Los sindicatos indios se unen al movimiento mundial de solidaridad pro Palestina

In a recently published article, we reported about a number of trade union actions in solidarity with Gaza. These activities are part of a growing global movement in defence of the Palestinian people. [1] The largest trade unions in India have now joined this movement in an impressive act of solidarity.

 

The racist Apartheid state Israel has recently expelled about 150,000 Palestinian workers from West Bank and Gaza. The Netanyahu government is therefore now looking for workers from other countries who could replace the Palestinians as cheap labour force. Already before this expulsion, Tel Aviv signed an agreement with India’s right-wing and Islamophobic Modi government to bring around 42,000 Indian workers to Israel. Now, Israeli capitalists ask for another to 100,000 migrant workers from India. ^[2]

 

In response, Centre of Indian Trade Unions (CITU), All India Trade Union Congress (AITUC), Indian National Trade Union Congress (INTUC), the Hind Mazdoor Sabha (HMS), and several other Indian unions, have released a joint statement on 9 November expressing their solidarity with Palestinian workers by refusing to replace them. ^[3]

 

The declaration states: “Nothing could be more immoral and disastrous for India than the said “export” of workers to Israel. That India is even considering “exporting” works shows the manner in which it has dehumanized and commodified Indian workers. Such step will amount to complicity on India's part with Israel's ongoing genocidal war against Palestinians and will naturally have adverse implications for Indian workers in the entire region. India's trade union movement must rise in solidarity with Palestinian workers and reject this disastrous idea. Let's resolve that we will not work to replace Palestinian workers in Israel! (…) We demand that the agreement with Israel to export Indian workers be scrapped immediately.”

 

Furthermore, the Indian trade unions denounce the “settler-colonial occupation of Palestine” and demand “an immediate halt to Israeli aggression against Palestine; end its occupation; we demand that the Palestinian right to a sovereign homeland be upheld – this is the only possible route to peace.”

 

Finally, the statement calls to join the global boycott movement against Israel. “India and Indian workers should boycott Israelian products! Indian workers, as their counterparts in some western countries, should refuse to handle the Israelian cargo!”

 

 

 

Blow against Modi’s policy of Islamophobia

 

 

 

The joint statement of the Indian trade unions is highly welcome and remarkable development. First, this is important simply because India is the most populous country in the world which gains increasing importance in the capitalist world economy. Second, the Modi government is an ally of the Israeli settler state whose support is only sometimes restrained by New Delhi’s equally close relations with Russia (a major rival of U.S. imperialism – the most important backer of the Zionist state).

 

Third, the Modi government has pursued a racist policy of Hindutva chauvinism against the Muslim minority since many years. [4] In fact, its policy of Islamophobia is a major tool to mobilise its fanatical supporters, to terrorise the minority population of more than 200 million Muslims and to deflect attention from the accelerating social and political contradictions in the country. In such an environment, it is encouraging to see such a strong trade union response against Modi’s support for Israel.

 

It is particularly remarkable that this joint statement has also been signed by Hind Mazdoor Sabha which is the trade union affiliated to Modi’s own party – the Bharatiya Janata Party! This shows that under specific circumstances, even politically backward workers can be won for progressive actions in the interest of the international proletariat.

 

 

 

Intensify the global boycott movement against the colonial settler state Israel!

 

 

 

The RCIT – including our comrades in Israel / Occupied Palestine – has always stood in solidarity with the Palestinian liberation struggle. In the current Gaza War – like in the past ones – we advocate the military victory of the resistance led by Hamas without lending political support to the program or all tactics of its leadership. ^[5]

 

We reiterate that workers and popular mass organisation all over the world must intensify their solidarity activities with the Palestinian brothers and sisters. They need to implement a comprehensive boycott of the Israeli Apartheid state. Sabotage all forms of military support for Israel. For strikes, protests and consumer boycott against Israeli goods, pro-Israeli political and cultural events!

 

In Western countries, socialists and all supporters of the Palestinian cause must wage a relentless struggle against the bureaucratic leaderships of trade unions which shamefully support the pro-Israeli policy of their imperialist masters. They should also demand that the official workers movement stands up in defence of the Muslim migrant brothers and sisters facing Islamophobic attacks.

 

Victory to the Palestinian resistance! Defeat Israel!

En un artículo publicado recientemente, informamos sobre una serie de acciones sindicales en solidaridad con Gaza. Estas actividades son parte de un creciente movimiento global en defensa del pueblo palestino. ^[1] Los sindicatos más importantes de la India se han sumado ahora a este movimiento en un impresionante acto de solidaridad.

 

El racista estado de apartheid de Israel ha expulsado recientemente a unos 150.000 trabajadores palestinos de Cisjordania y Gaza. Por lo tanto, el gobierno de Netanyahu ahora está buscando trabajadores de otros países que puedan reemplazar a los palestinos como mano de obra barata. Ya antes de esta expulsión, Tel Aviv firmó un acuerdo con el gobierno derechista e islamófobo de Modi para traer alrededor de 42.000 trabajadores indios a Israel. Ahora, los capitalistas israelíes piden otros 100.000 trabajadores inmigrantes de la India. ^[2]

La declaración dice: “Nada podría ser más inmoral y desastroso para la India que la mencionada “exportación” de trabajadores a Israel. El hecho de que India esté siquiera considerando “exportar” obras muestra la manera en que ha deshumanizado y mercantilizado a los trabajadores indios. Tal medida equivaldrá a complicidad por parte de la India con la actual guerra genocida de Israel contra los palestinos y, naturalmente, tendrá implicaciones adversas para los trabajadores indios en toda la región. El movimiento sindical de la India debe solidarizarse con los trabajadores palestinos y rechazar esta idea desastrosa. ¡Resolvamos que no trabajaremos para reemplazar a los trabajadores palestinos en Israel! (…) Exigimos que se abandone inmediatamente el acuerdo con Israel para exportar trabajadores indios”.

 

Además, los sindicatos indios denuncian la “ocupación colonial de Palestina” y exigen “un cese inmediato de la agresión israelí contra Palestina; poner fin a su ocupación; "Exigimos que se respete el derecho palestino a una patria soberana; este es el único camino posible hacia la paz".

 

Finalmente, la declaración llama a unirse al movimiento global de boicot contra Israel. “¡India y los trabajadores indios deberían boicotear los productos israelíes! ¡Los trabajadores indios, al igual que sus homólogos en algunos países occidentales, deberían negarse a manipular el cargamento israelí!”

 

 

 

Golpe contra la política de islamofobia de Modi

 

 

 

La declaración conjunta de los sindicatos indios es un avance muy bienvenido y notable. En primer lugar, esto es importante simplemente porque la India es el país más poblado del mundo y gana cada vez más importancia en la economía mundial capitalista. En segundo lugar, el gobierno de Modi es un aliado del Estado colono israelí, cuyo apoyo sólo a veces se ve limitado por las relaciones igualmente estrechas de Nueva Delhi con Rusia (un importante rival del imperialismo estadounidense, el patrocinador más importante del Estado sionista).

 

En tercer lugar, el gobierno de Modi ha aplicado durante muchos años una política racista de chauvinismo hinduita contra la minoría musulmana. ^[4] De hecho, su política de islamofobia es una herramienta importante para movilizar a sus seguidores fanáticos, aterrorizar a la población minoritaria de más de 200 millones de musulmanes y desviar la atención de las crecientes contradicciones sociales y políticas en el país. En semejante entorno, es alentador ver una respuesta sindical tan fuerte contra el apoyo de Modi a Israel.

 

Es particularmente notable que esta declaración conjunta también haya sido firmada por Hind Mazdoor Sabha, que es el sindicato afiliado al propio partido de Modi: ¡el Partido Bharatiya Janata! Esto muestra que, bajo circunstancias específicas, incluso los trabajadores políticamente atrasados pueden ser ganados para acciones progresistas en interés del proletariado internacional.

 

 

 

¡Intensificar el movimiento global de boicot contra el estado colonial de Israel!

 

 

 

La CCRI –incluidos nuestros camaradas en Israel/Palestina ocupada– siempre se ha solidarizado con la lucha de liberación palestina. En la actual guerra de Gaza –como en las pasadas– defendemos la victoria militar de la resistencia liderada por Hamás sin prestar apoyo político al programa ni a todas las tácticas de su dirección. ^[5]

 

Reiteramos que los trabajadores y las organizaciones populares de masas de todo el mundo deben intensificar sus actividades de solidaridad con los hermanos y hermanas palestinos. Necesitan implementar un boicot integral al estado de apartheid israelí. Sabotear todas las formas de apoyo militar a Israel. ¡Por huelgas, protestas y boicot de consumidores contra productos israelíes, eventos políticos y culturales proisraelíes!

 

En los países occidentales, los socialistas y todos los partidarios de la causa palestina deben librar una lucha implacable contra las direcciones burocráticas de los sindicatos que apoyan vergonzosamente la política proisraelí de sus amos imperialistas. También deberían exigir que el movimiento obrero oficial se levante en defensa de los hermanos y hermanas inmigrantes musulmanes que enfrentan ataques islamófobos.

 

¡Victoria a la resistencia palestina! ¡Derrota a Israel!

며칠 전 발표한 기사에서 우리는 많은 노동조합들이 가자와의 연대 속에서 취한 일련의 행동에 대해 보고한 바 있다. 이러한 활동들은 현재 날로 커져가고 있는 전 세계적인 팔레스타인 인민 방어 운동의 일부다.[1] 이제 인도 최대 노동조합들이 인상적인 연대 행동으로 이 운동에 동참했다.

 

인종주의 아파르트헤이트 국가 이스라엘은 이번에 약 15만 명의 팔레스타인 노동자들을 요르단강 서안지구와 가자지구에서 추방했다. 이제 네타냐후 정부는 또 다른 값싼 노동인력으로 팔레스타인 노동자들을 대체할 수 있는 다른 나라 노동자들을 찾고 있다. 이미 이 추방 전에, 이스라엘 정부는 인도의 우익 · 이슬람혐오주의 모디 정부와 42,000명의 인도 노동자들을 이스라엘로 “데려오는” 협약에 서명한 바 있다. 이제 이스라엘 자본가들은 또 다른 10만 명의 이주노동자 파견을 인도 정부에 요청하고 있다.[2]

 

이에 대한 대응으로, 인도노동조합중앙회(CITU), 전인도노동조합회의(AITUC), 인도전국노동조합회의(INTUC), HMS노동조합(Hind Mazdoor Sabha) 등 여러 인도 노동조합 총연맹들이 11월 9일, 대체 인력 파견을 거부하는 것으로 팔레스타인 노동자들과의 연대를 표명하는 공동성명을 냈다.[3]

 

"인도에게는 이스라엘로의 노동자 ‘수출’이라는 말보다 더 부도덕하고 처참한 일이 없을 것이다. 노동자 ‘수출’을 고려하고 있다는 것 자체가 곧 인도 [정부]가 인도 노동자들을 비인간화하고 상품화해왔다는 것을 보여준다. 이러한 조치는 팔레스타인인들을 상대로 진행 중인 이스라엘의 대량학살 전쟁에 인도 측이 공모하는 것이 될 것이며, 당연히 중동 전역의 인도 노동자들에게 좋지 않은 영향을 끼칠 것이다. 인도 노동조합운동은 팔레스타인 노동자들과의 연대로 일어서서 이 참담한 발상을 거부해야 한다. 이스라엘 내 팔레스타인 노동자들을 대체하는 인력으로 일하지 않을 것임을 결의하자!.... 우리는 인도 노동자들을 수출하기로 한 이스라엘과의 협약을 즉각 폐기할 것을 요구한다."

 

나아가 인도 노동조합들은 "정착민-식민 팔레스타인 점령"을 비난하며 “이스라엘의 팔레스타인에 대한 침략 즉각 중단과 점령 종식”을 요구한다. 또, “우리는 팔레스타인의 주권국 수립 권리를 인정할 것을 요구한다. 이것이 평화로 가는 단 하나의 가능한 길이다."

 

마지막으로, 성명은 이스라엘에 대한 전 세계적인 보이콧 운동에 동참할 것을 촉구한다. "인도와 인도 노동자들은 이스라엘 제품을 불매해야 한다! 인도 노동자들은 몇몇 서방 나라들의 노동자들처럼 이스라엘 화물 취급을 거부해야 한다!“

 

 

 

모디 정부의 이슬람 혐오 정책에 타격을 가하다

 

 

 

인도 노동조합들의 공동성명은 매우 환영 받고 주목할 만한 사건이다. 첫째, 인도가 자본주의 세계경제에서 점점 중요성을 더해 가고 있는 세계 최대 인구 국가라는 점이다. 둘째, 모디 정부는 시온주의 이스라엘 국가의 긴밀한 동맹군인데, 인도의 이스라엘 지지가 때때로 제한되는 경우는 마찬가지로 긴밀한 러시아 (시온주의 국가의 가장 중요한 지원국인 미 제국주의의 주요 라이벌 러시아)와의 관계가 문제 될 때뿐이다.

 

셋째, 모디 정부는 수년래 무슬림 소수자를 겨냥한 인종주의적 힌두 배외주의(쇼비니즘) 정책을 펴왔다.[4] 실제로, 모디 정부의 이슬람 혐오주의 정책은 광신적 지지자들을 동원 결집하고, 2억여 명의 무슬림 소수자 주민에 대한 테러 통치를 실시하고, 격화하고 있는 국내 사회적·정치적 모순으로부터 민중의 주의를 돌리기 위한 주요 도구다. 이 같은 환경에서, 모디의 이스라엘 지지에 맞서 노동조합들이 그와 같은 비타협적인 대응을 보여주는 것은 매우 고무적이다.

 

특히 주목되는 것은 모디의 당인 인도인민당 소속의 노동조합인 HMS노조(Hind Mazdoor Sabha)도 이 공동성명에 서명했다는 사실이다! 특정 상황에서는, 정치적으로 뒤쳐진 노동자들도 국제 프롤레타리아의 이익을 위한 진보적 행동으로 전취될 수 있다는 것을 보여주는 대목이다.

 

 

 

식민 정착자 국가 이스라엘에 대한 전 세계적 보이콧 운동을 강화하자!

 

 

 

언제나 RCIT와 RCIT 이스라엘/점령지 팔레스타인 지부는 팔레스타인 해방투쟁과 연대해왔다. 우리는 현 가자전쟁에서도 ㅡ 지난 가자전쟁들에서처럼 ㅡ 하마스가 이끄는 저항투쟁의 군사적 승리를 제창한다. 하마스 지도부의 강령을 비롯한 모든 전술에 정치적 지지를 주지 않고 그렇게 한다.[5]

 

우리는 전 세계의 노동자·민중 단체들이 팔레스타인 형제자매들과의 연대 활동을 강화해야 한다고 거듭 강조한다. 이스라엘 아파르트헤이트 국가에 대한 전면적인 보이콧을 시행해야 한다. 이스라엘에 대한 모든 형태의 군사적 지지를 사보타지 해야 한다. 파업과 시위, 이스라엘 제품에 대한 불매운동, 친이스라엘 정치·문화 행사 보이콧도 필요하다.

 

서방 나라들에서, 사회주의자들을 비롯하여 모든 팔레스타인 대의의 지지자들은 수치스럽게도 ‘자’국 제국주의 지배자들의 친이스라엘 정책을 지지하는 노동조합 관료 지도부에 맞서 가차 없는 투쟁을 벌여야 한다. 또 공식 노동자운동이 이슬람 혐오 공격을 맞고 있는 무슬림 이주자 형제자매들을 방어하기 위해 나설 것을 요구해야 한다.

 

팔레스타인 저항투쟁에 승리를! 이스라엘에 패배를!
