Notes on a newly published CWI document about the October War between Israel and Arab states in 1973

A few months ago, the Committee for a Workers' International (CWI) published a document about the so-called October War between Israel and a coalition of Arab states in 1973. The author of this document, written originally for internal circulation shortly after the war had ended, was Peter Taaffe who has been a long-time leader of the CWI – first as the right-hand man of Ted Grant, the organisations’ founder and leading theoretician and, after he expelled Grant in early 1992, as its main leader. [1]

 

As the editorial board states in its new introduction, the CWI considers this historic document not only as a correct analysis of the October War but also as a theoretical guideline for its general approach to the conflicts in the Middle East. “The political content, and the clarity with which Marxist ideas are applied to the complex and difficult question of the Middle East (…) stands as a testament to our tradition.”

 

The CWI is certainly correct in claiming that its approach to numerous Israel’s wars – including the ongoing genocide in Gaza – is based on the same method which is outlined in this document on the October War. This approach is characterised by a neutral, reactionary abstentionist position, i.e. they shamefully fail to side with the Palestinian resistance respectively with Arab countries opposing the Zionist state.

 

In contrast, the RCIT and all authentic socialists have unconditional supported the heroic resistance, currently led by Hamas, against the Zionist state. Likewise, we fully side with other forces fighting the Israeli or the Western imperialists (like the Houthis in Yemen). In all these conflicts we advocate the military victory of the Palestinian and pro-Palestinian forces and the defeat of the Zionist and imperialist enemies. At the same time, the RCIT has always emphasized that such support for the practical struggle does not mean that we lend political support to these petty-bourgeois forces. ^[2]

 

The relevance of Taaffe’s article lies in the fact that it documents the long-standing approach of the Grantite tradition to the national question, in general, and to the Zionist state and its wars against the Arab peoples, in particular. As such, it reveals the historical roots of the revisionist and economist positions which are so characteristic not only for the CWI but also for other currents which later split with this organisation but continue to refer to the Grant tradition – like Alan Woods’ IMT (soon to be renamed in RCI), the ISA (both the majority as well as the minority faction), Internationalist Standpoint, the Russian RRP etc.

 

 

 

Failure to recognise Israel’s nature as a settler state

 

 

 

Basically, the CWI refused to side with the Arab countries in their war against Israel in 1973 and advocated a neutral position. Hence, Taaffe’s article is a polemic against those left-wing organisations (“sects”, as the Grantites like to call everyone else except themselves) which defended the Arab countries against the Zionist state. “As in 1967, the war in the Middle East has shown all the sects to be incapable of taking a firm class position. Without exception, some more openly than others, they have come down on the side of the ‘the Arabs against the Zionists’. (…) We proceed from the interests of the working masses of the area and internationally. As pointed out, the victory of Israel would in no way assist the revolution, nor would the victory of the Sadat regime in reclaiming part of the occupied territories.”

 

Such a reactionary abstentionist position in national liberation struggles is a characteristic feature of the Grantite tradition since its foundation in the 1960s. For these revisionists, capitalism exists only in the form of economic exploitation of the working class. Hence, for Grantism the only legitimate form of class struggle is the economic struggle.

 

Authentic Marxists always recognised that the struggle against national oppression is also a form of class struggle. As Trotsky once stated, one could say in anticipation of the Grantite line of argument: “The sectarian simply ignores the fact that the national struggle, one of the most labyrinthine and complex but at the same time extremely important forms of the class struggle, cannot be suspended by bare references to the future world revolution.” ^[3]

 

In fact, the Grantite view of capitalism is extremely vulgar and one-dimensional. While economic exploitation is the foundation of capitalism, this social formation could not exist without a complex system of various forms of oppressions like national and sexual oppression, repression of democratic rights by the bonapartist state apparatus, etc. ^[4]

 

Furthermore, modern capitalism has entered the stage of imperialism at the end of the 19^th century – a global system characterised by the domination of a small number of Great Powers and monopolies which super-exploit and oppress the semi-colonial countries of the Global South. All these issues make the political class struggle, in general, and the national and democratic struggle, in particular, vital components of the revolutionary strategy in the current period. ^[5]

 

As we elaborated in a special pamphlet, Grantism has always been free from such fundamental Marxist insights. ^[6] Hence, they don’t recognise the specific nature of Israel as a settler state which was the product of colonial rule of Palestine by British imperialism, and which exists on the basis of the expulsion of the native population – the Palestinians. Consequently, Israel has always acted as a bridgehead of Western imperialism after its inception in 1948 – first Britain and France, later the U.S. ^[7]

 

It is therefore not surprising that Israel, according to an official report of the U.S. Congress, has been “the largest cumulative recipient of U.S. foreign assistance since World War II.” As the report explains: “Successive Administrations, working with Congress, have provided Israel with assistance reflective of robust domestic U.S. support for Israel and its security; shared strategic goals in the Middle East; a mutual avowed commitment to democratic values; and historical ties dating from U.S. support for the creation of Israel in 1948. To date, the United States has provided Israel $158 billion (current, or non-inflation-adjusted, dollars) in bilateral assistance and missile defense funding.” [8]

 

 

 

“Socialist” Zionism

 

 

 

For these reasons, Israel by its very existence is an oppressor state of the Palestinian people as well as an imperialist enclave in the Middle East. It is therefore rightly hated and despised by the Arab and Muslim peoples in the region.

 

Therefore, it has always been the duty of authentic Marxists to oppose the creation of Israel in 1948 and to side with the Palestinian people respectively with the Arab states in all the following wars. Naturally, such support for the practical struggle must not involve political support to the (petty-)bourgeois leadership at the top of these struggles. We will not deal with this in detail here since our comrade Yossi Schwartz, an Anti-Zionist Jew and Trotskyist since more than 60 years, has elaborated on this in two books. [9]

 

Since the Grantites fail to understand the inherent reactionary nature of Israel and its role in the imperialist order in the Middle East, they politically capitulate to Zionism by supporting the so-called “Two-State solution”, i.e. by advocating a “socialist” Israel (which would be very wealthy state) and a “socialist” Palestine (located in the impoverished territories of the Westbank and Gaza). “At the same time, we hold out the prospect of a separate Jewish state and a separate Palestinian state if the peoples so desired on the basis of a socialist federation.” By definition, such a “solution” would perpetuate the national oppression of the Palestinians since it excludes the possibility for the millions of refugees to return to their homes. In other words, the Grantite concept is a form of “socialist” Zionism. [10]

 

The RCIT has always warned that the so-called “Two-State Solution” would be no solution at all. The only way forward is the revolutionary destruction of the Israeli Apartheid state and the creation of a red and free Palestine from the River to the Sea. Such a single secular and democratic Palestinian state would enable all refugees to return to their homes. At the same time, it would guarantee cultural and religious rights for the Jewish minority. It would be a workers and fellahin republic as part of a socialist federation of the Middle East.

 

 

 

What is the decisive obstacle for international working-class unity?

 

 

 

Since the Grantites ignore the national oppression of the Palestinians by the Zionist settler state, they imagine that one could unite the Palestinian and the Jewish-Israeli working class by … opposing nationalism and appealing for unity. In fact, Taaffe claims in his document that the loyal support of the Israeli-Jewish workers for the Zionist state would be a kind of “natural reaction” against the Arab “threat”: “In the same way in the Middle East, it is only the Jewish and Arab working class which can complete the bourgeois-democratic revolution, unity of the area, land reform, and the expulsion of imperialism including the Zionist capitalists and their state. But this again presupposes the lifting of the ‘external threat’ which pushes the Jewish masses into the arms of their own capitalists.”

 

In reality, such loyalty of Israeli-Jewish workers has an objective foundation in the material benefits which they receive from the existence of the settler state (including the gigantic U.S. foreign aid), and which allow many of them to have a living standard much closer to Europe than to the neighbouring Arab countries. It is a phenomenon similar to the privileged labor aristocracy – the corrupted upper strata of the working class in imperialist countries.

 

Characteristically, Taaffe compares the CWI’s approach to Israel with their position on Northern Ireland. In this, he is not wrong since the Grantites always advocated a similar reactionary position on the Irish question. Here too, they have always denied the national oppression of the Irish people by British imperialism and, consequently, they failed to lend critical support to the struggle of the Irish nationalists (like the IRA).

 

“Without the intervention of the working class of the area, Arab and Jew, the conflict will continue to fester, every so often resulting in further bloody wars. As with Northern Ireland, it is only the working class which can affect real unification and lasting peace in the area. (…) The problem of Israel is on a par with that of Northern Ireland. We have shown that the Provisional IRA’s methods for unifying Ireland are neither desirable – even if successful, unification would be at the cost of civil war, and an enormous reinforcing of sectarianism – but, more importantly, that it is not possible on a bourgeois basis. The theory of the permanent revolution as applied to Ireland means that only the working class can complete the bourgeois democratic revolution – unification – by coming to power in the whole of Ireland. This in turn presupposes the forging of class unity between Catholic and Protestant workers. This naturally leads us to oppose the terrorist and guerrilla struggle in Northern Ireland, because it postpones the day of workers’ unity.”

 

As we elaborated somewhere else in more detail, the Grantite position on the reunification of the British-occupied Northern enclave with the rest of the island bears the same hallmark of neo-imperialist economism as their position on Palestine. They advocate an abstract “working-class unity” without taking a correct position on the long-standing national oppression. They ignore the fact that it is this oppression which is the decisive obstacle for unification and not the “Arab threat” or the “IRA terrorism” as the Grantites claim in parroting the imperialist propaganda. [11]

 

Only on the basis of a conscious struggle against chauvinist prejudices among the workers of an oppressor nation will it be possible to win such workers to join forces with the masses of the oppressed nations. This was one of the historic achievements of V.I. Lenin and the Bolshevik Party which allowed them to unite the working class of Russia as well as of the oppressed nations in bringing down the ruling class in 1917 and creating the first workers state in history.

 

 

 

Conclusions

 

 

 

As we can see, the failure of the Grantites – from the CWI [12] and the IMT ^[13] to the ISA and the Russian RRP ^[14] – to side with the Palestinian resistance against the Israeli army in the ongoing genocidal war in Gaza has a long-standing tradition going back for at least half a century.

 

This tradition has resulted in refusal to side with the oppressed people and semi-colonial countries facing imperialist aggression in numerous other cases – not only in the Middle East and Ireland but also in the Malvinas War in 1982, the Iraq Wars in 1991 and 2003, the Ukraine War since 2022, etc. [15]

 

Such a position is rooted in the tradition of imperialist economism – the theory against which Lenin published a number of fierce polemics. However, Lenin’s opponents had the excuse that they elaborated their wrong position at the opening phases of the imperialist epoch and had to deal with new and complex issues. In contrast, the Grantites defend their reactionary abstentionism in national liberation wars in times where imperialism has already matured for many decades and is indeed overripe and where socialists were already able to gain experience in many national liberation wars. ^[16]

 

The Grantites approach to the national question represents objectively a capitulation to social-imperialism. Every member in the ISA, IMT, CWI, RRP, etc. who wants to fight imperialism on the basis of the Marxist tradition need to break with the revisionist tradition of Grantism. We call all socialists want to contribute to the building of an authentic Revolutionary World Party to join us in this struggle!

Несколько месяцев назад Комитет за Рабочий Интернационал (CWI) опубликовал документ о так называемой Октябрьской войне между Израилем и коалицией арабских государств в 1973 году. Автором этого документа, написанного первоначально для внутреннего распространения вскоре после окончания войны, был Питер Тааффе, который долгое время возглавлял CWI - сначала как правая рука Теда Гранта, основателя и ведущего теоретика организации, а после исключения Гранта в начале 1992 года - как ее главный лидер. [1]

 

Как отмечает редакция в новом предисловии, CWI рассматривает этот исторический документ не только как правильный анализ Октябрьской войны, но и как теоретическое руководство для общего подхода к конфликтам на Ближнем Востоке. «Политическое содержание и ясность, с которой марксистские идеи применяются к сложному и трудному вопросу о Ближнем Востоке (...) являются свидетельством нашей традиции».

 

CWI, безусловно, права, утверждая, что ее подход к многочисленным войнам Израиля - включая продолжающийся геноцид в Газе - основан на том же методе, который изложен в этом документе об Октябрьской войне. Этот подход характеризуется нейтральной, реакционной позицией самоустранения, т.е. они позорно не встают на сторону палестинского сопротивления и арабских стран, выступающих против сионистского государства.

 

В отличие от них, РКИТ и все подлинные социалисты безоговорочно поддерживают героическое сопротивление, возглавляемое в настоящее время ХАМАС, против сионистского государства. Точно так же мы полностью поддерживаем другие силы, борющиеся с израильскими или западными империалистами (например, хути в Йемене). Во всех этих конфликтах мы выступаем за военную победу палестинских и пропалестинских сил и поражение сионистских и империалистических врагов. В то же время РКИТ всегда подчеркивал, что такая поддержка практической борьбы не означает, что мы оказываем политическую поддержку этим мелкобуржуазным силам. [2]

 

Актуальность статьи Тааффе заключается в том, что она документирует давний подход грантистской традиции к национальному вопросу в целом и к сионистскому государству и его войнам против арабских народов в частности. Как таковая, она раскрывает исторические корни ревизионистских и экономистских позиций, столь характерных не только для CWI, но и для других течений, которые впоследствии отделились от этой организации, но продолжают ссылаться на грантистскую традицию - таких как IMT Алана Вудса (недавно переименованная в RCI), ISA (как большинство, так и фракция меньшинства), Internationalist Standpoint, Российская РРП и т.д.

 

 

 

Непризнание природы Израиля как государства поселенцев

 

 

 

По сути, CWI отказалась встать на сторону арабских стран в их войне против Израиля в 1973 году и выступала за нейтральную позицию. Таким образом, статья Тааффе - это полемика против тех левых организаций («сект», как грантисты любят называть всех, кроме себя), которые защищали арабские страны от сионистского государства. «Как и в 1967 году, война на Ближнем Востоке показала, что все секты неспособны занять твердую классовую позицию. Все без исключения, некоторые более открыто, чем другие, встали на сторону «арабов против сионистов». (...) Мы исходим из интересов трудящихся масс в регионе и в международном масштабе». Такая реакционная позиция в национально-освободительной борьбе является характерной чертой грантистской традиции с момента ее основания в 1960-х годах. Для этих ревизионистов капитализм существует только в форме экономической эксплуатации рабочего класса. Следовательно, для грантизма единственной легитимной формой классовой борьбы является экономическая борьба.

 

Подлинные марксисты всегда признавали, что борьба против национального угнетения также является формой классовой борьбы. Как однажды заявил Троцкий, предвосхищая линию аргументации грантистов, можно сказать следующее: «Сектант просто игнорирует тот факт, что национальная борьба, одна из самых запутанных и сложных, но в то же время чрезвычайно важных форм классовой борьбы, не может быть приостановлена пустыми ссылками на будущую мировую революцию». [3]

 

На самом деле грантистский взгляд на капитализм крайне вульгарен и одномерен. Хотя экономическая эксплуатация является основой капитализма, эта общественная формация не могла бы существовать без сложной системы различных форм угнетения, таких как национальное и сексуальное угнетение, подавление демократических прав бонапартистским государственным аппаратом и т. д. [4]

 

Кроме того, в конце XIX века современный капитализм вступил в стадию империализма - глобальной системы, характеризующейся господством небольшого числа великих держав и монополий, которые сверхэксплуатируют и угнетают полуколониальные страны Глобального Юга. Все эти вопросы делают классовую борьбу в целом и национальную и демократическую борьбу в частности жизненно важными компонентами революционной стратегии в текущий период». [5]

 

Как мы уже отмечали в специальной брошюре, грантизм всегда был свободен от таких фундаментальных марксистских представлений. [6] Поэтому они не признают специфическую природу Израиля как государства-поселенца, которое было продуктом колониального владения Палестиной британским империализмом и которое существует на базе изгнания коренного населения - палестинцев. Следовательно, Израиль всегда выступал в качестве плацдарма западного империализма после его создания в 1948 году - сначала Великобритании и Франции, а затем США [7].

 

Поэтому неудивительно, что Израиль, согласно официальному отчету Конгресса США, является «крупнейшим совокупным получателем американской иностранной помощи со времен Второй мировой войны». На сегодняшний день Соединенные Штаты предоставили Израилю 158 миллиардов долларов (в текущих, не скорректированных на инфляцию, долларах) в виде двусторонней помощи и финансирования противоракетной обороны». [8]

 

 

 

«Социалистический» сионизм

 

 

 

По этим причинам Израиль по самому факту своего существования является государством-угнетателем палестинского народа, а также империалистическим анклавом на Ближнем Востоке. Поэтому его справедливо ненавидят и презирают арабские и мусульманские народы региона.

 

Поэтому долг подлинных марксистов всегда заключался в том, чтобы выступить против создания Израиля в 1948 году и встать на сторону палестинского народа, а также арабских государств во всех последующих войнах. Естественно, такая поддержка практической борьбы не должна включать в себя политическую поддержку (мелкобуржуазного) руководства, стоящего во главе этой борьбы. Мы не будем подробно останавливаться на этом вопросе, поскольку наш товарищ Йосси Шварц, антисионистский еврей и троцкист с более чем 60-летним стажем, подробно изложил его в двух книгах. [9]

 

Поскольку грантисты не понимают реакционной природы Израиля и его роли в империалистическом порядке на Ближнем Востоке, они политически капитулируют перед сионизмом, поддерживая так называемое «решение о двух государствах», то есть выступая за «социалистический» Израиль (который был бы очень богатым государством) и «социалистическую» Палестину (расположенную на обнищавших территориях Западного берега и Газы). «В то же время мы открываем перспективу создания отдельного еврейского государства и отдельного палестинского государства по желанию народов на основе социалистической федерации». По определению, такое «решение» увековечит национальное угнетение палестинцев, поскольку исключает возможность возвращения миллионов беженцев в свои дома. Другими словами, грантистская концепция - это форма «социалистического» сионизма. [10]

 

РКИТ всегда предупреждал, что так называемое «решение о двух государствах» не будет решением вообще. Единственный путь вперед - это революционное уничтожение израильского государства-апартеида и создание красной и свободной Палестины от реки до моря. Такое единое светское и демократическое палестинское государство позволит всем беженцам вернуться в свои дома. В то же время оно гарантировало бы культурные и религиозные права еврейскому меньшинству. Это была бы республика рабочих и феллахов в составе социалистической федерации Ближнего Востока.

 

 

 

Что является решающим препятствием для международного единства рабочего класса?

 

 

 

Поскольку грантисты игнорируют национальное угнетение палестинцев сионистским поселенческим государством, они воображают, что можно объединить палестинский и еврейско-израильский рабочий класс, ... выступая против национализма и призывая к единству. В общем-то Тааффе утверждает в своем документе, что поддержка сионистского государства со стороны израильско-еврейских рабочих была бы своего рода «естественной реакцией» против арабской «угрозы»: «Точно так же на Ближнем Востоке только еврейский и арабский рабочий класс может завершить буржуазно-демократическую революцию, единство территории, земельную реформу и изгнание империализма, включая сионистских капиталистов и их государство». Но это опять же предполагает снятие «внешней угрозы», которая толкает еврейские массы в объятия их собственных капиталистов».

 

В действительности такая лояльность израильско-еврейских рабочих имеет объективную основу в материальных благах, которые они получают от существования государства поселенцев (включая гигантскую внешнюю помощь США) и которые позволяют многим из них иметь уровень жизни, гораздо более близкий к европейскому, чем в соседних арабских странах. Это явление сродни привилегированной рабочей аристократии - коррумпированной верхушке рабочего класса в империалистических странах.

 

Характерно, что Тааффе сравнивает подход CWI к Израилю с их позицией по Северной Ирландии. В этом он не ошибается, поскольку грантисты всегда отстаивали аналогичную реакционную позицию по ирландскому вопросу. Здесь они также всегда отрицали национальное угнетение ирландского народа британским империализмом и, следовательно, не оказывали критической поддержки борьбе ирландских националистов (таких как ИРА).

 

«Без вмешательства рабочего класса региона, арабов и евреев, конфликт будет продолжать разгораться, время от времени приводя к новым кровавым войнам. Как и в случае с Северной Ирландией, только рабочий класс может добиться реального объединения и прочного мира в этом районе. (...) Проблема Израиля стоит в одном ряду с проблемой Северной Ирландии. Мы показали, что методы Временной ИРА по объединению Ирландии не являются желательными - даже в случае успеха объединение будет стоить гражданской войны и огромного усиления сектантства - но, что более важно, оно невозможно на буржуазной основе. Теория перманентной революции в применении к Ирландии означает, что только рабочий класс может завершить буржуазно-демократическую революцию - объединение - придя к власти во всей Ирландии. Это, в свою очередь, предполагает формирование классового единства между католическими и протестантскими рабочими. Это, естественно, заставляет нас выступать против террористической и партизанской борьбы в Северной Ирландии, поскольку она откладывает день единства трудящихся».

 

Как мы более подробно описали в другом месте, позиция грантистов по воссоединению оккупированного британцами Северного анклава с остальной частью острова имеет те же признаки неоимпериалистического экономизма, что и их позиция по Палестине. Они выступают за абстрактное «единство рабочего класса», не занимая правильной позиции в отношении давнего национального угнетения. Они игнорируют тот факт, что именно это угнетение является решающим препятствием для объединения, а не «арабская угроза» или «терроризм ИРА», как утверждают грантисты, повторяя империалистическую пропаганду. [11]

 

Только на основе сознательной борьбы с шовинистическими предрассудками среди рабочих угнетаемой нации можно добиться того, чтобы эти рабочие объединились с массами угнетенных наций. В этом состоит одно из исторических достижений В.И. Ленина и большевистской партии, позволившее им объединить рабочий класс России и угнетенных народов для свержения господствующего класса в 1917 году и создания первого в истории рабочего государства.

 

 

 

Выводы

 

 

 

Как мы видим, отказ грантистов - от CWI [12] и IMT [13] до ISA и российской РРП [14] - встать на сторону палестинского сопротивления против израильской армии в продолжающейся геноцидной войне в Газе имеет давнюю традицию, насчитывающую не менее полувека.

 

Эта традиция привела к отказу выступить на стороне угнетенных народов и полуколониальных стран, столкнувшихся с империалистической агрессией, и в других многочисленных случаях - не только на Ближнем Востоке и в Ирландии, но и в Мальвинской войне 1982 года, в иракских войнах 1991 и 2003 годов, в войне в Украине с 2022 года и т. д. [15]

 

Такая позиция коренится в традициях империалистического экономизма - теории, против которой Ленин опубликовал ряд яростных полемических работ. Однако оппоненты Ленина оправдывались тем, что они выработали свою ошибочную позицию на начальном этапе империалистической эпохи и должны были решать новые и сложные вопросы. Грантисты же защищают свое реакционное самоустранение в национально-освободительных войнах в условиях, когда империализм уже созрел за многие десятилетия и действительно перезрел и когда социалисты уже смогли приобрести опыт во многих национально-освободительных войнах. [16]

 

Грантистский подход к национальному вопросу объективно представляет собой капитуляцию перед социал-империализмом. Каждый член ISA, IMT, CWI, РРП и т.д., который хочет бороться с империализмом на основе марксистской традиции, должен порвать с ревизионистской традицией грантизма. Мы призываем всех социалистов, желающих внести свой вклад в строительство подлинной революционной мировой партии, присоединиться к нам в этой борьбе!
