- IMF 최신 보고서에 나타난 글로벌 계급투쟁과 코로나19 사태의 상관관계

국제통화기금(IMF)이 1년에 두 번 발표하는 세계경제전망 최신판에 매우 흥미로운 자료가 몇 가지 실려 있다.[1] 잘 알다시피 IMF는 세계자본주의의 핵심 기관 중 하나다. 따라서 IMF가 내는 성명과 제안은 제국주의 독점 부르주아지 내 상당 부분의 정치적 동향을 반영한다고 볼 수 있다.

 

보통 IMF 간행물은 세계경제 현황 분석과 그 장단기 동향 및 ‘개선’안에 초점을 맞추고 있는데, 당연히 모두 자본주의의 관점에서 나온 것들이다. 그런데 이번 세계경제전망 최신판에는 경제 문제 이외에 국제 계급투쟁을 다룬 섹션도 실려 있다. 이 섹션을 쓴 IMF 저자들은 "코로나19 동안의 사회적 소요"라는 제목 하에 코로나19 사태가 시작되기 전 글로벌 대중시위의 전개와 이것이 계급투쟁 및 향후 전망에 어떤 결과를 미치고 있는지에 대해 논하고 있다.[2]

 

“최근 몇 달 동안 사회적 이동이 감소하면서 사회적 소요가 줄어들었다. 이것은 과거에 전염병이 시작되고 난 뒤에 있었던 상황들과 일치한다. 그러나 이번 코로나19 위기 시작 전에는 소요가 높았고 증가하고 있었다. 코로나 위기가 지나가면 소요가 다시 일어날 수 있는데, 기저에 깔려 있던 근본적인 사회·정치적 문제들에 진전이 없고, 코로나 위기가 기존의 문제들을 노출시키거나 가중시키는 나라들에서 특히 그렇다. 집회·시위 금지와 봉쇄령 등의 록다운 조치와 사회적 거리두기가 도입되면서 사회적 소요가 현저히 줄어들었다. 사회적 소요에 대한 언론 보도들을 집계하는 사회소요지수(RSUI)는 2020년 3월 이후 급격히 하락했다. 주요 소요사태의 빈도 ㅡ 나라별 RSUI 증감으로 표현된 ㅡ가 거의 5년 만에 최저 수준으로 떨어졌다. 사회적 소요의 감소는 ‘집에 머무르라’ 명령과 사회적 거리두기와 같은 규제에 의해 비롯된 사회적 이동의 전반적인 감소와 밀접한 관련이 있다. (…) 주목할 만한 예외는 6월 초 경찰 폭력에 대한 항의시위가 급격히 증가했던 미국과 레바논이다. 코로나19 발병 전 몇 년 동안 소요가 증가해왔다. 2019년 말과 2020년 초에는 중동과 남미뿐만 아니라 벨라루스, 볼리비아, 칠레, 프랑스, 홍콩, 인도, 이란, 이라크 등 다른 지역에서도 큰 시위가 있었다. 이는 2011년 아랍의 봄 이후 정점을 찍고 난 뒤 소요가 점진적으로 감소해 가던 추세를 다시 뒤집은 2016년 이후의 보다 긴 추세의 지속이었다.”

 

IMF 저자들은 자신들의 테제를 뒷받침하기 위해 그래프 두 개를 제시하고 있다. (아래 사진 참조). 하나는 2016-19년 사이에 세계 계급투쟁이 증가하던 양상과 이어서 2020년 봄 코로나19 반혁명 및 록다운 정책의 시작과 함께 계급투쟁이 갑자기 극적으로 감소하는 모습을 함께 보여주고 있다. 두 번째 그래프는 2020년 6월 초 이래, 미국에서 경찰의 조지 플로이드 살해 뒤에 대규모 시위들이 분출해 나온 것을 보여준다.

 

주요 제국주의 기관의 이러한 진술은 혁명적 공산주의인터내셔널 동맹(RCIT)이 최근 제시해온 분석을 여러 측면에서 강력히 확인해주는 증언이다. 우리는 그 동안 여러 논설, 성명, 팸플릿, 책자를 통해 2008년에 시작된 현재의 역사적인 시기가 “혁명적” 성격을 가지고 있음을 거듭 지적해 왔다. 요컨대, 현 시기는 자본주의 쇠퇴가 가속화하면서 불가피하게 경제위기와 정치적 불안정 그리고 계속되는 전쟁 위험을 불러일으키는 시기다. 이러한 조건들은 대규모 시위, 인민봉기, 혁명적 정세와 함께 반혁명적 위험들을 끊임없이 발생시킨다. 달리 말하면, 이 역사적인 시기는 세계무대에서의 균형이 결여되어 있는 시기다.[3]

 

글로벌 계급투쟁의 장단기 전망

 

끝으로 IMF가 글로벌 계급투쟁에 코로나19 사태가 미친 장단기적 결과에 대해 어떻게 평가하고 있는지 보라. 저자들은 단기적으로는 대규모 시위가 급증하지 않을 것으로 추정한다. 그들은 자신들의 낙관적인 전망 ㅡ 제국주의적 관점에서 보아 ㅡ 을 뒷받침하는 역사 연구를 인용한다. “결과 [IMF의 분석 결과 – 편집자]로 볼 때, 전염병에 뒤이어 소요의 가능성이 더 높다고 볼 통계적 증거는 매우 약하다. 오히려 어느 나라에서든 전염병에 이어 사회적 소요가 바로 뒤따를 가능성은 약간 떨어진다.”

 

그러나 장기적으로는, 이들 제국주의적 분석가들은 그렇게 자신만만하지 않다. 그들은 코로나19 사태가 대중의 사회적·경제적 고통을 없애주기는커녕 오히려 대중의 생활조건을 크게 악화시켰기 때문에 또 다른 대중투쟁이 급증할 것을 우려한다. "팬데믹이 완화되면서 소요가 다시 불붙을 것 같다. 분석에 따르면, 코로나19 위기가 시작되기 전에 소요가 고조됐으나 코로나19 위기가 계속되면서는 감소했다. 코로나 사태가 가라앉으면 앞서 소요가 있었던 지역들에서 다시 소요가 발생할 수 있다고 예상할 충분한 이유가 있다. 이는 코로나19 위기 때문이 아니라 근본적인 사회·정치적 문제가 해결되지 않았기 때문이다. 코로나 위기가 제도에 대한 신뢰 결여, 잘못된 통치방식, 빈곤 또는 불평등과 같은 문제들을 노출시키거나 가중시키는 지역들에서는 위협도 더 커질 수 있다.“

 

즉, IMF 분석가들은 가까운 미래에 2019년 후반의 상황과 비슷한 전 세계적인 민중항쟁 물결이 반복되지 않기를 바란다. 그러나 인민대중에게 혹독한 사회적 결과를 초래하는 자본주의 위기를 극복하는 것이 불가능하기 때문에 이들 분석가들은 좀 더 장기적으로는 이러한 계급투쟁 고조가 재현될 것을 우려하고 있는 것이다.

 

글로벌 제국주의의 선도적 기관으로서 IMF가 글로벌 계급투쟁 및 여기에 코로나19 위기가 미칠 결과와 같은 문제들을 순 학술적인 이유로 연구하지 않는다는 것은 자명하다. IMF 대가리들은 강대국 정부들에 의해 임명된다. IMF를 위해 연구를 내놓는 학자들은 이들 대가리들이 뽑고 보수도 지불한다. 당연히 대가리들은 이러한 투자에 대한 결과를 보고 싶어 한다. 가장 순진한 관찰자만이 IMF가 민중궐기 급증을 매우 두려워하고 있는 반면, 이러한 대중운동의 하강에 대해서는 안도의 한숨을 쉬며 보고 있다는 것을 무시할 수 있다.

 

여전히 코로나19 정책의 반혁명적 성격을 부정하고 있는 록다운 좌파

 

우리가 여러 문서를 통해 거듭 지적했듯이, 후안무치하게도 사민주의, 스탈린주의, 볼리바르주의, 중도주의 좌파 조직들은 대동단결하여 지배계급의 반혁명적 록다운 정책을 지지하는 것으로 통일했다. 그들은 모두 코로나19가 "현대사에서 최악의 팬데믹"이 될 것이라는 부르주아 프로파간다 방송차에 올라타 집회·시위 등 민주적 제 권리에 대한 이러한 공격의 반동적 성격을 부정했고, 지금도 계속 부정하고 있다.[9]

 

여기서 우리는 우리의 팬데믹 분석을 반복하진 않을 것이다. 우리가 여러 글을 통해 상세히 설명했듯이, 코로나19 팬데믹은 음모론적 “농간”도, “미증유의 재난” ㅡ 지극히 반민주적이고 사회적으로 파괴적인 록다운 정책을 정당화하려는 담론으로서 ㅡ 도 모두 아니다.[10] 여기서는 록다운 정책의 '좌익적‘ 지지자들에게 다음과 같은 문제들을 생각해보도록 요청하는 것으로 국한하겠다.

 

1) 록다운 정책 (집회·시위 금지를 포함하여)이 글로벌 대중투쟁의 붕괴를 가져왔다는 사실이 여전히 분명치 않은가?! 맑스주의자들에게 이것은 분명히 반동적인 결과이지, 진보적인 결과일 수 없다!

 

2) 부르주아지의 나름 영리한 분석가들 ㅡ IMF 대가리·연구진들 같은 ㅡ 이 록다운 정책의 그러한 반동적 결과를 십분 인식하고 있다는 사실이 여전히 분명치 않은가?! 지배계급이 이미 올해 봄 록다운 정책을 인민에게 들씌울 때 그러한 결과를 생각하지 않고 했다는 것을 진지하게 믿는 것이 가능한가?! 우리는 여전히 의심을 가지고 있는 사람들에게 올해 3월 중순, 코로나19 위기를 가리키며 "위기에 처했을 때만이 비로소 정부는 국민을 규합하여 필요하지만 고통스러운 개혁을 받아들이도록 할 수 있다. 모든 위기는 또한 기회이기도 하다"고 한 전(前) IMF 고문의 진술을 상기시키고자 한다.[11]

 

3) 한 저명한 의학자가 지적했듯이, 거의 모든 정부가 ㅡ 트럼프 정부를 제외하고 대부분의 미국 주지사들을 포함하여 ㅡ 수년간 준비해 온 팬데믹 대처 플랜을 의도적으로 무시하고 대신 중국의 스탈린주의-자본가 정권에 의해 새로 발명된 권위주의적 록다운 정책을 택했다는 사실이 여전히 분명치 않은가?![12] 다시 말해서, 이것은 공공보건 이유 때문이 아니라 정치적 이유로 발명된 정책이 아닌가!

 

이른바 “좌파”가 코로나19 반혁명의 실체를 인식하지 못하고 부르주아 록다운 정책에 대한 자신들의 사회-보나파르트주의적 지지를 완전히 폐기하지 않는 한 계급투쟁에서 반동적인 역할을 하는 것은 필연이다. 우리는 모든 진지한 사회주의자들에게 그 같은 정책과 단절하고, 자본주의 ㅡ 인류를 경제·사회·보건·생태 재앙으로 몰아넣는 이 체제 ㅡ의 혁명적 타도를 위한 투쟁에 우리와 함께 할 것을 호소한다!
