel und Assad "zwei Seiten derselben Medaille" sind, das heißt beide sind Völkermörder. ^[10]

 

Der reaktionäre Herrscher Ägyptens – General Sisi, der im Juli 2013 durch einen blutigen Militärputsch an die Macht kam – unterhält nicht nur offizielle Beziehungen zu Israel. Sein Regime hat auch immer die barbarische Blockade Gazas durch Israel unterstützt, indem es die Grenze sorgfältig überwacht und viele Tunnel zerstört hat, die für den Schmuggel von Waren in den Gazastreifen verwendet wurden. ^[11]

 

Dasselbe gilt für das Mullah-Regime im Iran. Es ist voller Rhetorik gegen "den zionistischen Feind", und zugegeben unterstützt es einige palästinensische Widerstandsorganisationen materiell. Doch gleichzeitig unterdrückt es sein eigenes Volk – einschließlich der arabischen, kurdischen und aserischen Minderheiten und tritt die Rechte der Frauen mit Füßen. ^[12] Ebenso unterstützt es reaktionäre Tyrannen (zum Beispiel Assad in Syrien oder Putins imperialistischen Krieg gegen die Ukraine). ^[13]

 

Gleichzeitig sehen wir die vor Wut kochende arabische Straße und die Massen, die ihre Führer auffordern, zu intervenieren und die palästinensischen Brüder und Schwestern mit allen erforderlichen Mitteln zu unterstützen. Doch anstatt auf die Forderungen ihres Volkes einzugehen, weigern sich diese Herrscher nicht nur, Maßnahmen gegen Israel zu ergreifen, sondern unterdrücken sogar die Massen, die bereit sind, sich dem Kampf des palästinensischen Widerstands anzuschließen. Die widerwertigen Angriffe von Sisi's Schlägerpolizei gegen pro-palästinensische Demonstranten oder der jordanischen Polizei gegen Menschen, die zum Grenzübergang mit Israel marschieren wollten, sind beispielhaft für das reaktionäre Wesen der arabischen Regime.

 

Was ist die materielle Grundlage für die reaktionäre Haltung der arabischen (und iranischen) Herrscher? Die Antwort ist kurz und einfach: Macht und Geld. Sie wissen, dass eine Welle der Massenmobilisierung in der gesamten Region, die zu einem Volkskrieg gegen den zionistischen Staat führt, die Region vollständig destabilisieren würde. Wenn die Massen Israel besiegen können, warum sollten sie dann nicht auch die gierigen und nutzlosen Regime zu Hause stürzen?! Außerdem würde ein regionaler Krieg die Geschäfte der Herrscher erheblich beeinträchtigen, da er Transportrouten für Öl- und Gaslieferungen blockieren würde, sowie ausländische Investitionen aus imperialistischen Staaten abschrecken könnte (die hauptsächlich aus den USA, Westeuropa und China stammen).

 

Darüber hinaus wäre eine solche regionale Instabilität auch für die imperialistischen Mächte eine Katastrophe. Sie alle benötigen Öl und Gas aus dem Nahen Osten, und die arabischen Herrscher benötigen Banken und Märkte in den imperialistischen Ländern. Kurz gesagt, wenn sie zwischen Leben und Tod des palästinensischen Volkes und ihrer eigenen Macht und ihrem eigenen Geld wählen müssen, wissen die korrupten Herrscher sicherlich, was sie wählen würden!

 

 

 

Der palästinensische Freiheitskampf erfordert die Zerstörung der Mauer arabischer Herrscher

 

 

 

Anders ausgedrückt, all diese arabischen (und iranischen) Herrscher sind nicht nur keine Hilfe für den Befreiungskampf des palästinensischen Volkes, sie sind vielmehr ein entscheidendes Hindernis. Daher muss der Kampf für ein freies Palästina mit dem Kampf gegen die arabischen (und iranischen) Herrscher verbunden werden.

 

Eine solche Verbindung ist nicht nur aus palästinensischem Blickwinkel notwendig, sondern auch aus arabischer und iranischer Perspektive. Diese Herrscher haben einer kleinen Elite geholfen, sich jenseits jeder Vorstellung zu bereichern, während die Massen gezwungen sind, tagtäglich um ihre Existenz zu kämpfen. Gleichzeitig ersticken diese Herrscher seit Jahren und Jahrzehnten demokratische Freiheiten, damit die Arbeiter und Unterdrückten nicht für ihre Würde kämpfen können.

 

Dies war der objektive Hintergrund für die Arabische Revolution, die Anfang 2011 begann und einige wichtige Siege – wie den Sturz von Ben Ali, Mubarak und Gaddafi – aber auch mehrere schwere Niederlagen erlebte. ^[14] Es handelt sich jedoch um einen Prozess von Revolution und Konterrevolution, der immer noch andauert, wie die neue Welle der Volksaufstände in den Jahren 2018-2020 im Irak, Sudan, Algerien (und anderen) ^[15] zeigt, oder wie auch die Massenmobilisierung in Syrien im August und September dieses Jahres demonstriert. ^[16]

 

Daher gibt es eine objektive Grundlage, um diese beiden Prozesse – den palästinensischen Befreiungskampf und die Arabische Revolution – zu verbinden. Das palästinensische Volk benötigt die Unterstützung seiner arabischen (und iranischen) Brüder und Schwestern. Sie können sich nicht auf die selbstsüchtigen und gierigen Herrscher verlassen, sondern nur auf die breite Masse. Und die arabischen Massen haben ein existentielles Interesse daran, den zionistischen Staat zu zerstören, da dieser immer eine Schlüsselkraft der imperialistischen Konterrevolution sein wird, wenn die arabischen Massen in diesem oder jenem Land einen Sieg erringen.

 

Daher lehnt die RCIT entschieden jegliche national-bornierten und isolationistischen Tendenzen ab, die den palästinensischen Kampf von den Befreiungskämpfen in anderen arabischen Ländern trennen wollen. Ebenso bestehen wir darauf, dass die Befreiungskämpfe in Syrien, Ägypten und anderen mit einer ausdrücklichen Haltung der Solidarität mit Palästina verbunden werden müssen.

 

Daher betrachten wir es als schweren Fehler der Hamas-Führung, dass sie sich nach Unterstützung der Syrischen Revolution für einige Jahre nun wieder mit dem Assad-Regime versöhnt hat.

 

 

 

Das Programm der permanenten Revolution und die Notwendigkeit einer revolutionären Führung

 

 

 

Die Kämpfe für die Befreiung Jerusalems und für die Arabische Revolution sind untrennbar miteinander verbunden. Darüber hinaus haben sie sowohl einen nationalen als auch einen internationalen Charakter, auch einen demokratischen als auch einen sozialistischen Charakter.

 

Wie bereits gesagt, ist es entscheidend, dass revolutionäre Aktivistinnen und Aktivisten den palästinensischen Kampf mit der Solidarität mit der Syrischen Revolution, mit dem Kampf für den Sturz des Sisi-Regimes in Ägypten usw. verbinden. Genauso muss die Palästinafrage in den Befreiungskampf in arabischen Ländern eingebracht werden.

 

Wenn es den Arbeitern und Unterdrückten in einem Land gelingt, ein Regime zu stürzen, dürfen sie einen solchen revolutionären Prozess nicht an der Grenze ihres Landes stoppen. Das Ziel muss sein, die Revolution auf andere Länder auszudehnen, damit sich die Konterrevolution nicht neu formieren und die Revolution isolieren kann. Sollten die Massen in Ägypten die Macht ergreifen, wird Israel zusammen mit Saudi-Arabien und den Emiraten (und vielleicht mit der Unterstützung der reaktionären Kriegsherren im Sudan) versuchen zu intervenieren und die neue Regierung zu stürzen. Daher muss die Revolution von Anfang an nach Verbündeten suchen, und diese Verbündeten befinden sich unter den unterdrückten Massen – nicht unter den Herrschenden. Eine solche Internationalisierung der Revolution ist auch wesentlich, weil die Wirtschaft jedes Landes vom regionalen und Weltmarkt abhängt.

 

Darüber hinaus muss die Revolution umfassend sein. Sie muss darauf abzielen, den autoritären Staatsapparat (Armee, Polizei, Bürokratie) zu zerschlagen, da dieses Monster immer ein Instrument der herrschenden Klasse sein wird – wie wir es in Ägypten und Tunesien gesehen haben. Ein solcher kapitalistischer Staatsapparat muss durch einen neuen ersetzt werden, der von unten nach oben unter Kontrolle der Massen aufgebaut wird.

 

Die Revolution muss auch sofort die herrschende Klasse enteignen, das heißt die Schlüsselsektoren der Industrie, des Transports, der Telekommunikation und der Finanzen müssen verstaatlicht und unter Arbeiterkontrolle gestellt werden. Solange die Elite ihren Reichtum behält, wird sie die finanziellen Mittel haben, um Bestechungsgelder zu zahlen und eine Konterrevolution zu organisieren.

 

Ein solches Programm – hier sehr knapp zusammengefasst – basiert auf der Theorie der permanenten Revolution, die von Leon Trotzki ausgearbeitet wurde, einem neben Lenin führendem Mitglied der Oktoberrevolution von 1917, basierend auf den Erfahrungen der russischen sowie anderer Revolutionen. „Die permanente Revolution in dem Sinne, den Marx diesem Begriff gegeben hat, bedeutet eine Revolution, die sich mit keiner Form der Klassenherrschaft abfindet, die bei der demokratischen Etappe nicht haltgemacht, zu sozialistischen Maßnahmen und zum Kriege gegen die Reaktion von außen übergeht, also eine Revolution, deren jede weitere Etappe in der vorangegangenen verankert ist und die nur enden kann mit der restlosen Liquidierung der Klassengesellschaft überhaupt.“ ^[17]

 

Revolutionäre Aktivisten müssen in allen Kämpfen der Arbeiter und Unterdrückten intervenieren und ein solches Programm der permanenten Revolution verteidigen. Sie sollten den Massen helfen, ihre eigenen Organe des Kampfes aufzubauen. Dies sollten Massenversammlungen an Arbeitsplätzen und in Nachbarschaften sein, die demokratische Entscheidungen über den Kampf und seine Ziele treffen und Delegierte wählen, damit regionale und nationale Gremien gebildet werden können. Ebenso müssen solche Versammlungen bewaffnete Selbstverteidigungseinheiten schaffen, um die Massen gegen den Repressionsapparat zu verteidigen. Solche Organe können, wenn die Massen über einen bewaffneten Aufstand gegen die herrschende Klasse aufsteigen, die Grundlage für eine authentische Arbeiter- und Bauernregierung werden.

 

Eine solche Strategie kann nur umgesetzt werden, wenn Aktivistinnen und Aktivisten sich zusammenschließen und eine revolutionäre Partei auf der Grundlage eines solchen Programms der permanenten Revolution aufbauen. Daher ist die Aufgabe, eine Revolutionäre Weltpartei mit Sektionen in jedem Land aufzubauen, die Kernaufgabe der gegenwärtigen Periode. Die RCIT widmet sich dieser Aufgabe und ruft alle gleichgesinnten Aktivisten auf, sich zu vereinen.
